Background

Citra, Sri Lanka’s first Social Innovation Lab is a joint initiative between the Government of Sri Lanka and the United Nations Development Programme (UNDP), Sri Lanka. It uses foresight and innovation tools to prototype and test development solutions to ensure they are agile and holistic before nation-wide implementation. Citra facilitates creating an environment that is conducive to looking at problems from different perspectives and delivers comprehensive and sustainable development solutions. Presently, the lab works in multiple fronts to support the government institutions to strengthen their public service delivery as well as design futuristic systems to cater the current needs.

Citra’s work spans across three focus areas, namely, capacity building, strengthening institutions, and re-engineering public services. Over its three years in operation, Citra has worked in multiple organizations in successfully carrying out interventions in these areas. As the work of the Lab is expanding, the team is looking to facilitate the engagement of a Consultant to support the undertakings of the Lab.

At the request of the Secretary to the then Ministry of Transport Services Management, Citra Social Innovation Lab has been working with the Department of Motor Traffic (DMT) to re-engineer their service delivery and strengthen their institutional capabilities by embedding innovative practices and approaches within the organization. This includes facilitating the necessary technical expertise to ensure that processes and lines of service delivery within the DMT are user centric. Building on the previous study carried on the driving license process, Citra is looking to engage an expert who has prior experience working on business process re-engineering efforts within the DMT.

Scope of work:

1. Review existing workflows, processes and lines of service delivery for driving license.

2. Make recommendations on improvements to the service delivery line that covers the full user journey of obtaining the driving license

3. Submission of the final documentation on the re-engineered driving license process

Duties and Responsibilities

Expected Output & Deliverables:

1. Review existing workflows, processes and lines of service delivery for the issuance of a driving license (DL) covering the full user journey and provide an initial report detailing them

i) Identify and map the main and sub-processes in the driving license main process

ii) Identify and map the existing mechanisms through which a driving license could be obtained

iii) Map all existing practices and systems that are in place to support the DL issuance process

iv) Conduct a gap analysis with reference to existing processes, management systems and service delivery lines

2. Make recommendations on improvements to the service delivery line that covers the full user journey of obtaining the driving license

i) Provide key recommendations for improvements to ensure that the full workflow is covered

ii) Convert the recommendations into fully fledged, implementable workflows

3. Prepare and submit a final report that includes a full documentation of all processes, and a prototype that outlines the newly designed business process.

Institutional Arrangement

The consultant working under the overall supervision of the Policy and Engagement Team Lead, will report to the Data Scientist at Citra Social Inovation Lab on all technical matters relating to the business process re-engineering work of the DMT.

Given the fluid operational context, the scope of this exercise might change within an overall framework, which will remain the same.and However, any such proposed changes will be discussed in advance with the Consultant, and formally communicated in writing thereafter.

Responsibilities:

  • Prior to the commencement of work the consultant is expected to provide a detailed plan outlining the expected work to be carried out throughout the assignment.
  • Ensure work is carried out in order to meet each target in accordance with the pre-planned timeline
  • Be open to working collaboratively with the DMT staff, Citra team, and other necessary stakeholders.

Duration of the Work

The envisaged timeframe of the consultancy for a period of 100 days within a period of 6 months, making allowances for any un-envisaged challenges.

  • Demonstrates comprehensive understanding and knowledge of the current guidelines and project management tools and utilizes these regularly in work assignments.

Functional Competencies:

  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates good oral and written communication skills with proven ability in report writing;
  • Ability to work both independently and in a team and ability to deliver high quality work on time.

Behavioral competencies:

  • Comfortable in working in dynamic environments that change frequently;
  • Able to perform in a high-stress and difficult security environment, with basic accommodation choices;
  • Ability to manage relationships with a diverse range of stakeholders and incorporate diverse points of view.

Required Skills and Experience

Education:

  • Master’s degree in business, engineering, technology or other related fields.

Experience:

  • Minimum 10 years of working experience in conducting business process re-engineering / reform processes for public sector institutions in Sri Lanka.
  • Prior experience working with the DMT or other government agencies and departments will be an added advantage
  • Expertise in innovation, change management, technology will be preferred.

Language:

  • Fluency in English speaking and writing.
  • Sinhala / Tamil speaking experience will be an added advantage.

Price Proposal and Schedule of Payments

All Inclusive Daily Fee: LKR (_____________________________________) Amount in words: (Rs._______________________________________________________________)

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Daily Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station) honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored into the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

Evaluation Method and Criteria Individual consultants will be evaluated based on the following methodology.

Cumulative analysis The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable; and b) having received the highest score out of set of weighted technical criteria (70%). and financial criteria (30%). Financial score shall be computed as a ratio of the proposal being evaluated and the lowest priced proposal received by UNDP for the assignment.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Shortlisted candidates may be called for an interview which will be used to confirm and/or adjust the technical scores awarded based on documentation submitted.

Documentation required Interested individual consultants must submit the following documents/information to demonstrate their qualifications. Please group them into one (1) single PDF document as the application only allows to upload maximum one document:

  • Letter of Confirmation of Interest and Availability using the template provided in Annex II.
  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
  • Technical proposal, including a) a brief description of why the individual considers him/herself as the most suitable for the assignment; and b) a methodology, on how they will approach and complete the assignment.
  • Financial proposal, as per template provided in Annex II. Note: National consultants must quote prices in Sri Lankan Rupees.
