Background

UN-Habitat is seeking to recruit a statistician-economist to support the creation of a sub-regional Center of Excellence on Housing serving as an innovative and sustainable knowledge hub that provides data, knowledge, expertise and services of capacity building and long-term training to develop the skills of practitioners on sustainable urban development in the eight (8) countries of the West African Economic and Monetary Union (WAEMU - Burkina Faso, Senegal, Mali, Niger, Togo, Benin, Guinea Bissau, Ivory Coast). The Center of Excellence is being created at the Joseph Ki-Zerbo University (Higher Institute of Population Sciences), Ouagadougou, Burkina Faso with the support of the Cheikh Anta Diop University (Higher School of Applied Economics) in Senegal and UN-Habitat.

Duties and Responsibilities

The objective of this position is to support the work programme on monitoring and reporting on housing and land tenure indicators, including data collection, analysis and use, dissemination and capacity building in Mali. The consultant may also, if necessary, support other UN-Habitat programmatic activities at the national level. Description of responsabilities/Scope of work:

  • The candidate will work under the direct supervision of the project manager within the Data and Statistics section, but also in collaboration with the Regional Office for Africa (ROAf) and the project partners in Mali.

She / he will be responsible for the following tasks :

  • Provide technical assistance to assess the availability, the validity and the reliability of housing and land data in Mali;
  • Contribute to the identification and use of appropriate sources of data/information for monitoring of housing indicators in Mali;
  • Provide technical support in consultations with local and national authorities and stakeholders of the housing sector in order to identify priority needs in terms of data for the decision in Mali;
  • Contribute to housing data collection efforts, including the identification of best practices to structure and collect relevant data to monitor progress towards affordable housing for all in Mali;
  • Contribute to the analysis of data from primary and secondary data sources on housing in Mali;
  • Participate in the design of training tools and the development of data collection methods, including modern data collection methods for the competent bodies in Mali including the National Institute of Statistics, the national cadastre directorate between others to improve the availability of housing data;
  • Participate in any other activity concerning statistical work within the framework of the project;
  • Support the implementation of other UN-Habitat activities in Mali.

Delivrables:

  • Technical note on the availability and priority needs of housing data in Mali [Month 1];
  • Compilation of databases likely to produce indicators on housing in Mali [Month 2];
  • Compilation of existing indicators on housing in Mali [Month 3];
  • Results of data analysis and their appropriate interpretation in Mali [Month 4];
  • Training and data collection tools on housing in Mali [Month 5];
  • Other technical documents required [Month 6].

Competencies

Payments will be made upon satisfactory completion and / or submission of products / deliverables.

All products / deliverables must meet the expectations of the United Nations Human Settlements Programme Data Management Unit (UN-Habitat), and the Regional Office for Africa (ROAf), according to the following criteria:

  • Quality of the products submitted;
  • Technical competence;
  • Product delivery time.

Required Skills and Experience

Education:

  • Master or equivalent in statistics, economics / econometrics, demography, quantitative sociology or any other closely related field;
  • An undergraduate degree combined with at least 5 additional years of qualifying experience in data / statistics, research or development indicator monitoring may be accepted in place of the university degree.

Experience:

  • At least five years of practical experience in data collection, compilation and analysis, as well as the ability to write and disseminate reports based on a large volume of data from various sources in Mali;
  • Experience in building capacity for writing statistical and analytical reports. Some level of knowledge and experience working with the SDGs and in the West Africa region and / or Mali is highly desirable.

Language:

  • For this post, fluency in oral and written French is required. Although not mandatory, knowledge of any other United Nations language (e.g. English) will be an advantage.

FINANCIAL PROPOSAL

(ONLY ONE OPTION MUST BE SELECTED. FOR RETAINER CONTRACTS AND/OR LTAs PLEASE DISCUSS WITH PROCUREMENT UNIT):

Lump sum contract:

  • The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract);
  • Payments are based upon output, i.e. upon delivery of the services specified in the TOR;
  • In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

OR

Contracts based on daily fee:

  • The financial proposal will specify the daily fee, travel expenses and per diems quoted in separate line items, and payments are made to the Individual Consultant based on the number of days worked.

Travel costs:

  • All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources;
  • In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

EVALUATION CRITERIA {TO BE ADJUSTED ACCORDING TO THE SPECIFIC NEEDS OF THE PROJECT }:

  • Educational background – 10 points max
  • {10 pts – PhD degree; 5 pts – Specialist/Master’s degree; 3 pts – Bachelor degree};
  • Relevant professional experience – 40 points max
  • {40 pts – 10 years and more; 30 pts – 7-9 years; 20 pts – 5-6 years; 10 pts – 3-5 years);
  • Language Skills – 5 points max
  • {5 pts – English and French; 3 pts - only French};
  • Other requirements – 15 points max.
  • Maximum available technical score - 70 points.

EVALUATION METHOD (ONLY ONE OPTION MUST BE SELECTED):

  • Lowest price and technically compliant offer;
  • Contract award shall be made to the incumbent whose offer has been evaluated and determined as both:
  • Responsive/compliant/acceptable (fully meeting the TOR provided), and
  • Offering the lowest price/cost.

OR

Cumulative analysis:

Contract award shall be made to the incumbent whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the cumulative highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight: 70%
  • Financial Criteria weight: 30%
  • Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

  • 30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price];
  • The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offer and will be awarded a contract.
