Duration of contract: May 2021- December 2021 ======== This consultancy is under the overall authority of the Director General of UNESCO delegated to Head of the UNESCO Amman Office and the technical oversight of the Head of the Education Unit/Education Programme Specialist. **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- **1 BACKGROUND, OBJECTIVES AND JUSTIFICATION** **1.1 Project Overview** The WebGIS tool was developed at the request of the Ministry of Education (MoE) in 2015-2016 and was introduced to the Educational Planning & Research Department for better school mapping and planning. The tool was customized as per their requirements, and training was provided to build the capacity of the MoE on the usage of the tool. In 2018-2019, through the GIZ funded project in support of WebGIS, entitled “Technical assistance for the EMIS System and WebGIS tool for the School Maintenance System, Standards and Procedures”, UNESCO provided further technical support to the GIS unit to enhance and update the tool to address emerging needs on school mapping and planning, while helping the Ministry to establish an evidence based approach for school maintenance work being handled by the MoE. **1.2 Strategic Relevance** Building upon past WebGIS achievements and ongoing partnership with MoE and GIZ, UNESCO is continuing its technical support to the MoE with the integration of the School Maintenance Workflow into the MoE’s Educational Management Systems (WebGIS & OpenEMIS). This second phase of WebGIS implementation in Jordan is being implemented under the “Technical Assistance for the Ministry of Education’s WebGIS School Maintenance System” project with GIZ (2021-2022). The integration of the school maintenance workflow will be done using a **capacity development approach** aiming at strengthening the education system, where the capture of electronic and automated data, workflows, monitoring and reporting, will facilitate the MoE’s systematic, structured and evidence-based decision making related to preventative and corrective school maintenance. Long Description ---------------- **2. PURPOSE OF THE ASSIGNMENT** In view of the above, UNESCO is seeking technical support through a local **GIS Software Developer** for the development of the MoE school maintenance workflow in the WebGIS tool using a Hybrid-Mobile Spatial Decision-Support System (SDSS), as well as strengthened MoE capacity to use, manage and sustain the system. This system will be directly linked to the maintenance workflow indicators module developed previously within the WebGIS, in order to feed the indicators with values coming from the maintenance workflow. It will also be linked to OpenEMIS to get the necessary schools, user roles and credential information. **3. DUTIES/TASKS AND EXPECTED OUTPUT** In order to reach the project goals, two main outcomes are expected through UNESCO support, which will allow for further development of WebGIS to cater to the needs of the proposed “School Maintenance Module”. These are: **Outcome 1**: School maintenance needs are electronically captured, monitored, analysed and used to inform evidence-based maintenance and budget planning within the Buildings & International Projects Department at MoE. **Outcome 2:** Relevant MoE staff within central ministry, field directorate and school levels are equipped to utilize the smart school maintenance module using the enhanced WebGIS tool. Long Description ---------------- The **UNESCO GIS Software Developer** will work under the technical oversight and guidance of the UNESCO GIS expert and coordinator and in close collaboration with the GIS hybrid application developer. The three GIS experts will work within the Education Team of the UNESCO Amman Office, in close coordination with the National Project Associate, and under the direct supervision of the Head of the Education Unit. Under the overall authority from the Head of the UNESCO Amman Office, and overall supervision of the Head of the Education Unit and technical support from the Project Associate, the GIS Software Developer will be responsible in this contract for carrying out the following tasks and responsibilities linked to Outcome 1. A capacity development approach will be used with the purpose of coaching the MoE staff on all the steps of the overall development and deployment process of the WebGIS smart school maintenance module and aiming at transferring as much knowledge as possible, in order for them to fully understand the different aspects of the system as well as be capable of managing, maintaining and sustaining it: **Under project outcome 1: School maintenance needs are electronically captured, monitored, analysed and used to inform evidence-based maintenance and budget planning within the Buildings & International Projects Department at MoE:** **Task 1: Develop understanding of the system design and translate the mock-up screens to Arabic language** A system design document was prepared by UNESCO technical team upon conducting the requirements elicitation sessions with the targeted MoE users and relevant departments. The GIS Software developer will translate the mock-up screens of the hybrid mobile application, analytical dashboard and the admin module into Arabic language. **Deliverable(s):** An Arabic version of the System design document to include: \- the conversion of mock-up screens of the Hybrid application, admin module and analytical dashboard into Arabic language **Due date: May 27, 2021** Long Description ---------------- **Task 2: Provide technical support to install the additional hardware at the MoE’s data center** The GIS Software developer will provide the needed support to ensure the software associated with the new hardware is set up successfully at the MoE’s data center, after the hardware provider physically installs the hardware at the MoE’s data center and connect it to the network and power. This will be done jointly with the QRC technical team through on the job training approach. **Deliverable(s)**: Report on the on the technical support provided to test the software associated to the newly installed hardware at the MoE’s data center, providing evidence that the software is set up successfully and the strengthened capacity of QRC technical team on handling the process without external assistance. **Due date: June 17, 2021** **Task 3: Provide technical support and required coordination to the process of ensuring an API-based authentication with OpenEMIS is implemented successfully, in order to ensure real-time mapping of OpenEMIS user credentials into the WebGIS server and database** The GIS Software developer will provide technical support to test the API (Application Programming Interface) based integration/authentication between OpenEMIS and the WebGIS hybrid application, in order to map all users’ credentials, their security roles and permissions that are already defined in OpenEMIS. **Deliverable(s)**: A technical report explaining the technical support provided to the MoE to ensure proper operation of the API integration/authentication between OpenEMIS and the WebGIS hybrid application, providing evidence on strengthened capacity of the relevant MoE team on testing and maintaing this API authentication. **Due date: June 17, 2021** **Task 4: Provide technical support to the development of the system as per the approved system design document** The GIS Software developer will support the GIS expert and the Hybrid application developer in the development process of the smart school maintenance module in WebGIS. The following activities will be carried out by the GIS Software developer in this activity, and will be implemented using a capacity development approach to transfer the following technical skills to the MoE: \- Understand database schema \- Populate the database with dummy data and test the database performance \- Understand the code for backend and front end for dashboard, admin module and hybrid application **Deliverable(s):** Detailed technical report explaining the technical support provided to the development of the system. **Due date: July 10, 2021** **Task 5: Conduct quality assurance testing of the developed system, followed by system deployment on the MoE’s servers.** In this activity, the following tasks will be performed by the GIS Software developer. Quality assurance will be conducted in collaboration with the GIS expert and the Hybrid application developer: \- Perform field testing of the hybrid application using dummy data \- Perform quality assurance tests of both the admin module and the analytical dashboard of the WebGIS hybrid application. \- Testing the WebGIS maintenance indicators workflow using dummy data **Deliverable(s):** A technical report explaining all the above performed system tests and their outputs. **Due date: July 22, 2021** **Task 6: Provide support to the development and translation of the documentation associated to the use of the hybrid module application, taking into consideration all MoE system users roles.** The GIS Software developer will provide the needed support to develop and translate the documentation associated to the use of the hybrid module application, analytical dashboard and the admin module. **Deliverable(s):** User manual translated into Arabic on the use of the functionalities of the hybrid mobile application, analytical dashboard and the admin module. **Due date: August 22, 2021** **Task 7: Provide technical support to the MoE in planning a system pilot in a selected pilot area** The following tasks will be performed by the GIS software developer under the pilot planning activity, in coordination with the MoE’s relevant departments: a- Provide technical advice and guidance to the MoE in the identification of the pilot area. b- Provide the following support to ensure successful provision of the MoE master training program: \- Build the capacity of the MoE master trainers hand-in-hand with the GIS Expert and the hybrid application developer. \- Provide necessary facilitation, interpretation and necessary communications during the provision of the master training program. **Deliverable(s):** A report that includes the summary of the conducted master training programme and user feedback. **Due date: September 17, 2021** **Task 8: Provide technical support to the MoE in implementing a system pilot according to the identified system pilot plan.** The following tasks will be performed under the pilot implementation activity by the GIS Software developer in coordination with the MoE’s relevant departments: a- Take part in the pilot implementation process and provide full technical support, real-time responsiveness towards solving technical issues and bugs as well as providing the required capacity building to the MoE staff. b- Provide technical support to the GIS expert and Hybrid mobile application developer during the pilot implementation and the following pilot analysis phase. c- Make sure to fully capture the MoE feedback during the pilot implementation. **Deliverable(s):** Detailed report on the technical support and capacity building provided to the MoE and the GIS experts during the pilot implementation and analysis phases. **Due date: October 8, 2021** **Task 9: Provide technical support to the testing and then deployment of the enhanced GIS hybrid application developer on the MoE’s servers, followed by updating the user manual Arabic version.** • The following tasks will be performed by the GIS Software developer in the post pilot system enhancement activity: a- Testing the enhancements b- Update the Arabic version of the GIS hybrid application user manual. **Deliverable(s):** Report explaining the support provided to the testing of the enhanced GIS hybrid application and the successful deployment on the MoE’s servers. **Due date: November 5, 2021** **4. TIMETABLE AND DELIVERABLES** In addition to the above GIS Software developer will also provide UNESCO with monthly progress reports (Monthly reports no. 1,2,3,4,5,6,7) summarizing the technical assistance provided by the GIS Software developer under project outcome 1. An end of assignment report will also be due, including a final summary of the assignment work done under project outcome 1, lessons learnt as well as recommendations next steps.
