Purpose of consultancy

The purpose of this national consultancy is to support the development of the multisectoral national strategy for road safety after drafting the roadmap by all parties, sectors, and international consultants under WHO support for national road safety efforts in Tunisia.

Background

Road traffic injuries are a leading cause of death, killing nearly 1.3 million people annually. The Eastern Mediterranean Region has the third highest road traffic death rate in the world constituting almost 9% of the world’s estimated road traffic deaths despite the Region accounting for only 5% of the world’s vehicles. If current trends continue unabated, road traffic injuries are predicted to rise from their current position as the ninth leading cause of death to become the fifth leading cause of death by 2030.

Tunisia is paying a heavy price for road insecurity. Each year more than 2300 people die on the roads of Tunisia. The total amount of direct and indirect costs of road accidents represents approximately 1% of GDP.

In Tunisia, more than half of fatalities involve vulnerable road users: pedestrians (25%), motorcyclists (32%), and cyclists (3%).

The results of the latest national study on the behavior and attitudes of road users in Tunisia in 2021 are alarming: Only 4.8% (±1.2%) of car drivers fully respect the regulations and are 100% disciplined (Overspeed: 40.16%; non-wearing of seat belts by drivers: 48.57%, non-wearing of helmets by motorcyclists: 87.2%).

The purpose of this national consultancy is to support the development of the multisectoral national strategy for road safety in close consultation with national stakeholders and international consultants under WHO support for national road safety efforts in Tunisia.

Work to be performed

Output 1: Contribute to conducting Tunisia Roadmap for a multisectoral national strategy for road safety and coordinate meetings between the different parties; sectors, NGO, and the international consultant.

Deliverable 1.1: Develop a detailed methodology for undertaking the required tasks.

Deliverable 1.2: Collect any previous reports/ studies on road safety in Tunisia

Deliverable 1.3: Prepare a draft report of national road safety efforts for feedback from national counterparts and WHO.

Deliverable 1.4: Facilitate multisectoral meetings and prepare related reports

Deliverable 1.5: Draft a roadmap for the development of a multisectoral national strategy for road safety

Output 2: Contribute to developing a multisectoral national strategy and the operating plan for Tunisia road safety drawing on related global and regional guidance and based on the national context.

Deliverable 2.1: Contribute to developing the draft of the multisectoral national strategy for road safety.

Deliverable 2.2: Contribute to initiating the operating plan with sectors for Tunisia road safety

Deliverable 2.3: Contribute to developing an M&E framework for the strategy

Educational Qualifications

Essential: First university degree in Strategic management, road engineering, transport, policing, and law or any related road safety field.

Experience

Essential: At least 5 years of experience in managing road safety initiatives.

Skills/Knowledge

  • Strong communication and coordination skills
  • Ability to manage multiple tasks
  • Familiarity with the road safety situation and concerned stakeholders in the country

Languages

Fluency in languages used in the country (Arabic, French, English, or local languages as needed)

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: at national pay band “NO-C”
  • Expected duration of the contract: 140 days starting from 01 May 2023

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
