Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The Programme “Enhancing Access to Justice for Women in Asia and the Pacific: Bridging the gap between formal and informal systems through women’s empowerment and reduction of gender biases” is a five-year regional programme (hereinafter “A2J Programme”), launched in 2018 and jointly implemented by UN Women, the International Commission of Jurists and (ICJ), and OHCHR. The goal of the A2J Programme is to enhance access to justice for women in formal and community-based justice.

In the Solomon Islands, the A2J project supports a gender-responsive approach to improving access to justice for rural and remote communities. This includes supporting environmental justice through legislation reform, empowerment, advocacy and capacity building of grassroots women, including leaders and human right defenders. Climate change related migration has already been occurring in combination with other factors and taking the form of urban drift to Honiara and other urban centres. For low lying islands and atolls, the risk of sea level rise and diminishing liveable land is becoming a real threat. The rising sea level has affected many coastal communities in the Solomon Islands. Beyond the impact on the physical environment and land and natural resources, the impacts of climate change are impacting the social and economic aspects of people’s day to day lives. Some groups are more vulnerable than others especially when it comes to access to already depleting resources. Women have been historically excluded from decision making regarding land and natural resources as well as access and opportunities in relation to education, employment, basic services and access to justice.

Duties and Responsibilities

Under the overall guidance of the Project Team and the National Consultant, the Graphic Design Company will produce the following:

  • One (1) video animation capturing short to long-term consequences of climate change on gender justice, in English with Pidgin subtitles.
    • The Graphic Designer is expected to conduct initial discussions with the project team and then provide a draft for 2-3 rounds of review and edits before presenting the final version to the project team.

Expected Deliverables Under the overall guidance of the UN Women ROAP Access to Justice Specialist and the direct supervision of the Solomon Islands National Programme Coordinator A2J, the consultant will undertake the tasks as outlined in the deliverable table.

UN Women will provide the graphic designer with written content for the video animation. The consultant is expected to work remotely using his/her own computer.

Upon receipt of the final deliverables and prior to the payment of the instalment, the deliverables, related reports and documents will be reviewed and approved by UN Women at least one week.

All the deliverables should be agreed with UN Women and be provided in English (with Pidgin subtitles).

Note that all materials, including any video footage and images, will remain the property of UN Women and cannot be used without UN Women’s permission.

Management Arrangements The graphic designer will work under the overall guidance of the UN Women ROAP Access to Justice Specialist and the direct supervision of the Solomon Islands National Programme Coordinator A2J. The selected Graphic Designer shall sign a contract with UN Women for the stipulated assignment, as stated above.

Performance Evaluation The Graphic Designer’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

Financial Arrangements Payments will be disbursed to the consultant in instalments, upon submission and approval of deliverables set forth in Section V above “Expected Outputs and Deliverables” and certification by the UN Women ROAP Access to Justice Specialist that the services have been satisfactorily performed.

Required Skills and Experience

Education

  • Master’s degree in graphic design, fine art communication, or related field.
  • A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience and Skills

  • At least 2 years of graphic design and/or communication experience.
  • A strong portfolio of video animations, graphics and illustrations.
  • Proven familiarity with design software and technologies (such as InDesign, Illustrator, Dreamweaver, Photoshop, etc.).
  • Previous experience with the United Nations or other development partners, specifically on Access to Justice is an asset.

Language

  • Proficiency in English and Pidgin is required.

Evaluation Applications will be evaluated based on the cumulative analysis.

A two-stage procedure is utilised in evaluating the proposals, with an evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal Evaluation:

  • Only the financial proposal of applicants who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technically qualified companies who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

The financial proposal should include a detailed budget of all costs involved, including the graphic designer’s daily rate.
