Background

In April 2019 Sri Lanka witnessed a series of terror attacks targeting a number of Churches and hotels. Although the investigations into the incident is still ongoing for the first time, Sri Lanka was identified globally as a potential hotspot for the spread of violent extremism. Moreover, gradual proliferation of hate speech in social media platforms indicated the growing communal tensions and divisions along ethnic and religious fault lines. Overtime, these may become detrimental for promoting peace and social cohesion in the country while being also used for mobilizing different ethnic or religious groups to advocate or engage violence. Increased accessibility to a wide array of virtually available information and the emergence of online media influencers has impacted the shaping the way people think, express views and act at the same time

UNDP Sri Lanka, as part of its regional interventions, launched two projects targeted at preventing violent extremism, spread of hate speech and promoting respect for diversity in Sri Lanka in collaboration with multiple government and non-govermental stakeholders. The two flagship projects are expected to be completed in December 2021.

As these projects are nearing completion, UNDP expects to recruit a communications consultant who could effectively capture project achievements over the past 18 months using multiple innovative tools and methods including, photo and case/human interest stories, a short video documentary and support final reporting requirements.

SCOPE AND OBJECTIVES

In accordance with the guidance from the Country Office Communications Team on UNDP corporate requirements, as well as in-line with the different donor reporting guidelines, the Consultant will ensure that the progress of the two regional PVE interventions implemented at the Country Office in Sri Lanka is well documented, proof-read, and reported in a timely and high-quality manner.

The incumbent will be based in Colombo and work under the overall supervision and guidance of the Technical Specialist-Peacebuilding and Reconciliation, liaising very closely with the Project Coordinator- Peacebuilding and the Communications Specialist throughout the process of developing the required communications products and supporting the staff in finalizing reporting requirements.

Duties and Responsibilities

  1. The Consultant must work closely with the Technical Specialist-Peacebuilding and Reconciliation and the relevant project staff as well as implementing partners to ensure accurate collection, documentation and analysis of information and data from projects in a results-based and timely manner.
  2. The Consultant will be required to develop photo and case/human interest stories based on project activities implemented and their impact on communities.
  3. The Consultant must work closely with the Communications Specialist to develop communications materials on PVE interventions that could be published in the corporate websites and other knowledge management systems
  4. The Consultant will be required to support the formulation and implementation of communications and advocacy strategy for PVE interventions and strengthen a culture of results-based reporting within project staff and implementing partner counterparts.
  5. The Consultant is expected to produce a short video documentary, duration 3-5 minutes based on the Civil Society action on preventing violent extremism, spread of hate speech The video should communicate effectively the overall impact of the PVE projects and highlight successes of the programme.
  6. The Consultant must also provide video post-production, including editing, assembly, sound processing and embedding subtitles in local languages, in a timely manner in line with UNDP Sri Lanka quality and brand guidelines.
  7. To increase the impact of the video, the Consultant may also be required to incorporate creative graphics which aid in the visual presentation of statistics and information which align with UNDP Sri Lanka’s quality standards and brand guidelines

TIMEFRAME

The envisaged timeframe of the consultancy is 5 months.

Competencies

The prospective consultant should have:

a) Technical Competencies

  • Ability to listen, adapt, persuade and transform
  • Leads on ensuring all communications and reporting requirements are met in a timely and high- quality manner.
  • Strong verbal and written English communication skills

b) Partnerships and Results

  • Proven networking, team building, organizational and communications skills
  • Ability to engage effectively with the Goverance and Peacebuilding team and other implementing agencies as required
  • Ability to build strong relationships with partners, focusing on impact and results of project initiatives
  • Ability to lead and carry out all reporting and communication needs

Required Skills and Experience

Education:

  • Master’s Degree in communications, journalism, development studies, social sciences or a multi- disciplinary area relevant to the terms of reference or,

  • A Bachelor’s degree in communications, journalism, development studies, social sciences or a multi-disciplinary area relevant to the terms of reference.

Experience:

  • Prior experience (at least 3-5 years as described above) in a Communications and Reporting Capacity will be required.
  • Documented evidence of experience in preparing case studies, minutes, donor reports, country context analyses and creative communications and outreach products is required, and samples will be requested during the recruitment process.
  • Evidence of having completed recognized trainings in results based reporting/monitoring and evaluation and other communications and reporting related functions in-line with TOR requirements would be advantageous.

Language Proficiency:

  • Fluency in English, including excellent written and verbal communication skills, as well as a working knowledge of Sinhala and/or Tamil will be an added advantage.

Letter of Confirmation of Interest and Availability

Note: Payments will be based on invoices on achievement of agreed milestones i.e. upon delivery of the services specified in the TOR and certification of acceptance by the UNDP. The applicant must factor in all possible costs in his/her “All Inclusive Lump Sum Fee” including his/her consultancy and professional fee, travel (economy class flights is required to and from the Duty Station), honorarium, board and lodging, and any other foreseeable costs in this exercise. No costs other than what has been indicated in the financial proposal will be paid or reimbursed to the consultant. UNDP will only pay for any unplanned travel outside of this TOR and Duty Station on actual basis and on submission of original bills/invoices and on prior agreement with UNDP officials. Daily perdiums and costs for accommodation/meals/incidental expenses for such travel shall not exceed established local UNDP DSA rates.

For an Individual Contractor who is 65 years of age or older, and on an assignment requiring travel, be it for the purpose of arriving at the duty station or as an integral duty required travel under the TOR, a full medical examination and statement of fitness to work must be provided. Such medical examination costs must be factored in to the financial proposal above. Medical examination is not a requirement for individuals on RLA contracts.

PAYMENT FOR SERVICES

Payments will be based on milestones certified by the Programe Quality and Design Analyst Payment Milestones will be as follows:

  • Deliverable 1: Payment against all-inclusive lump sum, upon the submission of a brief report on communications products produced during the 1st phase of consultancy;
  • Deliverable 2: Payment against all-inclusive lump sum, upon the submission of a brief report on communications products produced and resporting requirements completed during 2nd phase of consultancy;
  • Deliverable 3: Payment against all-inclusive lump sum, upon the submission of the video documentary and the final report outlining the completed tasks and deliverables.
