How can you make a difference?

UNICEF and Ministry of Labor and Social Affairs (MoLSA) signed a work plan aiming at strengthening the humanitarian response, building on existing child and social protection systems to expand coverage of services to vulnerable refugee children and families. Within the scope of the workplan, UNICEF will support the expansion of the government’s social assistance response, focusing on refugee children with disabilities through operationalization of a Humanitarian Cash Transfer for Children with Disabilities from April 2023 until the end of temporary protection under Lex Ukraine V (March 2024).

The purpose of the consultancy is to provide technical assistance to the UNICEF office in Czech Republic in the form of data management services to support the implementation of the program operational cycle, while at the same time upholding UNICEF Data Protection Policy. The consultant will be working in Prague and will support the 12 month implementation of a cash benefit for approximately 4000 legal guardians of children with disabilities from the Ukrainian refugee population including all cash coordination activities with the Czech Republic Government and other partners. The consultant will be hired for 156 days during a period of 12 months.

Under the direct supervision of the Social Policy Specialist and Chief, Child Protection, the Beneficiary Data Manager will lead all activities related to management of the beneficiary database in HOPE and UNICEF Aurora[1] and troubleshooting for any issues that might arise. Specific areas of responsibility are clearly indicated in the attached TOR Terms of Reference for a consultant Beneficiary DM final.docx

The main deliverables and outputs for the consultancy are:

Deliverable 1 - Data Management including grievance management

Tasks:

- Payment lists (original and remedial); Programmatic reconciliation on beneficiary database vs. transfers made /Timeline: 48 WD (4WD days per month

- Periodical reports to account for all the grievances recorded, followed up and addressed/Timeline: 48 WD (4 days per month)

Deliverable 2: Data reporting

Tasks: 9 periodical monitoring reports including progress on process and outputs/Timeline: (48 working days - 4 days per month)

Deliverable 3: Data Visualization

Tasks: 9 periodical reports with graphical representation of data as required, including maps to visualize the geolocation of children receiving benefits / Timeline: 12 working days (1 day per month)

The consultant will prepare bi-monthly reports including a final hand over report.


[1] As part of its HCT scale-up plan, UNICEF has developed an integrated software called HOPE - Humanitarian cash Operations and Programme Ecosystem. HOPE is UNICEF’s humanitarian cash transfer management information system. HOPE can (i) collect beneficiary data, (ii) associate data with cash programmes, (iii) create target population (iv) manage payment lists (v) send them to Financial Service Providers (FSP), (vi) reconcile payments, (vii) triangulate payment verification information directly from beneficiaries, (viii) handle grievances and feedback, as well as (iv) reporting.

Aurora is a data management system that allows to receive, store and distribute data that could be entered in multiple ways in emergency context..

To qualify as an advocate for every child you will have…

  • Master’s degree in Information Technology, Economics, Social Science or related field is required. Bachelor's degree complemented with relevant training and work experience can be considered.
  • A minimum of 2 years of professional work experience of data experience, including with multiple stakeholders. Experience in emergency contexts desirable.
  • Experience with beneficiary data systems and beneficiary data management for humanitarian cash transfers at field level. Experience in implementing humanitarian cash transfer programmes.
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources, and architecture teams.
  • Knowledge of PowerBI, ArcGIS, R and Python
  • Ability to synthesize information.
  • Ability to work under pressure and meet tight deadlines.
  • Excellent communication & presentation skills (written) across multiple audiences.
  • Experience in working with UN agencies or NGO at interagency level.
  • Fluency in English.
  • High motivation, and dedication to deliver results within strict timeframes
  • UNICEF experience will be considered an advantage.
  • Experience with UNICEF HOPE system will be considered a distinct advantage.
  • Proven ability to work in a multicultural, multi-ethnic environment, and maintain respectful working relations with sensitivity and respect for diversity.
  • Working knowledge of the project/programme Lifecycle (Planning, Implementation, Monitoring and Evaluation) and project/programme management methodologies

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
