The Government of the People's Republic of China and the UNICEF Country Programme (2021-2025) is aimed at supporting the Government to realize the rights of all children in China, including the most disadvantaged, by improving the quality of programme and policy design and implementation and leveraging support for child development. This Country Programme was approved in early 2021 by the Executive Board with a total budget of US $ 141,959,000. A Country Programme Action Plan was signed by the Government of China and UNICEF in July 2021 for the period from 1 March 2021 to 31 December 2025.

The Country Programme is structured into six programme components, each of which is designed under the Theory of Change (ToC) that explains the pathways towards changing the lives of children, starting from a situation analysis. These components are Child health and development, Quality and inclusive education, Child protection, Child-centred social policy, Partnerships and engagement, and Programme effectiveness. Under the new country porgramme that responds to changes in the national context, changes in programme, partnerships and advocacy were considered.

The UNICEF China Country Programme, covering the period 2021-2025, is in the second year of implementation with a Mid-term Review scheduled in mid-2023, and a Country Programme Evaluation (CPE) in early 2024. Evaluability is critical to strengthening results-based management and demonstrating the contribution of UNICEF-assisted programmes to results for children and promoting child rights. An Evaluability Assessment (EA) will support the future CPE, through defining its design, scope, approach and methodology.

How can you make a difference?

Based on the mandated CPE and preparation for its evaluability, it is necessary to assess to what extent there is internal and external agreement on the objectives and scope of the upcoming CPE, and whether the CCO has sufficient resources, systems and processes in place to effectively capture the required data and information to demonstrate achievement of planned results for children. Where agreement does not exist, recommendations will be provided for Senior Management consideration.

To qualify as an advocate for every child you will have…

The assessment will be carried out by a two-person team comprised of an International Consultant (team leader) and a National Consultant (team member).

The national consultant should have experience with conducting/assisting in evaluations. Below are the minimum qualifications required for the national consultant:

  • Education: Master's degree or equivalent in Development Studies, Economics, Social Studies, International Relations or other related fields;
  • Experience: minimum 8 years of experience in development work in China. Good understanding of the UN 2030 Agenda, esp. those related to Children. Experience with UN agencies or development partners in China is desired.
  • Skills: a proven track record in the evaluation of similar complex projects. Experience in evaluability assessments will be an advantage.
  • Language: proficiency in both English and Chinese is required.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. The candidate may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
