-PURPOSE OF CONSULTANCY

The purpose of the position is to communicate relevant health issues and results to national audiences, and promote communications about national health issues and developments. Deliverables include developing a risk communications plan; developing communications messages; developing and implementing public health campaigns; co-ordinating activities with EURO; ensuring WHO visibility in country; and co-ordinating with other relevant partners and stakeholders in country.

BACKGROUND

In the context of the WHO Health Emergencies Incident Management System (IMS), the incumbent will focus on the communication of relevant health issues and results to national audiences, and promote communications about national health issues and developments. WHO is working to ensure time-critical, multisectoral and non-discriminatory access to essential health services in Romania, and supports the foundation for longer-term health systems strengthening. WHO Romania works with Government of Romania and bodies including Ministry of Health, National Health Insurance House and National Institute of Public Health to ensure programming supports the national health system and reaches all population groups in need.

DELIVERABLES

Under Output 13.3: Health emergencies rapidly detected and responded to, the consultant will assist and support health and risk communications operations by providing advice and technical input in the field of health and risk communications. . This requires contacts with a broad range of officials and representatives from MOH as well as UN.

  • Activity 1. Develop, coordinate and support the implementation of a risk communications action-plan for the WHO Country Office. (Expected by. 31.03.2023)
  • Activity 2. Plan and develop, with support of experts and WHO team when necessary, communications messages and products on country work. (Expected by. 31.03.2023)
  • Activity 3. Develop and implement public health campaigns (e.g. non-communicable diseases, immunisation, access to health) including messages, written and multimedia materials, dissemination and follow-up. (Expected by. 31.03.2023)
  • Activity 4. Coordinate with the WHO/Europe risk communication team the main communication activities (campaigns, information sharing, capacity building, etc). (Expected by. 31.03.2023)
  • Activity 5. Ensure proper visibility of the various initiatives managed by WHO and the broad collaboration (including UN partners). (Expected by. 31.03.2023)
  • Activity 6. Network, coordinate and manage the contacts of main communication counterparts among various authorities and UN agencies. (Expected by. 31.03.2023)

QUALIFICATIONS

Educational Qualifications

Essential: A university bachelor degree in communication, public relations, journalism or related social sciences

Desirable: An advanced university degree (Master's level or above) in communication, public relations, journalism or related social sciences

Experience

Essential:

At least one (1) year experience working in communication, public relations, journalism or related social sciences.

Experience in developing and promoting collaborative partnerships.

Experience in developing and promoting collaborative partnerships.

Desirable: Experience in working with UN organizations/agencies, international institutions, or NGOs.

Skills/Knowledge

• Demonstrated ability to produce results and work independently while taking into account team goals. Monitors own progress against objectives and takes corrective actions necessary. Acts without prompted and makes things happen, takes responsibility for own work, and sees tasks through to completion. • Excellent skills in the assessment, monitoring, analysis and evaluation of health data • Excellent interpersonal skills and ability to work under pressure. • Proven ability to communicate effectively. • Tact, discretion and ability to promote consensus.

Other skills (e.g., IT)

Excellent knowledge of standard text, spreadsheet and presentation software application. Computer, IT and multimedia skills (including use of internet, Web, power point, and experience with photographs and videos).

LOCATION

On site: the consultant is expected to work on the premises of the WHO Country Office, Romania (Bucharest).

TRAVEL

Travels are expected during the consultancy.

REMUNERATION

a. Remuneration: 18,313 lei per month. (The pay band reflects the NO-A salary scale of the Country, matched to the labour market in Romania.)

b. Locally contracted consultant

c. Expected duration of contract: 3 months (January - March 2023)
