Result of Service Support the stocktaking exercise of the citizen data in the country, organise the meetings among different stakeholders within the country around citizen data, and prepare a summary paper with key findings from the work with national and international counterparts.

Duties and Responsibilities Under the supervision of the project coordinator at UNSD, the consultant’s work assignment will involve the following:

- Managing the CGD stocktaking exercise o Supporting any unfinished information collection from the data producers including NGOs, CSOs, private research organizations, research groups, and the academic community in the first round of survey o Agreeing on selection criteria of organizations that will be invited to second survey with the NSC, the National Monitoring and Evaluation Network of the Kyrgyz Republic and the UNSD o Finalizing the detailed questionnaire for the second survey o Carrying out second survey and collecting information among selected organizations o Processing and analyzing materials collected including data quality and limitations in data o Developing database structure and building database in Excel including information collected from data producers listed above o Preparing summary paper with key findings and data, around different topics, based on compiled materials and input in the Collaborative and other literatures - Organizing regular meetings with the key partners and members from the NSC, the National Monitoring and Evaluation Network of the Kyrgyz Republic and the UNSD (bi-weekly at the initial stage). For the meetings, o Preparing concept note/agenda o Identifying and inviting speakers o Advocating for work related to Collaborative on Citizen Data and Data For Now initiatives o Managing recording/minutes and sharing the minutes - Organizing documents under the Collaborative on Citizen Data UNSD shared folder - Supporting other activities and work around Citizen Data Collaborative and Data For Now initiative in Kyrgyzstan, with activities including liaising with national focal points, organizing meetings and drafting reports, building case studies to be uploaded on the Collaborative on Citizen Data website using existing tool (JotForm at https://form.jotform.com/231845519154055), conducting research, preparing materials for training, meetings, seminars, and/or workshops, which can also be readily uploaded online, and organizing training, meetings, seminars, and/or workshops

Qualifications/special skills Advanced university degree (Master’s degree or equivalent) in statistics, economics, sociology development studies, international relations, public administration, or a related field. A Bachelor’s degree in combination with seven (7) years of qualifying work experience may be accepted in lieu of an advanced degree. A minimum of 5 years of progressively responsible experience in social sciences, including statistics or economics, is required. Solid knowledge of statistical production, ideally with particular focus on the use of traditional and non-traditional data sources and quality management is required. Experience drafting UN documents is required Experience working with National Statistical Offices and liaison with regional and international partners is desired. Experience working with civil society and/or non-governmental organizations is desired. Experience in project or programme management is desirable Knowledge of the Sustainable Development Goals and national efforts to implement them is desirable

Languages Full command of spoken and written English and one of the official languages in Kyrgyzstan (Kyrgyz or Russian) is required, knowledge of other UN languages is an advantage
