Purpose of consultancy

The purpose of the establishment of the Leadership team is to support Indonesia’s role as the host country of ASEAN Centre for Public Health Emergencies and Emerging Diseases (ACPHEED) Detection and Risk Assessment in preparing organizational foundation and operationalization of ACPHEED.

Background

Agreement was reached on the hosting of ACPHEED through the “Results of the Trilateral Ministerial Meeting (Indonesia, Thailand, Viet Nam) on ACPHEED”, held on 13 May 2022 and subsequently reported at the 15th ASEAN Health Ministers Meeting (AHMM) Retreat and articulated in the Joint Statement of the 15th AHMM.

In parallel with the drafting of ACPHEED Establishment Agreement by ASEAN Senior Officials Meeting on Health Development (SOMHD), referring to the Roadmap of the ACPHEED Establishment recommended by the Feasibility Study, Indonesia as the host country of ACPHEED Detection and Risk Assessment will and to work on the Centre establishment by preparing 6 (six) key activities and feasibility:

    • Governance and operating model
    • Organization
    • Talent
    • Finance
    • Infra-structure
    • Regulation/law

The roadmap of ACPHEED Establishment is as follows:

  • Scope of work of the ACPHEED which includes the mission, strategic focus pillars and overarching themes and priority minimum and intermediate capabilities of ACPHEED.
  • The ACPHEED Detection and Risk Assessment in Indonesia will have 2 (two) sub-pillars, which are surveillance/field epidemiology and laboratory. Those will be underpinned by three overarching themes, namely: information sharing and analytics; capacity building and innovation coordination and support.
  • To prepare the 6 (six) key activities and feasibility study, Indonesia will establish an assistance team and a leadership team:
    • Assistance team will support the Leadership team by providing strategic direction and approval of the outcome documents, before going to the SOMHD discussion for further discussion and endorsement. The members of Assistance team will be representatives of relevant technical units within Ministry of Health and other related Ministries.
    • Leadership team will prepare the 6 (six) key activities and feasibility as well as develop draft of workplan and overall strategy of the Centre, based on 5-year Scope of Work of ACPHEED, adopted by the ASEAN Health Ministers Meeting (AHMM) in 2020. The Leadership team will be out-sourcing, consists of 6 (six) persons who has qualifications and skill/technical skill and knowledge as follows:

1. 1 (one) Head/manager

2. 1 (one) expert on EID/PHE/surveillance/epidemiology

3. 1 (one) expert on biotechnology/laboratory/biosafety-biosecurity/laboratory-based surveillance

4. 1 (one) technical officer

5. 1 (one) digital technology information system officer

6. 1 (one) project officer

Deliverables

Technical work

    • Lead the development of the concept of the ACPHEED for Detection Risk Assessment based on 5-year Scope of Work of ACPHEED, adopted by the ASEAN Health Ministers Meeting (AHMM) in 2020 and working mechanism with 2 other ACPHEED and ACPHEED Secretariat
    • Develop draft of workplan and overall strategy of the Centre, based on 5-year Scope of Work of ACPHEED
    • Communicate and coordinate with existing networks/mechanisms
    • Seek and build potential partnerships
    • Oversee the preparation of the 6 (six) key activities and feasibility
    • Prepare Indonesia’s position related to 6 (six) key activities and feasibility and build agreement on the establishment agreement
    • Launch the Centre
    • Other assignments within the ACPHEED context

Logistical and administrative work

    • Assist in preparing ACPHEED Detection and Risk Assessment-related meetings that need to be conducted by MOH Indonesia
    • Report and follow up on the outcome of the preparation meetings
    • Coordinate and communicate with internal and external stakeholders, under supervision and guidance of the Government of Indonesia
    • Maintain email communication
    • Other assignments within the ACPHEED context

Activity 1.1.

    • Manage the day-to-day activities of the team.
    • Motivate the team to achieve organizational goals.
    • Develop and implement a timeline to achieve targets.
    • Delegate tasks to team members.
    • Conduct training of team members to maximize their potential.

Qualifications, experience, skills and languages

Education requirements:

Essential: Master’s degree from an accredited university in public health (MPH), or epidemiology.

Experience:

Essential: At least 15 years of experience in one or more of the following areas with increasing levels of responsibility including at national or international level.

Desirable: Experience in Public health management, planning, or public policy development formulation, implementation and evaluation of event and indicator-based surveillance, leadership of surveillance teams or units.

Required Skills:

    • Demonstrated leadership and management experience, excellent organizational human and financial management skills, very good interpersonal skills and ability to organize and motivate others and to work in a multi-cultural environment.
    • Excellent communication skills and ability to Interact with a variety of stakeholders at national and international level.
    • Excellent report writing and reporting skills to diverse audiences and at various levels.
    • Excellent strategic planning, Implementation, monitoring and evaluations and reporting skills.
    • Demonstrated record of setting clear standards for accountability, value for money and risk management and zero tolerance to fraud and corruption; for ensuring sound and transparent financial management; and delivering continuous improvement, impact, efficiency and effectiveness.
    • Demonstrated intellectual leadership, creativity and proven ability to propose new ideas and lead on new ways of working across silos in a complementary and synergistic way for a prosperous, healthy and peaceful ASEAN.
    • Proven track record of change management and accomplishments at the regional, national or international level with strong resource mobilization, political and diplomatic skills.
    • Demonstrated clear understanding of scientific evidence and ability to translate scientific evidence into recommendations for public health policy.
    • Good grounding on regional and international policy frameworks and strategies on the ASEAN region and specifically and the SDGs.
    • Working knowledge of research, policy development and analysis, programs development and management, and project management.
    • Proficiency in written and spoken English

    Location

The Leadership team will be based in the Centre of Global Health and Technology Policy or the office of ACPHEED. The technical officers will work under the direction and supervision of the Director of the Centre of Global Health and Technology Policy of the Ministry of Health of Indonesia.

Travel

The Consultant is expected to travel, including for taking up assignment which occurs further on during the consultancy period. This includes the cost incurs from a one-time assignment to support ACPHEED related meetings (flight ticket, hotel, per diem). The travel dates is TBC basis, with WHO approval prior to the travel.

Remuneration and budget (travel costs are excluded):

    • Remuneration: Payband Level B (Maximum 80,000,000/monthly)
    • Expected duration of contract: 6 – 8 months

    • This assignment is subject to local recruitment and will be filled by persons recruited in the local commuting area of the duty station/assignment location.
