Purpose of the Consultancy

The consultant will provide technical and coordination support to the Ministry of Health (MoH), Royal Government of Cambodia, process to update the hospital Complementary Package Activities (CPA) and priority Clinical Practice Guidelines (CPGs).

The consultant will work with the Ministry of Health, Departments of Hospital Services and Planning and Health Information and with WHO.

Background

Universal health coverage (UHC) means that all people have access to the quality health services they need, without facing financial hardship. It covers the full continuum of essential health services, from health promotion to prevention, treatment, rehabilitation, and palliative care across the life course. Quality of service provision is therefore core to UHC.

The CPA forms Cambodia’s hospital “package of care” defining and forming an operational guideline for operational district referral and provincial hospitals on what services should be delivered and the resources needed to support this (materials, human and financial). The aim of the CPA is to strengthen quality and efficiency in service delivery and management functions. The CPA guideline was last revised in 2014 since which time significant changes have occurred health needs and technologies and approaches to address them. With essential packages of care generally recommended for revision and updating every three to five years this is now an important time to review the hospital package of care.

Deliverables

Output 1****: Ensure appropriate and agreed formats, outlines and implementation plans are used and progress monitored to facilitate effective revision of the CPA and CPG.

Deliverable 1.1: To update the implementation plan for the CPA CPG revision including earlier completion of priority CPGs, allocating to each working and sub-working group the required CPA sections and tasks and monitoring progress against timelines.

Deliverable 1.2: Finalize and circulate the draft template and skeleton content for the CPA and each CPG in consultation with the CPA & CPG Steering, Secretariat and Working Groups and maintaining ongoing version control

Output 2: Provide key evidence inputs to support decision making.

Deliverable 2.1: Consolidate evidence on barriers and facilitators to the CPA implementation in district referral and provincial hospitals and how it has been used to date.

Deliverable 2.2: Consolidate and support grading of evidence relevant to specific sections of and inclusions for the CPA and key CPGs (including for key NCDs) based on prioritized revision plan including from WHO key packages of care and UHC compendium and DCP3 packages highlighting appropriate considerations for Cambodian context.

Deliverable 2.3: Collect and consolidate evidence on costs of delivery of services in readiness for costing and budget impact analysis to be conducted later in the CPA PG development process.

Output 3****: Facilitation and coordination of relevant meetings and consultations.

Deliverable 3.1: Facilitate and coordinate with Steering Committee, Secretariats under DHS, CPA and CPG working groups and their sub-working groups, and ensure the progress is on track to produce the draft revision.

Deliverable 3.2: To review the revised draft of CPA and CPG for the consultative meetings and workshops.

Deliverable 3.3: Collect and consolidate all inputs from the working groups and sub-working groups to develop the final drafting CPA and CPG revisions.

Output 4****:. Assist the HSD team in technical report writing, monthly report on the revision of CPG and CPA including translations between English and Khmer where necessary.”

Qualifications, experience, skills and languages

Education:

Essential: University degree in medicine at least Bachelor’s level

Desirable: Postgraduate degree in medicine or hospital or health service management, planning and administration or related field is an advantage

Skills and Experience:

Essential:

· Minimum 8 years working experience in a public hospital clinical setting in Cambodia.

Desirable

· Good understanding of service delivery system of Cambodia and CPA structure for hospitals.

· Project planning and management skills including development and monitoring of plans and coordinating across numbers of working groups

· Previous experience in evidence gathering and use for clinical practice / service delivery management

· Highly developed computer skills including use of Microsoft Office suite of programs and tools (Excel, Word, PowerPoint and Outlook)

· Strong language and communication skills in English and Khmer both oral and written including for technical reporting and presentations

· Experiences in development of packages of care and other treatment guidelines or protocols for medicine / health service delivery is an advantage.

Language requirement:

· Good oral and written English language

WHO Cambodia Country Office and Ministry of Health

Travel

The consultant is expected to be able to travel within Cambodia to conduct field visits to provinces, as necessary.

All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.

Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
