Purpose of Activity/Assignment:

In 2023, UNICEF Romania continues to be active in the response to the Ukrainian Humanitarian Refugee Crisis. One important approach is to continue to promote safe and healthy behaviours and timely life-saving and appropriate information on how and where to access available health, education, child protection, social protection services. Another key intervention is to promote social inclusion, while maintaining social cohesion.

At the same time, UNICEF Romania will conduct interventions covering both Romanian and Ukrainian children, continuing to inform caregivers on the importance and benefits of immunization and supporting healthcare workers to engage with parents for vaccination, in order to enhance demand for immunization.

To achieve all the indicators and key interventions the Country office has committed to both for emergency response and under the 2023-2027 Country Programme Document, a consultant is needed in the period June 2023-January 2024.

Scope of Work:

The purpose of the consultancy is to provide support for:

• Collection, analysis and integration to the programmatic response of real time needs assessment, social data and listening on awareness, perceptions, behaviour and barriers towards access to essential services, by families and children and inclusion of refugees in the host communities/system

• Development, implementation and monitoring of evidence-based communication campaigns on access to services, life-saving information and practices, resilience and wellbeing and inclusion.

• Development, translation, production and dissemination of life saving information and demand generation around access to essential services by families and children.

• Implementation and improvement of effective community feedback mechanisms and other collective accountability to the affected population initiatives.

Expected deliverables:

  • SBC research:
    • Social Listening reports (one per month);
    • Map- of external data collected for: social cohesion, health, child protection, education in Romania (one per quarter);
  • SBC materials development and testing Visual materials for online campaigns (one per quarter);
  • SBC campaign implementation online campaigns scheduled and comments monitored (one per quarter);
  • SBC campaign monitoring and evaluation online campaign reports with recommendations delivered (one per quarter);
  • Innovation, knowledge management and capacity building activity reports describing the digital engagement done by the contracted online UNVs (one per month);
  • Innovation, knowledge management and capacity building digital platforms (https://kindweb.org/en/ and UNICEF’s website) updated with relevant information for Ukraine response (one per quarter);

To qualify as an advocate for every child you will have…

    • An advanced university degree in social and behavioral science, sociology, anthropology, psychology, education, communication or another relevant technical field;
    • A minimum of three years of professional experience in one or more of the following areas is required: social and behaviour change, communication or another related area;

    • Track record of experience with campaigns, behaviour change communication materials or guidelines;

    • Relevant experience in a UN system agency or organization is considered an asset;
    • Strong communication skills;
    • Fluency in Romanian and English is required; High proficiency in writing skills in Romanian language;

The application will be made in the dedicated UNICEF platform and it must include:

  2. List of similar projects, portfolio: A sample of the candidate’s social and behaviour change work (e.g. – campaign, behaviour change communication materials or guidelines, etc), including, where possible, the results achieved.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
