Objectives

The purpose of the assignment is to provide technical assistance, to UNICEF partners, to ensure girls and boys, especially those who are marginalised, such as children from disadvantaged regions and low-income families and those with disabilities, as well as girls and women of reproductive age, have benefited from equitable, evidence-based, quality and gender-responsive neonatal, child and adolescent health, nutrition and development interventions. UNICEF will develop a pool of pre-qualified high-caliber candidates who can swiftly select and fill a requirement through a faster contracting process as soon as a need is identified.

Areas of expertise

  1. Maternal newborn health and nutrition
  • Orientation and capacity development of national, regional and district level stakeholders in the area of maternal and newborn health and nutrition
  • Development of policy documents and guidelines in field of maternal and neonatal health and nutrition
  • Support supportive supervision and monitoring of Child Health and Development Program
  • Maternal/new-born data analysis, reporting and documentation.

Qualifications:

  • Bachelor’s degree in medicine and/or Public Health with postgraduate degree in obstetrician – genecology/neonatology or related fields;
  • At least 6 years of progressive professional experiences in the field of maternal /newborn healthcare
  • Training certificates on completion of UNICEF and WHO recommended programs in field of maternal and newborn health, quality of care and new-born survival packages
  1. Child health and development
  • Orientation, capacity development of national, regional and district level stakeholders in the area of child health and development
  • Provide technical support on early identification, early screening and early intervention of developmental delay and disabilities
  • Development of policy documents and guidelines in field of child health and development including nutrition
  • Supportive supervision and monitoring of Child Health and Development Program;
  • Data analysis, reporting and documentation.

Qualifications:

  • Bachelor’s degree in medicine and/or Public Health with postgraduate degree in child health care, nutrition, or related fields
  • At least 6 years of progressive professional experiences in the field of child healthcare, nutrition and development

  1. Public health

The consultants will provide technical support in:

  • Produce and avail guideline documents and tools for development of primary health care models and road maps.
  • Support in the deliberations with Governments and development partners for producing context-specific PHC models and strategies.
  • Provide technical support for PHC costing exercise in countries.
  • Provide technical support for the development of PHC implementation plans and monitoring the rollouts.
  • Document lessons from the process of PHC costing and PHC-model initial implementations.
  • Development of policy documents and guidelines in the field of public health, health care management, health financing, and quality of care.
  • Data analysis, reporting, and documentation.
  • Orientation and capacity development of national, regional and district level stakeholders in the area of quality of MNCA health care

Qualifications:

  • At least bachelor’s degree in public health or related fields
  • At least six years of progressive professional experience in public health, health management, and health financing.
  • Training certificates on completion of internationally recognized programs in public health, health management, health financing.
  • Experience of work with international agencies, MoH and Health institutions, and different stakeholders.
  • Good communication skills in Russian and Uzbek proven by informal interview and/or written test.
  • Knowledge of English will be an asset.
  1. Adolescent health

The consultants will provide technical support in:

  • Localize the Global Guidelines on Multisectoral Action for Adolescent Health, Nutrition and Well-being;
  • Coordinate project implementation activities for Adolescent Health in accordance with the agreed workplan;
  • To promote and support adolescent and youth engagement and participation;
  • To prepare documentation of discussions with partners; prepare report/minutes of discussions;
  • To develop monitoring tools to ensure quality implementation of programs by the partners; keep track on the alignment of the project implementation;
  • To provide technical support on mental health;
  • To document lessons learnt on adolescent health;
  • To develop policy documents and guidelines in field adolescent health;
  • Adolescent health data analysis, reporting and documentation.

Qualifications:

  • At least bachelor’s degree in Health/Public Health or related fields;
  • At least 6 years of progressive professional experiences in the field of adolescent health and public health;
  • Training certificates on completion of internationally recognized programs in the field of adolescent health;

  1. HIV

The consultants will provide technical support in:

  • Localize the Global Guidelines on HIV and PMTCT;
  • Provide technical support on elimination of mother to child transmission of HIV/syphilis (eMTCT);
  • Provide technical support on prevention of HIV among adolescent, care and support for children and adolescent with HIV;

  • Document lessons on HIV and eMTCT project;

  • HIV and adolescent health related data analysis, reporting and documentation.

  • At least bachelor’s degree in Medicine, Public Health or related fields;

  • At least 6 years of progressive professional experiences in the field of HIV;
  • Training certificates on completion of internationally recognized programs in field of HIV;

  1. Immunization

The consultant will contribute to the building of sustainable immunization system including cold chain structure in the country by providing technical support in:

  • Planning, implementing, monitoring, and assessing of immunization program implementation and/or the use of newly constructed/renovated cold chain facilities.
  • Capacity building of local staff in EPI program and effective usage of installed equipment.
  • Adjustment of instructions and technical specifications for future use.
  • Coordination of immunization project activities with government priorities by engaging critical partners in major events.
  • Supportive supervision and monitoring.
  • Immunization data analysis, reporting, and documentation.
  • Support the development of the outbreak response plan for different phases.
  • Review of the technical capacities of the National Immunization programme (NIP) and MoH and regional health authorities and assist them in preparing supplementary immunization activities (SIAs) and detailed operational plans.
  • Monitoring the progress of the campaign and organize intra campaign reviews with the government and partners.
  • Assist in the analysis of coverage data and support them in planning and conducting mop-up activities as necessary.
  • Fact sheets and presentation of analysed data related to immunization and child health, using primary and secondary data sources for identifying bottlenecks, providing recommendations and developing status reports on status of immunization coverage and quality including cold chain and other initiatives for Child Survival.
  • Revision/editing communication materials to ensure technical accuracy and consistency.
  • Support preparation of the relevant reports.

Qualification

  • Medical Graduate preferably with post-graduate qualifications in Public Health combined with a sound technical understanding of monitoring and evaluation processes of development programs and practices.

  • Minimum five years of experience in Public Health especially, Immunization and Child Health, along with demonstrated ability of planning, monitoring, data analysis, presentation, and report writing is required.

  • Familiarity with the functioning of government systems is necessary & working with government partners in the area of RMNCH+A especially Immunization and Child Health, is highly desirable.
  • Training certificates on completion of internationally recognized programs in the field of immunization and epidemiology.
  • Proven experience in conducting/participating in assessments/surveys.
  • Experience of work with international agencies, MoH and Health institutions, and different stakeholders.
  • Excellent communication skills in Russian and Uzbek proved by informal interview or written test.
  • Knowledge of English will be an asset.
  1. Cold Chain, Logistics and Vaccine management (CCL&VM)

The cold chain and vaccine management member of the roster support the government counterparts and partners on the following tasks:

  • Prepare a cold chain, logistics, and VM plan, which include procurement and distribution of vaccines as well as monitoring of the functionality of cold chain and logistics (cold box, vaccine carrier, ice packs, fridges) in all levels, waste management, and disposal.
  • Prepare Logistics and VM budget in lines with the logistics and VM plan for the outbreak response.
  • Conduct inventory and gap analysis for cold chain equipment and plans to bridge gaps for the outbreak response.
  • Assist in monitoring vaccine arrival at the national level and in-country distribution to the subnational levels delivery points, including monitoring of the distribution of vaccines and related supplies.
  • Conduct inventories of vaccines and prepare, implement, monitor, and manage vaccine stock data before, during, and after each vaccination campaign.
  • Orientation and capacity development of national, regional and district level stakeholders in the area of cold chain and vaccine logistics management
  • Provide other logistics inputs such as data tools, pen markers, cargo bags. Perform other tasks related to cold chain, logistics, and vaccine management as per the emerging needs and as per the evolution of the outbreak response.
  • Support the management of maintenance of cold chain warehouse maintenance to ensure the cold chain warehouse functioning.
  • Dialogue between MOH, Custom Office and State Committee to give permission for pharmacies.

Qualifications:

  • At least bachelor degree in supply management and/or Logistics or related fields.
  • At least five years of progressive professional experiences in the field of procurement, logistic, in-country delivery.
  • Knowledge of local conditions and requirements for supply clearance, custom codes, customs clearance system in the country.
  • Working experience with international agencies, MoH and health institutions, and different stakeholders.
  • Good communication skills in Russian and Uzbek.
  • Knowledge of English will be an asset.
  • Preference will be given to candidates with experience in Immunization, including Cold Chain and Vaccine-logistic management.
  1. WASH
  • Orientation, capacity development of national, regional and district level stakeholders in the area of WASH.
  • Researching WASH innovations and industries' best practices that are appropriate for Uzbekistan’s context.
  • Conducting participatory community appraisals and community monitoring of WASH initiatives.
  • Design, planning, monitoring and evaluation of WASH projects.
  • Implementation of WASH projects.
  • Development of policy documents and guidelines.
  • Supportive supervision and documentation.
  • Data analysis and progress reporting.

Qualifications:

  • University degree in Civil, Environment Engineering/ Statistics/ Hydrogeology/ Environmental Sciences and Management/ Population sciences/ Communication/ Social Sciences, social work/ urban and regional planning/Climate Change/Disaster resilience and emergency response/Public Health/ Rural Development and Management
  • Technical knowledge: Knowledge about WASH programs. Knowledge/familiarity with WASH in times of COVID-19, WASH in Schools related programs, WASH in Healthcare facilities related programmes, and menstrual hygiene management (MHM) programs.
  • At least 3 years’ progressive experience of working in water, sanitation and hygiene sector in communities and/or institutions. This may include experience in sanitation and water technology; WASH Service delivery; capacity building, communication for development (C4D); Community mobilisation; Project formulation; Data management and analysis; Water Safety and Security Planning; Monitoring and Evaluation; Documentation and Report writing
  • Proven ability to advocate effectively with national and subnational counterparts.
  • Knowledge on Climate resilient WASH and emergency response will be an added advantage.
  • Language: Good verbal and written communication skills. Fluency in Russian and Uzbek is required.
  1. Digital health

The purpose of this role is to support demand for digital health programmatic support. UNICEF Programmes increasingly leverage digital means for effective programme delivery, systems strengthening, and monitoring. The digital health consultant role will assist health teams in the identification, assessment, and integration of ICTs and digital innovation into UNICEF programming; enhancing the internal capacity to lead and support digital health-related initiatives; identifying and engaging with key partners; building business relationships; applying reusable and replicable technical buildings blocks, and maximizing the potential for the scale-up and sustainability of technology and digital innovation for UNICEF programming. More specifically, the consultant will provide technical support in the following areas:

  • Support and assist in the design, implementation, scale-up and maintenance of digital health project.
  • Advisory and Quality Assurance to Technology-enabled Programming
  • Digital Development and Technology Innovation Strategy: Support implementation of the technology and digital innovation strategy for the

  • Help maintain partnerships with government counterparts and national stakeholders through active sharing and transfer of knowledge, skills, and tools to foster and facilitate technology-enabled programming.
  • Knowledge Management: Help identify, capture, synthesize and share lessons learned from digital health for integration into broader knowledge development planning, advocacy, and communication efforts.
  • Capacity Building: Work directly with health teams and partners to adapt technology and innovative solutions appropriate to the health programme and provide training to stakeholders and end-users.

Qualification:

  • A university degree is required in Business Analysis, ICT Management, Computer Science, Innovation, Digital Development, International Development or another relevant technical field.
  • At least three years of relevant work experience.
  • Experience identifying, designing, and implementing solutions for large-scale projects with technical components – including supervising external vendors and software developers.
  • Experience with ICT, mobile, and web-based technologies, particularly designing or deploying tools appropriate to Uzbekistan.
  • Experience in Open Source, mobile, and emerging technology applied to UNICEF programme areas.
  • Exposure to UNICEF, UN, or other INGO programmatic areas, including (but not limited to) health, nutrition, and experience in applying technical solutions to address programmatic issues.
  • Knowledge of the landscape for the Uzbekistan’s start-up ecosystem in the technology sector is highly desirable.
  • Experience in coordination with multiple stakeholders like government agencies, academic institutions, research organizations, private sector, etc. in implementing ICT projects and exploring space for collaboration and partnerships.
  • Project management skills, including task prioritization, workflow coordination, and results-driven strategies.
  • Demonstrated strong writing and presentation skills.

  1. Communication for Development (C4D)
  • Commission research studies to collect missing data to support and strengthen the design of the C4D interventions.
  • Develop/update/ review health information products tailored for various target populations/ audiences, based on careful assessment of community’s knowledge, practices and behaviours.
  • Design and oversee the implementation of C4D and advocacy activities that will increase awareness on key health issues and strongly enhance the social-mobilization approach at all levels, through multiple communication channels and in all languages required
  • Improve the information and communication to communities on matters related to the polio outbreak, respecting the different cultural contexts, to enhance awareness and favourable behaviours needed to improve community participation in prevention, and health promotion interventions.
  • Forge partnerships with different government or nongovernment associations that will strengthen the outcomes of social mobilization interventions.
  • Organize orientation sessions to brief partners on key goals of social mobilization and provide them with a global picture on community’s perceptions and practices
  • Provide support for training of health workers
  • Help implement strategic communication response plan including mass communication campaign as appropriate
  • Analyze available monitoring and other data to identify priority areas. Incorporates social mob indicators within program monitoring indicators and uses this feedback to fine tune social mob plans

Qualifications

  • Advanced university degree in the social/behavioral sciences, psychology, sociology
  • At least 3 years of progressive professional experiences in social and behavior change communication, demand generation and community engagement
  • Proven 2-year experience of working on public communication issues in the field of Immunization including crises communication
  • At least 2- year experience in coordinating capacity building activities for health care providers in the field of immunization
  • Proven experience in technical support to MoH in adaptation and implementation of demand generation interventions
  • Good command of written English and Russian/ or Uzbek
  1. Project Administration and Logistic Support
  • Assist programme/project team in all administration functions and processes.

Timeline & Deliverables & Management

Start day of the assignment: May 2021; End day of the assignment: April 2023

The consultant will work under the supervision of Chief of Health and relevant specialist and officers.

Resource requirements and payments

UCO will offer consultant fee based on acceptable deliverables.

Procedures and Working Conditions

Consultant is expected to work from home and expected to participate at all required meetings online. The applicants shall be required to submit a statement of good health prior of commencement of work and to take full responsibility for the accuracy of that statement. Consultants are not eligible to participate in the life or health insurance available to UN staff members.

UNICEF will reserve copyright of all developed materials and own primary data collected through this assignment.
