Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Globally, UN Women focuses on six priority areas. In Sri Lanka, UN Women has extensive experience and leads on implementing the WPS Agenda in Sri Lanka by building capacities of government officials to implement policies in relation to women’s rights, with a broader aim of adopting and implementing Sri Lanka’s first ever National Action Plan on WPS. UN Women has been implementing a number of programmes and projects on conflict prevention, the promotion of social cohesion, and the prevention of violent extremism in Sri Lanka.

UN Women in Sri Lanka coordinates efforts within the wider UN system to advance gender equality. The office coordinates advocacy eff­orts, generate knowledge, build networks, and monitor system-wide action and progress to position gender equality as fundamental to the Sustainable Development Goals in Sri Lanka, and a more inclusive world.

Reporting to the Head of Office, Programme Support works with and provides support to the members of the Programme Team with necessary operational, administrative and programmatic support in consistent with UN Women rules and regulations.

Duties and Responsibilities

Under the supervision and guidance of the UN Women Sri Lanka Head of Office, the Consultant – Programme Support is expected to undertake the following tasks, in close coordination with team at UN Women Sri Lanka and related project partners/stakeholders. The Consultant - Programme Support will remain accountable for the timely submission of the deliverables as per the timeline given below. The consultant’s duties and responsibilities have been defined as follows:

  • Provide administrative support with organizing logistics for project activities, events, trainings, meetings
  • Liaise and coordinate with other UN agencies, government counterparts, project partners, consultants, vendors and beneficiaries on the preparation of administrative and logistics support to project activities
  • Support programme colleagues on-location and online events, involving internal and external participants including administrative support during the meetings – emails, invitation, schedule, list of participants, etc
  • Support preparation of documents necessary for travel of staff such as canvassing of travel fares hotel reservations, prepare travel authorizations, and other documents as required
  • Support contract issuance and amendment for consultants and make a payment, as needed, upon receipt of deliverables
  • Provide general administrative support such as but not limited to maintaining stationery supplies, distribution of stationery for field missions and keeping a log of distribution, as required
  • Coordination and admin support as identified by Project Officers
  • Maintaining filing systems and online document depository relevant to office
  • Any other responsibilities as assigned by the Supervisor.

Duration of Assignment and Duty Station:

The consultant is expected to work part-time (10 days per month), starting from August 2023 – January 2024. The consultancy is primarily home-based. However, the consultant is expected to visit the UN Women Sri Lanka Office located at 202-204, Bauddhaloka Mawatha, Colombo 7 when requested and undertake travel to project locations along with the project team as required by the project. The cost of most economic and direct travel on mission must be pre-approved by Head of Office of UN Women Sri Lanka and it is reimbursable upon submission of evidence of travel, following UN Women Travel Guidelines.

Required Skills and Experience

  • Completion of secondary education is required.
  • Bachelor’s degree in business administration or related fields is an asset.
  • At least 6 years of progressively responsible experience in administration, procurement, HR, or logistic support service.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
  • Experience in the use of ERP is an asset.
  • Availability and willingness to travel to the project districts
  • Proficiency in English and one of the local languages is required

Evaluation Criteria

Applications will be evaluated based on a desk review of submitted applications including a writing sample.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated for the financial assessment.

Technical qualification evaluation criteria:

The total number of points allocated for the technical qualification component is 100. Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate.

Financial/Price Proposal evaluation******:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.

The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will be made upon submission of deliverables with an approval of Head of Office at UN Women Sri Lanka.
