Background

The Programme Associate will provide support across two units, Programme Support Unit (PSU) and Accelerator Lab (AccLab). Under the overall guidance of focal points of the two units, the Programme Associate ensures effective implementation of the CO programme by entering and managing financial and project data; support the logistical management of training events and meetings, and supporting activities implementation of the designated units, consistent with UNDP rules and regulations.

The Programme Associate works in close collaboration with the operations, programme and project staff in the CO and UNDP Bangkok Regional Hub and Headquarters, as required, for resolving finance and project-related issues and exchange of information.

The position is ideal for the candidate who likes to work in a multi-cultural environment, enjoy working with financial figures and databases, love to learn about utilizing digital platforms; and liaise with colleagues within the organization and the government partners. This position is based at the UN House and with minimal field trips.

Duties and Responsibilities

The Programme Support Consultant position’s scope of work covers the following:

1. Provides effective support to the country office to ensure the high quality of programming by performing tasks under the supervision of the Head of Units under the Accelerator Lab and Programme Support Unit as below:

  • Support in preparing the information for audit of projects and support implementation and follow up of audit recommendations for the projects in the office;
  • Organizing events (such as trainings and meetings), including liaising with vendors, make purchases and make payments under the guidance of the focal points;
  • Support the implementation of audits and assurance activities of the office such as HACT micro assessments, audits, and spot check plans by liaising with different partners and the auditing teams;
  • Maintain and update databases as supervised.

2. Provides effective support to the management of the projects under the two units:

  • Support and monitor the programme implementation (delivery) and financial related matters;
  • Make travel arrangements for the supervisor and unit team and performs liaison duties with others units;
  • Maintain leave records and travel plans of the unit staff.

3. General support on the tasks below:

  • Take notes, draft letters and prepare office memos in Lao and English when advised. Maintains policy, confidentiality and general management files;
  • Keep lists of names, addresses and telephone numbers of concerned government and non-government partners.

4. Supports resource mobilization focusing on achievement of the following results:

  • Support in preparation of donor’s profile;
  • Track pipeline and report on mobilized resources by reviewing contribution agreements as supervised;
  • Support with the migration of pipeline information to the new Quantum+ platform.

5. Support with the migration of data from Atlas to Quantum and Quantum+ such as:

  • Document tagging;
  • Support in database cleaning and provide guidance to other colleagues to clean the databases from their projects under the supervision of PSU;
  • Other administrative tasks assign by supervisors.

Competencies

  • Working knowledge of Lao and English (verbal and writing skills);

  • Experience in Excel Pivot and database management are preferable

Required Skills and Experience

  • Bachelor’s Degree in Finance, Accounting, Business Management, or other relevant fields. Technical and Vocational Training, preferably with specialized certification in Accounting and Finance.

  • Minimum 3 years of experience in financial administration or project assistant role in development projects. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of spreadsheets (e.g. Excel Pivot) and database packages, experience in handling web-based management systems.

LANGUAGE :

  • Excellent written and oral communication skills in English and fluency in Lao
