Purpose of Consultancy

To support the WHO Health Operations Manager with the planning, implementation, communication, monitoring and evaluation of National Recovery and Resilience Plan (RRP) and other office work in the context of the Grade 2 Emergency in Romania. This includes preparatory processes and gathering background information from the country, supporting communications processes, supporting missions and other means to deliver results.

Background

In 2023, WHO Country Office Romania (WCO) will have to achieve a balance between supporting delivery of universal access to care and public health, responding promptly and adequately to emergencies, and ensuring healthy lives and well-being for all at all ages. WCO will be working to the country cooperation strategy, aiming to strengthen the health systems and ensure access to health care for all.

Deliverables

Under all the pillars of the Strategic Response Plan (SRP), the consultant will work with local and national authorities to strengthen access to healthcare for refugees, support health care workers to provide care, and identify gaps.

Output 1: Provide technical support to develop, implement, and monitor communicable and non-communicable diseases (NCDs) in the context of the Grade 2 Emergency in Romania

  • Provide technical support for the design and implementation of WCO Romania’s strategy for communicable and non-communicable diseases (NCDs) in the context of the Grade 2 Emergency in Romania. (Development of concept notes and proposals, budget).
  • Implementing and monitoring the WHO communicable disease and NCD strategy and workplan for Ukrainian refugees.
  • Provide technical support to design and delivery of capacity-building actions (training of trainers, specialized training, awareness-raising initiatives, orientation seminars, mini-trainings, briefings, and project reviews).
  • Provide technical support and monitoring third-party projects under WHO (call for proposals, project implementation).
  • Provide technical support to develop communicable disease and NCD tools and resources for Ukrainian refugees.
  • Diligently review and finalise the communicable disease and NCD situational analysis of Ukrainian refugees in Romania, specifically checking all data sources, checking all content is relevant for Romania, liaising with Regional Office (RO) and Headquarters (HQ) for final sign off, culminating in publication of the analysis.
  • In collaboration with RO, HQ, and consultants, take forward the Romania communicable disease and NCD strategy, organising policy workshops and dialogues, convening stakeholders, and implementing missions as required.
  • Updating RO, HQ NCD respected departments with Romania communicable disease and NCD activities.

Output 2: Provide technical support for other Public Health matters arising in the context of the Grade 2 Emergency in Romania.

  • Support pillar-leads as required in areas of public health including IPC and others should they arise, including cross-cutting areas of Preventing & Responding to Sexual Exploitation, Abuse and Harassment (PRSEAH), Sexual & Reproductive Health (SRH), and Mental Health & Psychosocial Support (MHPSS).
  • Provide technical support for the design and implementation of WHO's overall strategy (development of concept notes and proposals, budget).
  • Implementing and monitoring the WHO strategy and workplan.
  • Provide technical support to design and delivery of capacity-building actions (training of trainers, specialized training, awareness-raising initiatives, orientation seminars, mini-trainings, briefings, and project reviews).
  • Providing technical support and monitoring third-party projects under WHO (call for proposals, project implementation).
  • Provide technical support to develop public health tools and resources.
  • Collaborate with and update RO, HQ and consultants as required regarding Romania activities.

Qualifications

Educational Qualifications

Essential: • Bachelor´s degree in Public Health, medicine, or a related field from an accredited academic institution

Desirable: • Master’s degree in public health or a related field from an accredited academic institution. • Familiarity with the national stakeholders in key areas such as communicable diseases, NCDs and emergency preparedness and response. • Good understanding of the national health care system in Romania. • Knowledge of relevant WHO packages and guidelines e.g., PEN, BRIEF (NCDs), TB guidance.

Experience

Essential: • 2 years of relevant professional experience in public health, ideally within the Romanian health care system and a strong public health background. • In-depth theoretical and practical knowledge of key areas of public health such as NCDs, CDs including TB, HAI and/or AMR. • Strong networking capacities for constructive relationships with all relevant stakeholders, Donors, and relevant Government Line Ministries. • Ability to work independently, under pressure.

Desirable: • Work experience with WHO or another UN agency or other recognized international organizations. • Coordination, project management, and information management experience.

Skills/Knowledge

Required: • Knowledge of the public health situation in Romania. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.

Desirable: • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.), email/internet, and office technology equipment.

Travel

The consultant is expected to travel.

Remuneration

a. Remuneration: 23,584 lei per month. (The pay band reflects the NO-B salary scale of the country, matched to the labour market in Romania.) b. Locally contracted consultant. c. Expected duration of contract: 5 months (1 November 2023- 31 March2024)
