Result of Service The consultant is expected to achieve the following results: 1) Baseline data to be collected and analyzed, and bilateral consultations and the first funding dialogue were held by June 2022. Assistance was provided to an international expert in holding online meetings and consultations with ministries, UN agencies, and development partners. A report on the work carried out has been prepared (activities 1-5 above) June 2022 2) A series of dialogues, research and consultations with stakeholder ministries and departments and international partners were conducted. The first draft of the DFA report has been completed and submitted. (July-August 2022) 3)Final DFA Report and draft INFF Roadmap following the comments and suggestions are completed and presented at the official level.(September-November 2022)

Duties and Responsibilities The Development Finance Assessment is one of the important milestones to be implemented toward establishment and operationalization of INFFs at the country level. As part of promoting the SDG Financing agenda, the UN Resident Coordinator Office supports UN agencies' initiatives and projects in this area. In this regard, UN RCO plans to engage national consultants to carry out the tasks stipulated by the terms of reference.

Under the overall supervision of the Head of Program Department of UNDP, the UN Resident Coordinator Office, and the direct supervision of the UNDP Program Analyst for Governance, Economic Diversification and Inclusive Growth; and in close cooperation with the UNDP Project Coordinator and an international consultant, the expert will assist the international expert in the process of conducting the Turkmenistan Development Finance Assessment, analysis and suggesting follow-up actions to find financial solutions for Turkmenistan. In this regard, the expert will work closely with the departments of the financial and economic sectors, namely the Ministry of Finance and Economy of Turkmenistan, the Central Bank of Turkmenistan, the State Committee of Turkmenistan on Statistics and other relevant ministries of the country to ensure national ownership and facilitate the process, as well as a constructive and inclusive consultation process among participating development partners.

The national consultant will lead the process under the guidance of the coordination group and the UNDP country office in close cooperation with the international expert.

The national consultant will carry out the following activities:

The preliminary stage of the Development Finance Assessment, including an initial review of the DFA and a consultation phase 1. Study the Development Finance Assessment Guidebook developed according to the UNDP methodology and the SDG Financing and Cooperation Framework Financing Guide. 2. Interaction with national partners to study and collect relevant available materials, collect and synthesize the initial information and data necessary to prepare an analysis of the financing conditions in Turkmenistan and its comparison with the SDGs; 3. Provide support to international expert and JEG on SDG financing in conducting a theoretical review of SDG financing at the national level; 4. Support international expert in reviewing national data sources to analyze trends/funding conditions in Turkmenistan, identifying data gaps that need to be further obtained from government agencies; 5. Assist an international expert in the preparation of a preliminary report indicating the breadth and depth of coverage and the additional data required to ensure the comprehensiveness of the work.

Research, formulation and consultation phase 6. Will assist the international expert in organizing and conducting consultations with representatives of the Ministry of Finance and Economy of Turkmenistan, the Central Bank of Turkmenistan, the State Committee of Turkmenistan on Statistics and other relevant ministries, UN agencies, representative offices of international financial institutions, representatives of the private sector and other stakeholders to collect data from national and other sources, to understand better trends, regulations, practices and challenges in national development finance; 7. Participate jointly with international expert in regular (biweekly) consultations with UNDP and UN RCO on the progress of work; 8. Support for an international expert and country office in planning missions, consultations and dialogues as needed, including arranging logistics and establishing contacts with stakeholders. 9. Assistance to international expert in preparing the first draft of the DFA report. 10. Engage in substantive dialogue with international expert and steering group to discuss and finalize the draft DFA report. 11. Provide support to international expert in finalizing the draft report and recommendations for the DFA. 12. Provide support to international expert in the development of a draft Roadmap for the implementation of INFF in Turkmenistan; Finalization and launch 13. Facilitate international expert in conducting meetings and assurance workshops in partnership with the JEG on SDG financing, as well as with a broader group of stakeholders involved in the DFA process (government ministries, UN agencies, international financial institutions, partners development, representatives of the private sector, civil society organizations, etc.) 14. Under the guidance of the steering group and based on consultations with national partners and feedback from the UN RCO and UNDP in Turkmenistan, assist international expert in finalizing the final report on the DFA and the draft Roadmap of the INFF. 15. Assistance to international expert in launching a report on the DFA and a draft Roadmap of the INFF, including providing materials for the agenda, preparing a presentation in the PowerPoint format about the results of the DFA and the INFF Roadmap, if necessary, participating in the launch event as a speaker.

Qualifications/special skills Good knowledge of Russian and Turkmen languages. Good knowledge of English is an advantage. Experience: - At least 7 years of experience in public administration in the field of economics, finance, public financial management, private sector development or budgeting and planning. Previous experience working with a development partner or government is an asset - Experience in research in the field of policy of public and/or private financing of sustainable development; - Excellent knowledge of the Global Agenda 2030 and the Sustainable Development Goals, targets and indicators; - Good knowledge of sustainable development financing issues in Turkmenistan; Language: - Good knowledge of the state systems and processes of Turkmenistan, especially concerning the budget, private finance, banking sector, planning processes and their integration; - Ability to consult with government officials and key stakeholders; - Professional use of information technology as a tool and resource base; skills in using computer technology, including working with Microsoft office applications, etc.
