Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Ensuring women’s equal rights, access and opportunities for participation and leadership in the economy, society and political decision-making is at the core of UN Women’s work in Thailand. While there has been much progress in advancing gender equality, such progress is unevenly experienced by women who are marginalized because of a complex interplay of factors. UN Women Thailand works in most if not all of UN Women strategic areas but focuses its strategic priorities in three out of the five outcomes. The first outcome intends to strengthen and implement a comprehensive and dynamic set of global norms, policies and standards on gender equality and the empowerment of all women and girls. This allows UN Women to link its work with other outcome areas such as women’s leadership and political participation, gender-responsive social protection and women, peace and security. The second outcome ensures that all women and girls including marginalized groups such as migrant workers live a life free from all forms of violence. The third outcome anticipates the expansion of the work in the areas of women’s economic empowerment and private sector engagement for implementing the Women’s Empowerment Principles (WEPs).

UN Women Thailand currently implements four regional projects relating to advancing social cohesion. The Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN Countries/Region project aims to advance and strengthen the WPS agenda in ASEAN, including preventing violence against women and promoting social cohesion in the region. The Gender-Responsive COVID-19 Prevention and Response aims at leveraging its comparative advantage in supporting women’s leadership and participation in decision-making and promoting gender-inclusive response to undertake activities related to COVID-19 prevention and response, as well as utilize its technical leadership and expertise in the area related to ending violence against women (EVAW). Women, Peace and Cybersecurity: Promoting Women’s Peace and Security in the Digital World in Southeast Asia and the Pacific contributes to women’s meaningful participation in cybersecurity decision- and policymaking, prevention of cybersecurity threats and cyber-enabled crimes and the establishment of peaceful online spaces, in accordance with WPS principles. The Gender-Responsive COVID-19 Socio-Economic Recovery aims to integrate gender-responsive measures into COVID-19 socio-economic recovery plans to respond to the most urgent needs of highly vulnerable women and girls.

Reporting to the Programme Analyst, the National Consultant will contribute to the effective support of UN Women programmes with emphasis on women, peace and security to support programme implementation. S/he also support the facilitation of the delivery of UN Women WPS programme portfolio by coordinate for monitoring results achieved during implementation. She/he works in close collaboration with UN Women Thailand staff, Government officials, and civil society ensuring successful UN Women programme implementation under the portfolio.

Duties and Responsibilities

Under the direct supervision of the Programme Analyst – Thailand Programme, the consultant will coordinate, monitor and report interventions related to women, peace and, security.

The consultant will perform the following tasks:

1. Coordinate and organize four consultations and trainings for the Government of Thailand to support the development, implementation and monitoring of the second “Measure and guidelines on WPS”.

  • In coordination with Provincial authorities in the SBPs and CCCW-SBP and the national authorities/Sub-Committee on WPS develop concept notes and agendas
  • Draft invitation letters
  • Coordinate with government counterparts
  • Develop monitoring tools, and analyse whether participants in the workshops enhanced their knowledge of WPS and the measure and guidelines.
  • Develop a report. The report should include a summary of the implemented activities and results achieved, an analysis of the pre and posts test of the trainings conducted, a list of participants, PowerPoint presentations and other supporting documents such as concept notes, invitation letters, etc.

2. Support the Gender Responsive Budgeting International consultant to consult government counterparts to conduct a national GRB assessment.

  • Collect and translate relevant documents to finalize desk review
  • In coordination with the Government, develop a directorate of relevant Government counterparts to be interviewed (key informants)
  • Draft invitation letters, and concept notes and schedule meetings with key informants
  • Support facilitation of Focus group discussions and meetings
  • Draft a report. The report should include a summary of the implemented activities and results achieved, a directorate of stakeholders, PowerPoint presentations and other supporting documents such as concept notes, invitation letters, etc.

3. Support data collection of the Midterm review of the regional project The Empowering women for sustainable peace: preventing violence and promoting social cohesion in ASEAN Countries/Region project:

  • Meet the International Consultant to provide inputs to the data collection tools and adapt them to the national context.
  • Translate data collection tools into Thai.
  • Identify informants for the Midterm review.
  • Data collection
  • Preliminary analysis of data collection. Translate as needed into English the data collected.
  • Develop a report capturing the data collected.

All the deliverables, including annexes, notes and reports should be submitted in writing in English.

Upon receipt of the deliverables and prior to the payment, the deliverables and related reports and documents will be reviewed and approved by UN Women. The period of review is one week after receipt.

Inputs

  • UN Women will provide the Consultant with background information and documents, and a list of stakeholders relevant for the assignment.
  • The Consultant is expected to work using his/ her own computer.
  • UN Women will directly cover travel costs as per UN Women’s rules and regulations.

Scope of bid price and schedule of payments

The contract price is a fixed deliverable-based price regardless of extension of the contract duration. Payment will be done once deliverables detailed in section II are submitted and approved by UN Women.

The lump sum costs should include a consultancy fee, administration costs, communication costs, and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes. The lump sum costs must be accompanied by a detailed breakdown of costs calculation using the template in Annex 1.

Supervision

The consultant will be supervised by the Programme Analyst for Thailand who will be responsible for the quality assurance of the deliverables.

Required Skills and Experience

Education:

  • Master’s degree or equivalent in international relations, social sciences, human rights, gender/women's studies, international development, or a related field is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work experience:

  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building.
  • Experience in promoting gender equality and/or inclusive governance.
  • Experience in applying the Results-based Management (RBM) principles and approaches in programme planning, monitoring/reporting and implementation.
  • Experience in working in the thematic areas of women, peace and security, women economic empowerment or ending violence against women.
  • Knowledge on National Action Plan on Women’s Peace and Security and UNSRC 1325 is an advantage.
  • Experience in promoting social cohesion in local communities preferred.
  • Knowledge on Thailand’s national priorities and legislations is an advantage.
  • Previous experience working in the UN system is an advantage.
  • Experience coordinating and liaising with government agencies, civil society organizations and donors is an asset.

Language requirement:

  • Fluency in Thai and English is required.
  • Knowledge of the other UN official working language is an asset.

Contract period and work location

The time required for the consultancy is within the period from 1 March 2023 - 10 October 2023 (8 months). This consultancy is Bangkok-based with possible travels in country and overseas based on the assignment. UN Women will be responsible for the accommodation and travel expenses for any cost incurred during the assignment period.

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

    30% Total Obtainable Score 100%Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interviews.

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
