BACKGROUND:

Tuberculosis remains one of the main global health issues. Worldwide, TB is one of the major causes of death and second leading infectious killer. Based on the WHO 2022 Global TB Report, Indonesia is a country with the second highest TB burden in the world, with a yearly estimate of 969,000 new TB cases and 144,000 deaths. In 2021, it has been estimated that there are 89,000 childhood TB cases, which is 9% of all 969,000 TB cases in Indonesia.

To support the MoH in acceleration of childhood and adolescent TB program, a national level consultant in needed to provide direct day-to-day support to MoH and UNICEF, particularly for support to the MoH TB teamwork for acceleration of childhood and adolescent TB program in Indonesia, to liaise between MoH TB work team, MoH Health Promotion work team, UNICEF and partners in identifying relevant needs for strategic programming and TB preventive treatment program intervention.

Scope of Work:

Some of the scope of work of the national level consultant would include:

- Technical support in development of education materials on childhood and adolescent TB

- Analysis on the needs of program intervention related to childhood TB preventive treatment (TPT) for children and adolescents

- Technical support in development of national level policies and guidelines, such as Ministerial Regulation on childhood and adolescent TB (Permenkes TB)

- Technical support in implementation of technical guideline on childhood and adolescent TB

- Technical support for MoH in development of improved case findings of childhood TB at the community level.

To qualify as an advocate for every child you will have…

- Graduated from public or private accredited university, or has passed examination from national or overseas university, with certificate approved by government authority of tertiary level, and has competency and experiences in his/her/their own field of work.

- Have experiences in public health program intervention, for at least 5 years, with a post-graduate/master’s degree in health, public health or relevant field.

- Involvement in TB program intervention is preferable.

- Have been involved in development of strategic document of the Government of Indonesia, preferably with the Ministry of Health.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
