Scope of Work:

The Ministry of Education applied in 2021 to the European Commission TSI call for applications, in partnership with UNICEF, on school desegregation. The European Commission approved the TSI Project developed by UNICEF, and by October 2022 the European Commission approved the DPD (detailed project description) and granted the funding for its implementation. The consultancy requested is part of the consultancies included in the TSI Project programmatic documents, namely contracting the services of a sociologist specialized in school scoring and sociology of education. The TSI Project on School Desegregation in Romania is directly contributing to achieving the Output 2.2. of UNICEF 2023-2027 Country Programme, „by 2027, UNICEF expertise informs key conceptual, normative, budgeting, and operational parts of Romania’s education system to offer quality and inclusive early childhood education as well as primary and secondary education services”.

The TSI Project on School Desegregation has 5 outputs:

Output 1.1 Methodology for monitoring school segregation field tested and adjusted, if needed.

Output 1.2 Methodology for the prevention of school segregation and intervention in cases of school segregation developed, field tested and adopted.

Output 2 SIIIR adjusted and developed to monitor school segregation

Output 3 Capacity of MoE, NCSDI, CSIs, CTTHs and selected school units developed

Output 4 National strategy for school desegregation and corresponding action-plan developed and adopted

The consultant to be selected is expected to contribute to all the five outputs of the TSI Project and should have a track record of experience with two key areas: indicator disaggregation and school scoring and policy development in the area of school desegregation.

Work Assignments Overview -Deliverables/Outputs

TSI Project on School Desegregation – indicator disaggregation and school scoring; policy development.

- indicators framework of the methodology for monitoring school segregation adjusted;

- corrective actions so that the school scoring is adequately calibrated for valid results assessed and recommended;

- the necessary tools for generating the needed evidence for project implementation developed and managed,

- SIIIR Module assessed against the requirements related to the indicators of the methodology for monitoring school segregation;

- learning resources under his/her area of expertise developed and training design and delivery

- Inputs for the development of the methodology for the prevention of school segregation and intervention in cases of school segregation delivered,

- inputs for the development of the national strategy for school desegregation delivered

- learning resources under his/her area of expertise developed and training delivered.

- the necessary tools for collecting feedback from schools and partners and other monitoring and evaluation instruments for the TSI Project developed

To qualify as an advocate for every child you will have…

Minimum Qualifications required:

PhD in sociology, statistics or other related fields;

• Minimum 10 years of experience;

• Track record of experience with evaluation and scoring systems and/or with data analysis;

• Professional work experience in project management;

• Previous work experience with an international organization is an asset.

  • Fluency in Romanian is a must; English is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
