National Consultant – Social Development Specialist (SDS)

Objective of the Programme:

The Government of the People's Republic of Bangladesh (GoB) has received a Credit from the International Development Association (IDA) towards the cost of Health and Gender Support Project (HGSP). Subsequently, an agreement established and signed between WHO and Ministry of Health (MoHFW), GoB. The overall objective of the WHO’s operational activities under the HGSP is to manage the HGSP’s investments on building capacity with respect to: (i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors (including health care waste) at and beyond the health facilities; (iv) strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders.

Description of Duties:

Under the overall guidance and supervision of the Project Director, the signatory will be assigned to the PIU, MoHFW, GoB and will have the following job responsibilities:

• Complete all activities related to social issues as defined by project’s ‘Environmental and Social Commitment Plan (ESCP)’, its quality control and overall coordination with the Project Director.

• Based on the project Environmental and Social Assessment (ESA), developing and updating various social instruments, including but not limited to Environmental and Social Management Plan (ESMP), Occupational Health and Safety Plan (OHP), Community Health and Safety Plan (CHSP), Human and Occupational Resources Management Procedures (HORMP), Security Personnel Management Plan and Gender Equity, as and when required. SDS will also oversee the approval of these instruments from competent authority.

• Coordinate with the Implementing Agency (IA) and other authorities for implementation, monitoring and supervision of social instrument in the field.

• Carryout periodic stakeholder engagement as per Stakeholder Engagement Plan (SEP) and update the SEP as and when required.

• Provide periodic reports on the implementation status of social mitigation measures as per social instruments.

• Implement the Grievance Redress Mechanism (GRM) and provide reports as and when required mentioned in the GRM which may emanate from the project interventions. SDS will also be responsible to review and take necessary actions on the complaints received through the project GRM in coordination with PD.

• Identify and assist the PD in the implementation of key intervention recommended by Ministry of Health and Family Welfare (MoHFW) and World Health Organization (WHO) to address COVID-19 pandemic issues, especially for project workers and communities around. SDS will develop appropriate communications strategies to promote safe hygiene practices.

• Ensure the social obligations of the Contractor as mentioned in the Contract Agreement and will monitor the application of Contractors ESMP (C-ESMP), especially issues with employment of child and forced labor, Occupational Health & Safety (OHS), Gender Equity, Sexual Harassment and Respectful Workplace issues. SDS will also ensure Contractor put in place adequate measures to address COVID-19 issues including provisions of PPE, and related training. SDS, in coordination with the PD, shall address social non-compliance issues of Contractors according to the project specific non-compliance rectification procedures.

• In coordination with the PD, will plan and organize trainings (OHS, Labor and working conditions, GRM, ESF and Respectful Workplace) related to social issues and hygiene promotion to raise the capacity of the IA, NGOs, Contractors, field level staffs and other relevant stakeholders.

• When necessary and required by PD, SDS will provide technical advice related to social issues to the IA and other stakeholders. Such advice would include coordination with other governmental organizations, UN agencies and NGOs working at sites, strategies to address major social issues and complaints, handling grievances and enhancement of social capacity of PMU.

• Any other task assigned by the PD/PMU.

Required Qualification:

Education:

Essential:

Masters in Sociology, Human Resources, Anthropology, Business Administration or any other related subject

Desirable:

  • Training on social development or related subject.
  • Knowledge and understanding of GoB Laws, Acts and Regulations regarding Labor, Gender, Resettlement, Ethnic Minority, Health Service especially Epidemic and Pandemic issues

Experience:

Essential:

Minimum 08 years work experience of which at least 4 years working with a Development Organization in the field of Social Development; Familiarity with National Environmental and Social Framework and Standards (ESF, ESS) as well as Environment, Health and Safety Guidelines (EHSG)

Desirable:

  • Practical experience in handling development projects;
  • Familiarity with COVID-19 protocols of GoB and World Health Organization (WHO)

Salary & others benefits:

  • Monthly salary: BDT 198,875 (SSA – 9, Step I)
