Background:

The OSCE-conducted Feasibility Needs Assessment of law enforcement agencies (LEAs) SALW storage sites identified a lack of standardized use of assets in BiH. To address this issue, the Project will help develop a Standard Operating Procedure (SOP) to provide guidance to the LEAs personnel on organizing, maintaining and managing SALW storage in a standardized manner.

A Working Group (WG) will be established to develop the SOP. It is foreseen that the WG will be composed of representatives from the Project Implementation Team (PIT) and relevant representatives of the beneficiary LEAs. The WG will collect and integrate best practices as well as develop an appropriate monitoring and reporting mechanism and template necessary for further maintenance and upkeep of infrastructure. Experts from the region will be invited and will participate in some of the meetings.

Objective of Assignment:

The Mission is seeking to engage a National Consultant to effectively support the development of an SOP that helps improve the physical security and stockpile management (PSSM) of SALW at police storage sites in BiH.

Duration of Assignment:

This is a consultancy assignment with an expected duration of approximately 40 working days.

Tasks and Responsibilities:

Under the overall supervision of the Project Manager, the successful candidate will be tasked to support the competent WG to develop: (1) a draft SOP on SALW PSSM at police storage sites (25 days) and subsequently (2) a final version of that SOP (15 days) for submission to LEAs for adoption.

In the completion of these tasks, the National Consultant is expected to closely liaise, co-ordinate and regularly meet with the PIT, WG members, and representatives of the LEAs.

Key Deliverables and Timeframe:

1. Draft version of the SOP on SALW management; By end of November 2022;

2. Final version of the SOP on SALW management; By 15 December 2022;

3. Presentation on the SOP draft; By 15 December 2022.

Necessary Qualifications:

  • A first-level university degree in the relevant field, with experience in developing SOPs;
  • A minimum of four (4) years of professional experience in physical security and stockpile management of SALW with military or police structures;
  • Demonstrated capacity for analysis of recommended SALW management processes in relation to safety and security planning in LEAs;
  • Prior experience in the application of safety and security standards for infrastructure upgrades at military and/or LEAs would be a distinct advantage;
  • Ability to provide a high-quality written assessment based on a number of official sources and inputs;
  • Strong interpersonal and communication skills, with pronounced report writing ability;
  • Punctuality and ability to effectively multi-task and deliver results under tight deadlines;
  • Professional fluency in English with excellent communication (both oral and written) skills and in the local languages;
  • Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
