Background:

The UNICEF Strategic Plan (2018 – 2021) establishes that communication and advocacy are fundamental to UNICEF’s work of realizing the rights of every child, especially the most disadvantaged[1]. The plan recognizes that UNICEF’s ability to deliver programmatic results directly depends on winning support for the cause of children. Furthermore, it establishes communication and advocacy as a critical means to driving change for children.

In Malaysia, UNICEF uses its convening role to bring together change makers, experts, innovators and thought-leaders to rethink and rework how we can collectively deliver results for children. This necessitate working with others and making extensive use of our various platforms and events to engage with as many people as possible – and to invite participation and comment, in particular from children and young people.

A key event in the UNICEF Malaysia Office calendar is the organisation of “World Children’s Day” (“WCD”), on 20th November 2022. This year, WCD will include at least 3 separate events: one in Sabah, broadly on nutrition, one at the Parliament, on youth engagement, and one in Johor, with our JDT partner. As this office is also planning further engagement both in Sabah and with the State of Johor, the events being planned will go beyond our communication and visibility objectives – they will offer a platform for further advocacy with decision-makers in Sabah and Johor.

Purpose of Activity/Assignment:

The purpose of the consultancy is to engage or deepen collaboration with key stakeholders to ensure these events are successful, promote child rights and position UNICEF as credible, influential partner. The consultant will effectively support colleagues in Sabah, KL/Putrajaya and Johor in the preparation and holding of the events, and coordinate dates, entry points, key messages and network mapping. More concretely, the Special Events Coordinator will be responsible for the planning, implementation, troubleshooting, monitoring and evaluation of UNICEF Malaysia’s WCD initiatives to realize organizational goals.

The ideal candidate for this position should be an excellent communicator, with strong interpersonal skills, and a history of excelling in fast-paced environments.

The key result is to ensure greater visibility for UNICEF and influence in support of its mission.

Specific Objectives of Activity/Assignment:

1. Map existing and potential partners for this year’s WCD, in connection with events in Sabah, Johor, at the Parliament and possibly others.

2. Plan communication and advocacy activities, with a focus on children’s participation, youth engagement – “with children, by children”.

3. Implement the communication plan: organize meetings, share minutes, ensure follow up to action points.

4. In coordination with relevant colleagues handling the Sabah, Parliament and Johor events, prepare briefing documents for partners, media, UN colleagues, children and young people, preferably in English and Malay.

5. Engage with partners in Sabah, Parliament and Johor to fine-tune event preparations, including agenda, branding.

6. Document and share best practices through presentations and write-ups.

Scope of Work:

1. Develop, coordinate and monitor a communication strategy, budget and timeline to execute WCD 2022 communication/public advocacy initiatives and ensure deadlines are met.

2. Mobilise support and engagement from appropriate partners and influencers, including Parliament, NGOs, Young Leaders, community and business leaders, leading/popular social media users as well as celebrities to promote and participate in the various initiatives linked to WCD 2022.

3. Identify and facilitate alliances with creative and media agencies to promote and market the initiatives to generate extensive online reach and participation.

4. Compile and prepare communication briefs and fact sheets for the various initiatives.

5. Coordinate logistics for all agreed initiatives, including venue, catering, technical equipment and branding.

6. Schedule and invite speakers and participants as necessary for the various initiatives.

7. Collaborate with MCO digital and media officers to publicize and promote each initiative via digital and social media platforms.

8. Prepare thank you messages/letters to all partners, supporters and resource persons.

9. Undertake other relevant assignments as requested by the Chief of Communication.

10. Produce a Final WCD2022 report including lessons learnt, recommendations, challenges and agreed follow-up.

Mode of Consultancy:

- The consultant will work under the supervision of the Chief of Communication and Public Advocacy.

- The consultant will work from the UNICEF Malaysia Country Office in Putrajaya 3 days per week and telework the rest of the week.

- The consultant will be expected to travel to Sabah and possibly Johor.

- The consultant will be expected to make his/her own arrangement for accommodation and transport to and from the office.

- A monthly work plan will be developed outlining expected deliverables at the beginning of every month

- Payments in ringgits will be done on a monthly basis after review of the work plan and upon completion of the deliverables as certified by the Supervisors

- UNICEF will pay for travel costs relevant to the assignment as per the organizational guideline

Work Assignment Overview - Deliverables/Outputs

1. World Children’s Day Communication strategy and communication plan (with Budget and Timeline) developed

2. Map existing and potential partners for WCD 2022, in connection with events in Sabah, Johor, at the Parliament and possibly others.

3. In coordination with relevant colleagues handling the Sabah, Parliament and Johor events, prepare WCD2022 communication and public advocacy products, including briefing notes for partners, media, UN colleagues, children and young people, preferably in English and Malay.

4. Document and share best practices through presentations and write-ups.

5. Prepare and submit monthly Progress Reports

6. Prepare and submit Project Documentation Reports for each initiative

7. Prepare and submit Final WCD2022 report including lessons learnt, recommendations, challenges and agreed follow-up.

To qualify as an advocate for every child you will have…

Minimum Qualifications Required:

Bachelor's degree in Communication, public relations, political science, international relations, social sciences r another relevant field. Advance degree will be an advantage.

Knowledge/Expertise/Skills required:

a. Work Experience

A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, or other relevant area.

b. Languages

Fluency in English and Malay is required.

c. Competencies

- Professional experience in public relations, media, advocacy and communication, lobbying or other relevant fields.

- Diplomatic communication and negotiation skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse high-level stakeholders.

- Current knowledge of development issues, strategies, as well as programming policies and procedures in international development cooperation.

- Demonstrated ability to formulate new approaches in respect of outreach- related activities.

- Knowledge and understanding of international human rights standards and conventions with regards to children

- Ability to engage with a wide range of partners, such as government, private, academia and civil society organisations

- Excellent networking and interpersonal communication skills

- Understanding of UNICEF’s work in Malaysia

- Ability to conceptualize and articulate ideas in a clear and concise form

- Ability to take initiative and to work with minimum supervision

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
