BACKGROUND:

Globally, the COVID-19 pandemic has taken an enormous toll on human lives with unprecedented scale and severity. In Indonesia, the first case was published on 2 March 2020 and as of 12 August 2020, 130,718 confirmed cases and 5,903 deaths have been reported nationwide. Among the confirmed cases, nearly 12,000 cases were found in children, 130 of which have turned fatal.

In response, the government of Indonesia has expanded its social protection program to cover beneficiaries beyond the poorest 40% of households across the country. Social protection programmes is one among the government’s stimulus packages which include conditional cash transfers (the Family Hope Programme (PKH)) at national and village level, a food voucher programme (Kartu Sembako) and unconditional cash transfers (BLT - Bantuan Langsung Tunai). The expansion of the program, particularly the conditional cash transfers, is challenging mainly due to outdated and incomplete database of target population which excludes data of the newly emerging group of vulnerable people – people who become poor after losing their source of income due to the pandemic. Further, lack of data feedback, disintegrated monitoring and evaluation system as well as silo information system among government agencies are also considered as major impediments in implementing such universal approach. As the programme massively scaled up to respond the crisis, urgent actions are thus needed to integrate and to strengthen data system and monitoring capacity for better evaluation and analysis in reducing the socioeconomic impact of COVID-19 on children and prevent lifelong consequences of poverty.

During this critical time, UNICEF is working with multisectoral government counterparts and partner agencies to facilitate a coordinated response to mitigate COVID-19 impact on children driven by real-time, reliable, actionable yet accessible data. UNICEF is looking for a programmer and system analyst consultant to assist the Ministry of Social Affairs (MoSA) to: 1) deliver situation analysis and mapping of information system and data use, and 2) develop real-time digital monitoring platforms for social protection program expansion and its public expenditure for national and sub-national level. The system analysis and mapping exercise will focus on database or system relevant to monitor social protection programmes. Furthermore, the consultant will employ UNICEF and global goods data innovation tools, i.e. RapidPro and ONA, to optimize digital monitoring, provide real-time analysis and feedback, and facilitate 2-ways communication between government and beneficiaries. Responding to the needs of the government, the consultant will develop an online dashboard to visualize key actionable indicators overlaid with relevant baseline data, i.e. population’s risk profile, survey data, and interlinkage database people and programme; to simplify data access for managers and decision maker. The consultant will also be required to develop and present training materials, including but not limited to, manuals, video walk-throughs, and FAQs.

Under the supervision of the Data Centre Specialist and guidance of the Social Policy (Social Protection) Specialist, the consultant will deliver the following tasks and responsibilities:

1. Conducting Scoping and Mapping Exercise on Data and Technology Ecosystem for Social Protection Programmes

The scoping and mapping exercise will include situational analysis on how data, including but not limited to social protection programme, is collected, made accessible, and utilized across Indonesia, as well as mapping of data capacity and dynamics between those government agencies, both at the national and subnational level.

2. Development of Social Protection for COVID-19 Monitoring Platform

Develop digital monitoring platform which include real-time data collection and visualization. Build or refine integrated web-based dashboards, with links to databases of UNICEF innovation tools, i.e. RapidPro and ONA, to facilitate real- time data visualization (using interactive maps, graphs, and tables) and facilitate 2-ways communication between government and beneficiaries for the social protection related programs. Provide technical documentation of the platform and develop modules for training, hand-over, and maintenance of the platform for the government counterparts.

3. Management of Integrated Database of Social Protection for COVID-19 Monitoring Platform

Manage the cross-cutting databases that will house the incoming RapidPro or ONA based data, as well as selected government data from government information systems, while staying in-line with Indonesia’s data privacy laws. In addition, ensure that the Database for Children of UNICEF is updated with the most recent and relevant social protection related data.

4. Provision of Technical Support to Government of Indonesia

Provide technical support to government partners to facilitate training and handover of the digital platforms to the government system (i.e. MoSA, BAPPENAS, and MoV), as a means of promoting program sustainability. Support the government to promote/ explore potential links between the COVID-19 related digital monitoring platforms and existing information systems of the Government of Indonesia (i.e. SIKS-NG-MoSA, SIPEDE-MoV, etc.), where capacities are available, in line with Satu Data Initiative.

• Ability to demonstrate skills and proficiency in one or more of the following technical languages: JavaScript (including JSON), PHP frameworks, HTML, CSS Bootstrap, Python, SQL, and Relational database management system.
• Experience using RESTful API to connect divergent systems.
• Experience using leaflet.js or QGIS to develop interactive maps and familiar with SHP Files.
• Demonstrated understanding of interactive chatbot design, including logic flows.
• Experience working with SMS messaging platforms, an asset.
• Experience dealing with big data, an asset.
• Experience with digital content sharing platforms, such as social media, (i.e. Facebook, Twitter, WhatsApp).
• Experience in providing clear/simplified training to users, with low levels of experience and comfort with ICT.
