- Bachelor’s degree in Civil, Environmental, or Sanitation engineering, or social science.
- At least five years of professional experience in WASH related projects.
- Excellent knowledge of computer applications including word, excel, and power point.
- Good understanding of WASH sector policies and management systems.
- Proficient in English and Nepali.
- Skills in advocacy, Social Behavior Change, Health Education related to sanitation and WASH programs.

As per UNICEF Nepal’s approved Country Programme document 2023-2027, UNICEF has been providing technical and financial support to the federal, provincial and local governments for protection of rights of children, adolescents, women and people of deprived communities through different sectoral interventions. UNICEF recently signed multi-year work plan (MYWP) with the Ministry of Water Supply under which it is mentioned to provide support to attain and sustain ODF (minimizing slippage) and to access safely managed sanitation services and hygiene facilities and behavior in targeted areas. UNICEF’s support under the planned CPAP (2023-2027) and Multiyear Workplan (2023-2025), aims to ensure safely managed sanitation services.
In the above context, the consultant will provide technical support to Ministry of Water Supply to accomplish a number of activities leading to a number of deliverables/end products to strengthen monitoring system focusing on sustainability of ODF and safely managed sanitation service which are onsite. Under this assignment, a set of activities guided by JMP team will be followed through which UNICEF Nepal Country Office will be engaged. Some of the major activities of this assignment is to identify and engage stakeholders leading to inception workshop, Map out existing monitoring systems and data, design of pilot methods, manage data collection, analyse data, reporting findings to stakeholders and the JMP.

The overall purpose of this assignment is to support the Ministry of Water Supply/Department of Water Supply and Sewerage Management to develop / refine tools and methods for monitoring safely managed on-site sanitation (SMOSS) and to develop a harmonized set of indicators, tools and methods that would help the monitoring and strengthening WASH MIS for Safely Managed Onsite Sanitation Service.
Scope
The major tasks of the consultant are;
- Prepare ODF sustainability framework in line with the ODF guidelines prepared earlier and get it approved by Ministry of Water Supply
- Citywide Inclusive Sanitation Nepal (CWISAN) informed of the SMOSS programme through a formal PPT presentation
- Service providers and regulators for emptying, transporting, treating and disposal of fecal wastes from onsite sanitation identified and included in existing CWISAN Network
- Nepal Statistics Office and WHO included in the extended list of CWISAN Network
- Steering committee for SMOSS project formed after consulting CWISAN Network
- Identify existing sources of data on sanitation, household surveys, administrative data, regulators data, etc. on emptying and transport (from public or private) and treatment (treatment types, function, data on inflows)
- Assess whether existing data aligns with global indicators and covers all steps of the service chain to report against the SDG 6.2
- Identify the priority area(s) for addressing in NWASH MIS based on the assessment of monitoring gaps
- Design questionnaires for assessing the quality of pits or septic tank risking the water quality of boreholes eg ecoli
- Identify existing monitoring systems that could be used to monitor sanitation or test new questions, eg municipal surveys, upcoming household surveys, sanitary inspections, etc
- Orientation to selected local government representatives on importance, process and monitoring of SMOSS
- Facilitate enumerators of selected local government to conduct new survey using NWASH MIS following standard methodology (sampling) to enumerators
- Monitor quality of pits/septic tank, distance between borehole and pits/septic tank, condition of borehole platform and soil types while conducting water quality test (e-coli) of borehole from selected local government from Terai region conducted by service provider
- Collected data verified from the field
- Conduct data analysis of all collected information against global JMP indicators and all steps of the service chain with the JMP team
- Finalize recommendations for strengthening existing monitoring systems in order to support routine monitoring and reporting of national and global indicators for safely managed sanitation services in Nepal
- Share the findings of the SMOSS with local government, provincial and local govt
Duration of Contract: The total duration of the contract is for 125 days over the period of 7 months tentatively starting from 01 September 2023.

- Bachelor’s degree in one of the disciplines relevant to the following areas: Civil/Environment/Sanitation engineering, social science.
- Additional skills on advocacy, Social Behavior Change, Health Education; Planning, Monitoring and Evaluation, Programme Communication focusing to sanitation in particular and WASH in general, is an asset.
- At least five years of progressive professional work experience in the UN or other (inter)national development/humanitarian organization, federal government on WASH.
- Excellent knowledge and skills of computer in word, excel, power point, email and internet use, data management,
- Good knowhow of vision, mission, policy, strategy. plan, information management system of WASH sector
- Working on WASH sector focusing on facilitating and sustaining inclusive, safely managed sanitation both in urban/rural context, monitoring and evaluation of community WASH programme.
- Knowledge of result based, human rights and gender/disability issues, specifically relating to children and women, and the current UN/ Govt’s position and approaches
- Working experience with the government at all levels
- Proficient in speaking/writing in English and Nepali
