You have:

  • Minimum of master level degree in social sciences, particularly in Communications, business administration or related fields
  • Minimum ten years of experience in communication, brand management, brand marketing, communication, strategic management, or marketing management
  • Extensive knowledge on the area of brand management in communication platform, and project management
  • Previous working experience in communications and brand management with the government entities is an asset
  • Written and oral proficiency in Amharic and English is required

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States' priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Ethiopia Country Office, under its Strategic Note (2021 – 2025) identifies Women in Leadership and Governance as a thematic area with the aim to contribute to the overall goal of increasing the effective participation and representation of women in leadership and decision-making position in Ethiopia. One of the strategies adopted by the program is to continue supporting key democratic institutions including the NEBE to enhance women’s equal participation in electoral process and influence in decision-making.

The NEBE is an independent entity established in accordance with Article 102 of the Constitution of the Federal Democratic Republic of Ethiopia. Since its establishment, the Board has organized different branch offices at both the federal and regional levels including the two administrative cities and conducted the six general elections, two local elections, and seven referendums.

Since 2018, the Federal Democratic Republic of Ethiopia (FDRE) took an important step in reforming the NEBE as it deemed necessary to strengthen the Ethiopian democracy and to enable citizens to exercise their right to elect by way of free, fair, and peaceful elections; by improving the credibility and implementing capacity of the Board and ensuring the Board’s independence from the influence of any other body. One of the improvements achieved during the 6th general election was efforts made to ensure inclusive electoral process. In the attempt to create an independent and inclusive electoral institution, the electoral legal framework established electoral body providing relatively an equal opportunity between women and men in the selection and appointment of office holders and decision makers at all positions within the NEBE and at all levels. Subsequently, NEBE also took important steps to ensure inclusivity in the electoral process.

Currently, UN Women, and the NEBE launched the production of a documentary film intending to document and communicate the institutional reform process and the positive steps taken by the institution to ensure inclusiveness as well as effort to organize a credible election and contribute to further strengthening of democratic processes in the country.

To this effect, UN Women is planning to engage a national consultant to support the NEBE in the finalization of the production and in the launching of the documentary film.

Duties and Responsibilities

SCOPE OF THE WORK

Under direct supervision of the UN Women, Women in Leadership and Governance team and in close collaboration with the NEBE, the national consultant will undertake the following tasks:

  • Follow-up on and provide the necessary support to the production company on the video shooting process including reviewing the accuracy of English subtitle with the narrations, interviews, and other voice-overs
  • Closely follow-up on the video editing process
  • Assist the NEBE to review the edited film and provide feedback to the production company to finalize the documentary film
  • Closely follow up and ensure the incorporation feedback from a planned audience test
  • Assist the NEBE with review of the final documentary production

DELIVERABLES

Main deliverables of the national consultants should include:

  • Providing and submitting feedback to the production company during video shooting and editing process in person or in writing, and as required.
  • Compiling and submitting in writing summary of input provided during the video shooting, editing and finalization process for UN Women and NEBE.

REMUNERATION

The consultancy fee will be decided upon negotiation with the consultant. Payment will be made upon satisfactory completion of the consultancy.

CONFIDENTIALITY AND PROPRIETARY INTERESTS

The Consultant shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy service without prior written consent. Proprietary interests on all materials and documents prepared by the consultants under the assignment shall become and remain properties of UN Women.
