Background

The Government of Ethiopia’s policies and development strategies are geared towards making Ethiopia a middle-income country by 2025. The principle of equality and non-discrimination is a cornerstone for sustainable development and realisation of human rights. Recognizing the value of equal participation and benefit of women in all sphere of development, political, economic and social dimension; the Government of Ethiopia (GoE) has promulgated various policies and strategies to ensure women’s equal participation in all areas and benefiting from the same. In this regard, the FDRE Constitution proclaims women’s full rights, the Women’s Policy, the ratification of the Family Law and the amendment of the Criminal Code to prevent abuses committed against women are among the legislation to promote women’s rights.

Ethiopia has also showed its commitment to Gender Equality and Women’s Empowerment (GEWE) as part of its development efforts by ratifying different international and regional legal frameworks including UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and incorporated them into its national laws. Goal 5 of the Sustainable Development Goals (SDGs), to which Ethiopia is part, calls upon states to recognize and value unpaid care and domestic work through the provision of public services, infrastructure and social protection policies and the promotion of shared responsibility within the household and the family. The GoE has started investing in social services such day-care facilities, revising maternity leave days and introducing paternity leave to reduce women burden and nurture the next generation in a more balanced way. MOWCY, its regional counterparts and various development partners including Action Aid Ethiopia, ILO, Oxfam and UN Women and others organisations have been exerting efforts to raise awareness of the public at large and private institutions to promote shared responsibilities among the family members, recognize and value unpaid care and domestic work, invest in care economy and institute gender responsive work environment.

Despite the efforts and visible progress made in addressing several issues pertinent to unpaid care and domestic works, ensuring inclusive and sustainable development in the sector remains a big challenge in Ethiopia. Different assessments show that women have limited access to economic opportunities, skills development opportunities and exposure to significantly participate in leadership and decisions that affect their organizations and livelihood. Due to deeply rooted norms and other associated factors, women are highly exposed to high workload and disproportionately share on unpaid care works. All these contribute to the undermining of women’s right to decent work, wellbeing and contribute/benefit from the development of the country. Moreover, women in rural areas of Ethiopia often engage in a high number of unpaid activities resulting in less time available for productive activities, including farming activities.

According to UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the responsibilities that women must bear and raise children will affect their right to access education, employment and other activities related to their personal development. Acknowledging the macroeconomic dimension of unpaid domestic and care work through reducing and redistributing it among the public and private sectors, communities, families, men and women’ responsibilities are key towards ensuring inclusive and sustainable development enjoyed by all.

To this end, coordinated and continuous efforts are needed to lobby and advocate on the issue and make it significant part of development, private sector and human rights initiatives. This will help to move the agenda forward and ensure it becomes everybody’s responsibility. To assist this and bring all the stakeholders on board, a contextualised user-friendly and simple guideline and training manual should be developed and use of widely.

Therefore, MOWCY in collaboration with UN Women ECO has initiated the process of developing the guideline /manual in 2020. The existence and utilization of such guiding tool is fundamental in guiding and increasing the understanding of all the stakeholders on how and why to invest in a gender responsive care economy and collectively work in recognizing, reducing and redistributing women’s unpaid care and domestic works. It is also useful for lobby and advocacy works. There were internal discussions between UN Women and the MOWCY’s technical staff on how to go about the process of developing guideline ; involving a working group comprised of team from MOWCY and other federal institutions, UN Women, and members from the working group on unpaid Care and Domestic Work(UCDW) and others interested CSO with the technical support and mentoring services from an external consultant .

This ToR is therefore, developed to recruit an experienced and knowledgeable national consultant to provide technical advice and mentoring service to the working team, and ensure timely implementation. The consultant is responsible for building the internal capacity of the team, developing the guideline and training manual on gender responsive paid care economy and unpaid care and domestic work, and conducting training of trainers (TOT) using the tools developed.

Duties and Responsibilities

The consultant will be directly reporting to Women Economic Program Analyst, UN Women ECO and closely work with MOWCY, Women issue mainstreaming and ensuring benefit directorate and Women empowerment team and UN Women WEE team. The work is based mostly in Addis Ababa with few missions in Adama and Bishoftu or other towns. The consultant is responsible for building internal capacity of the team’s members, developing guideline and training manual on gender responsive paid care economy and unpaid care and domestic work and conducting training of trainers (TOT) using the tools developed. He/she is responsible for providing continuous technical guidance/ mentoring services and necessary on job training to the working team, all writing up tasks and finalization of the tools to the expected standards. Using the tools developed, the consultant will conduct training of trainers on paid care economy, unpaid care and domestic work and related issues. The following are the key responsibilities but not limited to:

  • Develop and submit an inception report which depicts the understanding of the ToR, details on the roles and responsibility of MoWCY, UN Women and the consultant,
  • Submit revised inception report with comments and inputs from UN Women, MOWCY and consultation meeting incorporated
  • In close collaboration with the technical team from MOWCY, other federal institutions, UN Women and other organizations, develop user friendly and simple guideline and training manual that is contextualized to Ethiopia,
  • Revise the documents based on inputs and comments provided by MoWCY, UN Women and the Technical team,
  • Prepare power point presentation for the validation workshop,
  • Submit revised and final guideline and manual in hard and soft copy
  • Conduct TOT using the tools for not less than 30 technical staff from participating organizations

Deliverables

The expected deliverables are:

  • Final Guideline on gender responsive care economy, unpaid care and domestic work developed with maximum of 30 pages
  • Final training manual on gender responsive care economy, domestic and unpaid care work,
  • Report on the training of trainers conducted for at least 30 staff from MOWCY, UN Women and other participating organizations.

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in Economics, development study, gender study, sociology, social work, rural development, policy analysis, policy study, management and other or relevant field of study with equivalent practical experience.

Experience:

  • A minimum of seven years of relevant work experience in area of gender equality and women’s empowerment,
  • Substantive experience on issues related to care economy unpaid care and domestic works work
  • Proven experience in developing domestic and unpaid care strategy, guideline and manuals and gender related document for government, civic society, NGO and private sector organizations

Language and other Skills

  • Excellent written and oral knowledge of English and Amharic
  • Demonstrated experiences in facilitating stakeholder/working group consultations
  • Relevant regional and international experience will be an asset.
  • Proven experience on developing manuals and guidelines and conducting participatory trainings
  • Experience and good skills in report writing, and coordination and knowledge management
  • Experience in providing mentorship and building capacity of others (team members)
  • Ability in working independently and experience in being directly accountable to senior-level decision makers
