Background

UNDP is seeking a Project Coordinator to support implementing the two projects related to climate change adaptation and disaster risk reduction: Urban Risk Management and Resilience - Integrated Resilience Building for Lao PDR’s Sustainable Growth (Urban Risk Management Project) and Enhancing Integrated Water Management and Climate Resilience in Vulnerable Urban Areas of the Mekong River Basin (Integrated Water Management Project).

The Urban Risk Management Project has been implemented by the Department of Social Welfare, Ministry of Labour and Social Welfare, and is planned to complete in April 2022. The Project Coordinator will support the ministry to achieve project objectives by delivering the planned outputs on schedule while supporting UNDP to provide technical and operational support necessary for project closure.

The Integrated Water Resource Management is expected to launch in Q1 of 2022. UNDP will implement the project directly in partnership with the Department of Water Resources, Ministry of Natural Resources and Environment. The Project Coordinator will technical and operational support for the launch of the project. Some of the activities in the project are developed based on the Urban Risk Management Project.

The project coordinator will work with relevant government institutions and development partners to ensure effective and efficient intervention. The Project Coordinator will work under the supervision of the project manager of the Natural Resources Management, Climate Change, and Disaster Risk Reduction (NRM, CC & DRR) Unit of UNDP Country Office Lao PDR, in close communication with the other UNDP teams, Government partners, multi-lateral and bi-lateral donors, other UN Agencies.

This position is based in UNDP Lao PDR CO. Some travel is expected.

Duties and Responsibilities

The Project Coordinator, under the supervision of the UNDP Project Manager, and in consultation with the project counterparts, are required to provide the following services:

Project Implementation

• Effectively implement project initiatives with project counterparts and UNDP by complementing existing capacities and providing oversite and support where needed;

• Facilitate decision making on activity execution, particularly related to planning, budget, and implementation issues;

• Provide inputs to strategic planning, achievement of targets and required modification of objectives;

• Facilitate technical training and deliver presentations during events and other engagements;

• Conduct field visits to project sites for the provision of hands-on support and quality assurance;

• Ensure technical, administrative, and logistical support is given to the projects;

• Represent UNDP at meetings, technical sessions, project events, ceremonies, and functions;

Technical Support

• Collaborate with experts and provide technical support on project outputs, especially on capacity development and monitoring and evaluation;

• Provide technical inputs and advice that support achieving project objectives;

• Initiate and assist with the design, organization, and facilitation of training, workshops, and other activities;

Coordination and Networking

• Network and foster functional relationships with project counterparts and other key stakeholders;

• Represent UNDP as required and promote a strong collaborative, transparent, and sharing environment amongst stakeholders relevant to the project;

• Facilitate or participate in workshops, webinars, and meetings as necessary.

PMER and Learning

• Work in partnership with project counterparts and UNDP for the timely submission of periodic, accurate, and professional (narrative and financial) progress reports to management and other stakeholders as required;

• Ensure adequate tools are in place to track all progress, achievements, challenges, and lesson learned;

• Promote learning and knowledge sharing amongst all related stakeholders;

• Contribute to knowledge sharing, producing documentation for case studies and lessons learned;

• Facilitate after-action reviews and evaluation of activities;

• Support with the preparation of program documentation, assessments and studies as required.

Required Skills and Experience

• Master’s Degree in Environmental Science, Environmental Management, Climate Change, Disaster Risk Management, Water Resources Management, Development Studies, or a related field.

• Minimum 2 years of relevant experience in project management or policy advisory services in the area of climate change adaptation, preferably with some experience in disaster risk management.

• In lieu of a Master’s degree, a Bachelor’s degree with 4 years of relevant professional experience is accepted.

• Proven communication and coordination skills.

• Fluent in written and oral Lao and English.

• Computer skills, especially in MS Office software packages.

• Demonstrated success in analytical report writing is a plus
