Purpose of the activity/ assignment:

  • To support UNICEF Myanmar’s digital communication performance to engage young people, particularly in the current crisis context.
  • To ensure we reach the possible highest number of youth online communities with youth-friendly content and engage with them through different media channels.
  • To strengthen UNICEF Myanmar’s capacity of digital and social media efforts – including especially through U-Report Myanmar - utilizing top talent, and creativity efforts externally.

Scope of Work:

UNICEF is a leader among nonprofits and humanitarian organizations when it comes to social media. Globally, UNICEF has millions of fans and followers across all social media channels. UNICEF uses its channels to advocate on important issues pertaining to children’s rights around the world. Within the scope of its mandate, UNICEF Myanmar needs additional external expertise capacity to provide digital communication services and social media support to engage adolescents and young people. Trends continue to emerge in the social media space, making it imperative for the organization to have the external capacity to tap for additional service and support, particularly in the complex and challenging context of Myanmar since 2021. While the physical space to engage young people becomes limited and challenging due to safety and security concerns, the role of online engagement becomes more crucial. We need to amplify the voices of youth gathered through U-Report by creating stories and social media content. It is important to keep engaging young people not only to provide them space to participate in issues that matter to them but also to empower them to become positive change agents in their communities. In such a context, APC is seeking to establish a consultancy contract with an individual who has skills focused on digital and social media services that can support APC’s digital communication performance, particularly for young people in the current crisis context. Under the oversight of the Communication Officer, the consultant will perform key responsibilities including: 1. Social Media Content Planning - Creative planning and strategy to develop ideas for content pieces to be utilized across social media channels 2. Develop compelling social media content focused on the situation of children, adolescents and young people in Myanmar, the impact of UNICEF Myanmar’s youth engagement work 3. Digital Platforms Management and Moderation - monitoring and responding to comments, questions, and content on social media sites in a timely manner, as well as escalating where appropriate 4. Deployment of Podcast – Support in the development of Podcast strategy and provide scripts for the topics agreed 5. Monitoring and Evaluation of content - Social media listening and insights monthly report

Duty Station:

Home-based with travel to program areas

Duration of the Contract:

12 months, delivery-based. Consultant manages his/her own time.

Description of Assignment:

Tasks 1: Social Media Content Planning

  • Creative planning and strategy to develop ideas for content pieces to be utilized across social media channels, in consultation with the Communications Specialist and Communications Officer
  • Develop a monthly Content Forward Plan in consultation with Com Officer and U-Report Task Force
  • Advise in adjusting the content strategy depending on the change in the social media landscape
  • Conduct copywriting and story-writing workshops for youth volunteers from Task Force

Deliverable 1:

- Monthly content forward plans and content plans for special campaigns such as World Children Day, Mental Health Day etc

- At least two workshops conducted for story/blog writing for Task Force volunteers

- Monthly social media engagement insight report

- Monthly community monitoring insights

Timeline: By end of October

Tasks 2: Social media focused content creation

• Write HIS, blogs, etc to highlight U-Report poll results, youth issues and youth engagement work that UNICEF Myanmar is doing • Conceptualize and support in producing storylines for short animations and videos to share through digital platforms • Support youth volunteers in content creation by editing the copy, stories, in the preparation of interactive multimedia presentations etc • Art direction for the development of content assets. Eg- provide design guidance and suggestions, and support for U-Report’s social media platforms including Website • Advise appropriate and effective scheduling of uploading social media materials • Support in planning and implementation of social media campaigns on topics as guided by APC • Contribute to developing paid marketing plan across all social media channels as needed and monitor the effectiveness of the ads and report accordingly

Deliverable 2:

-At least 10 HIS/blogs in both English and Myanmar language, highlighting U-Report poll results and youth engagement work

-Provide 10 storylines/scripts for short videos

-Advice on scheduling of posts and media buying plan

- Monthly content forward plans

- Monthly social media engagement insight report

- Monthly community monitoring insights

Tasks 3: Community Management

• Develop community management guidelines for U-Report social media platforms, especially FB • Monitor daily and in a timely manner all comments and messages received on U-Report Myanmar social media platforms, including Facebook, Instagram, twitter, and YouTube. • Respond effectively to the comments and messages received • Flag any reputation risk identified among the messages received on timelines or private messages and that needs to be addressed. This includes any severe criticisms or specific allegations about UNICEF, the UN or our work • Drafting engaging and insightful responses that strengthen the brand positioning, advocates for the rights of the child and young people, helps provide audience with information, and helps build trust • Assist with creating effective strategies to deal with online criticism and minimize the reputational damage/risk when needed • Provide weekly, monthly and quarterly, insights/reports on the comments, messages, issues and effectiveness of moderation

Deliverable 3:

- Community management guidelines for U-Report social media platforms - Responses for questions/comments on social media platforms - Monthly community monitoring insights - Monthly social media engagement insight report - Monthly content forward plans

Timeline: By end of March

Task 4: Podcast for youth

• Contribute in the development of a Podcast strategy and plan by consulting young people from Taskforce • Prepare scripts for podcasts – by looking at the poll results and suggest topics that are trendy among youth • Create content to promote podcasts

Deliverable 4:

- Podcast strategy developed - 6 scripts for podcast produced - Monthly social media engagement insight report - Monthly content forward plans - Monthly community monitoring insights

Timeline: By the end of May

Task 5: Monitoring and Evaluation

• Provide monthly feedback on the level of engagement- Social media listening and insights monthly report • Develop a detailed analysis report about the social media campaign, with focus on the impact of campaign in terms of reach, clicks and engagement rates • Report on the effectiveness of the initiative/approach of content published on U-Report and UNICEF Myanmar (where relevant) social media platforms

Deliverable 5:

- Monthly social media engagement insight report - Detailed analysis report after every social media campaigns - Monthly content forward plans - Monthly community monitoring insights

To qualify as an advocate for every child you will have…

  • Minimum Bachelors Degree, degree in communication, journalism, social science, social media or other fields related to the work of UNICEF.
  • At least 2 years of professional experience in developing a wide array of online content (story, blogs, photo, video etc), social media management and planning, asset development, campaign building, and online campaigns
  • Media buying expertise and customized planning approach
  • Experience with NGOs (a UN agency is a plus) to ensure an understanding of the target audience and the public sector dynamics
  • Knowledge about social media insights and experience in doing the content analysis
  • Understanding about youth online communities and online trends among youth
  • Ability to work independently and within a set timeframe.
  • Good written and oral communication skills in English are required

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
