How can you make a difference?

PURPOSE OF ASSIGNMENT:

Under supervision of Chief Education, provide technical support and oversight of programmatic activities within the Ministry of Education Youth and Sport (MoEYS) of Timor-Leste to ensure quality, timeliness, and efficiency of all process, outputs and communication under the new phase of the SEA-PLM comparative study, SEA-PLM 2024 (2022-2016), in the initial stages for preparation and implementation of the Trial Testing operations and derived activities. It is the first time the country participates in a comparative large-scale assessment survey.

The Consultant will oversee and provide technical support to the planning and implementation of activities under the SEA-PLM national road map while ensuring annual implementation plans, management and resource plans on all components related to the participation of the country in the programme are on track.

WORK ASSIGNMENT:

1.1. Develop national annual workplan, implementation plan and assessment of the status, gaps, needs and opportunities for SEA-PLM 2024 Field Trial phase in 2023

1.2. Prepare and submit report on activity areas according to the agreed monthly workplan and agreed quality standards

2.1. Develop concept note for the 1st technical workshop

2.2. Prepare and submit progress report on activity areas according to the agreed monthly workplan and agreed quality standards

3.1. Develop National Steering Committee Term of references

3.2. Prepare and submit Progress report on activity areas according to the agreed monthly workplan and agreed quality standards.

4.1. Draft and finalized project publicity materials in national language

4.2. Progress report on activity areas according to the agreed monthly workplan and agreed quality standards

5.1. Matrix analyzing funding needs and priorities for the field trial operations

5.2. Progress report on activity areas according to the agreed monthly workplan and agreed quality standards

6.1. Conduct monitoring on the preparation of the tests, questionnaires and manuals in national language

To qualify as an advocate for every child you will have…

  • An advanced University Degree in Education, Human Development, Public Policy, Sociology, or other social science field
  • A minimum of 5 years of progressively responsible relevant work experience in programme planning, management and research in Timor-Leste MoEYS context
  • Specialization or experience in areas such as basic education
  • Demonstrated knowledge in management and implementation of complex international project
  • Ability to learn by doing in the domain of comparative large-scale assessments methods
  • Proven analytical skills and ability to work with others to develop strategy into action and communicating and influencing this to a wider audience
  • A proven record of effective and complex management including managing budgets, staff and funding of the programme
  • Excellent organizational, problem-solving and negotiation skills. The ability to remain calm whilst deal with conflicting priorities/work under pressure is essential
  • High-level interpersonal and communications skills; with the ability to write clear, concise reports and to facilitate/lead a group of individuals and impart knowledge
  • Ability to influence and liaise effectively with key stakeholders with successful track record in initiating, cultivating, and securing support from donors and partners
  • Excellent English and Tetum writing ability and verbal skills for project proposals, reports, and communications
  • S/he must be able to plan and manage her/his own time effectively. The holder must exercise a strong work ethic and take responsibility for his/her own actions
  • Familiarity with UNICEF/UN operating procedures and structures

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
