Background:

The 8th five Year Plan set its aspiration to build a social protection system which is available to all citizen who are in need. One of the key focuses of the 8th Five-year plan is to expand social protection coverage for the people who need it most, are vulnerable to natural disasters or other forms of shocks. Aspirations set out in the 8th national plan have been translated in the Social Security strategy (NSSS) which proposed important institutional reforms to: (a) effective implementation; and (b) strengthen coordination and monitoring of the social protection programmes. UNICEF aims to provide technical assistance support to the government in its role of coordinating and providing policy analysis support for the NSSS. Particularly, this effort will focus on: (a) support to strengthen the child sensitive social protection system; and (b) operationalize the Mother and Child Benefit Programme (MCBP) for children under 5 that can carry forward to cover the vulnerability of children, under the spirit of universality, where no child is left behind. The MCBP strives to establish a link between cash assistance and other basic social services (health, birth registration, Nutrition, ECCD) to develop to expand coverage and increase accessibility to a set of services to children from 0-4 years. It is expected that MOWCA will implement the MCBP through establishment of a coordination mechanism among concerned ministries i.e Ministry of Women and Children Affairs, Ministry of Health, Ministry of Local Government and Rural Development. MOWCA will play the lead role and initiate implementation of the scheme.

The key objective of the consultancy is to provide technical and administrative support to the government partners in the implementation of the activities within UNICEF 2022-2026 Country Programme, advocacy for shock responsive social protection system and social protection for children in urban areas, improving social assistance delivery mechanisms, integration of social services to social assistance programmes (Cash+) and support implementation of the including implementation of the Mother and Child Benefit Programme.

Scope of the Work

The selected consultant is expected to work under the supervision of the UNICEF Social Policy Specialist; and s/he will primarily be responsible for the following tasks:

  1. Analyze relevant documents (i.e. global programme and policy handbooks, guidance notes, and implementation guides) to keep abreast of the dynamic situation in regard to social policies, social protection, social assistance, child poverty, child well-being, shock responsiveness in Bangladesh.
  2. Facilitate and provide technical/administrative support for planning and implementation of the 2022-2026 UNICEF CPD joint activities with the MOWCA and Cabinet Division on development of integrated, child-sensitive, shock- responsive social assistance programming and integration between social protection and social services (Cash+);
  3. In coordination with Social Policy Specialist, provide support core programmatic, planning and coordination processes for the implementation of child Benefit Programme,
  4. Facilitate and support the preparation of proposals for relevant capacity strengthening activities; provide support for implementation and coordination of the currently implemented projects in line with UNICEF CPD priorities,
  5. Keep track and ensure that learning from social protection initiatives and relevant implementations contributes to the development of integrated, child-sensitive, shock- responsive social protection programming in Bangladesh.
  6. Support planning, administrative work, logistics and implementation of relevant workshops, seminars, conferences, and trainings with counterparts and implementing partners at central and local levels
  7. Facilitate smooth coordination and communication between MOWCA, DWA and other relevant ministries and agencies, with external partners.
  8. Undertake any other task to ensure the smooth roll-out and implementation of the activities.
  9. Any other task related to coordination, document preparation and process facilitation, upon request by the Chief, SPEAR/ Supervisor.

Minimum Qualifications/Knowledge/Expertise/Skills required:

  • At least a master’s degree in Economics/ Development Study/Social Sciences/ Statistics/ or related field especially advanced academic certificate/diploma courses on International Humanitarian Action /Social policy/Social Protection is required.
  • At least 8 years of demonstrated experience in the areas of Social protection, human rights.
  • Previous experience in similar activities with the UN or other international organizations will be an added advantage
  • Demonstrate knowledge, experience understanding of the Bangladesh context especially in social protection,
  • Ability to speak and write both in English and Bangla language with a minimum level of professional.
