Background

UNDP is seeking a Project Consultant to provide technical and implementation support to two important projects:

The Strengthening Capacity and Effectiveness of the People’s Assemblies System in Laos (STEPS) Project is a five-year initiative (2022-2026) implemented by UNDP, together with the National and Provincial People’s Assemblies, with financial support from the United States Agency for International Development (USAID). The overall goal of STEPS is to strengthen capacity of the legislature in Laos to effectively represent, engage and respond to citizen’s needs. The project will support the national and provincial assemblies (members, technical committees and staff) in enhancing their mandates and ability to revise and approve legislation, monitor implementation of the country socio-economic development plan and the Sustainable Development Goals (SDGs), better analyse societal concerns and communicate with citizens, and enhance the overall accountability and transparency system.

The Joint Project on Prevention and Elimination of Violence Against Women for Mainstreaming Gender into the National Development Agenda in the Lao PDR (Khan Hom Project) is implemented by the Lao Women’s Union in partnership with UNDP and UNFPA, with financial support from the Korea International Cooperation Agency (KOICA). This four-year project (2020-2024) aims to strengthen institutional capacity of government agencies in Lao PDR to prevent and respond to gender-based violence through the development of policies to ensure provision of coordinated multisectoral health, social, and justice services to survivors and capacity development of service providers deliver quality services.

OBJECTIVE

The Project Consultant will support both the STEPS Project and the Khan Hom Project in the implementation of a range of project activities, primarily project events and project communications. S/he will be supporting the two projects on a 50:50 basis.

Duties and Responsibilities

The Project Consultant’s assignment will be in two main areas:

  • Project implementation support
  • Project communications and knowledge management

1. Implementation support to STEPS and Khan Hom Projects

  • Support preparation and running of project events (workshops, consultations, training, launches) in compliance with UNDP regulations and processes
  • Support drafting of project plans (work plans, monitoring, communications, HR) and budgets
  • Prepare the procurement of equipment, supplies and services by drafting TOR/specifications and liaising with relevant support units in UNDP
  • Translation (English-Lao) of project documentation
  • Support drafting of technical progress reports by compiling monitoring and results data.
  • Assist recruitment processes by drafting TOR and supporting hiring process
  • Support project meetings and missions: make travel arrangements, prepare background documents, provide interpretation/translation, draft minutes.

2. Project communications and knowledge management support to STEPS and Khan Hom Projects

  • Support project outreach and communications initiatives; prepare social media posts, liaise with media on project events, help draft project communications products
  • Write thematic briefs, reports and analysis or undertake basic research
  • Prepare presentations
  • Provide good quality interpretation and translation in support of the project as needed

Maintain project files and contact information for government and civil society contacts

Competencies

  • Skilled usage of computers and office software packages, including Microsoft Teams

Required Skills and Experience

  • Bachelor’s degree in social sciences, law, business administration, finance or a related discipline.
  • Minimum 6 months (with Bachelor’s degree) of relevant experience working on governance and/or development issues.
  • Experience of supporting project events, communications and administration/operations through UN/UNDP procedures.
  • Good understanding of gender and democracy issues in Laos, and ideally familiarity with parliamentary processes.
  • Experience of working directly with CSOs, INGOs, UN agencies and government officials in Laos.

LANGUAGE

  • Native speaker of Lao language
  • Excellent command of written and spoken English
  • Ability to translate between Lao and English languages

  1. Technical Proposal

    (i) Explaining why you are the most suitable for the work;

    (ii) Providing a brief methodology on how you will approach and conduct the work including the work

    schedule for the delivery of outputs/deliverable;

  2. P11 Form Education and work experience, including past experience in similar projects and contact references of at least 3 references for whom you have rendered preferably the similar services;
