Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Working with a variety of partners, UN Women’s programme has direct impacts transforming women’s lives by reducing gender-based violence, strengthening their leadership and voice in peace negotiations, crisis response and increasing economic opportunities, including through labor participation, climate smart agricultural opportunities, and energy solutions.

Based on UN legislative mandates and the UNW Strategic Plan, the Regional Office for Asia and the Pacific (ROAP) is tasked with providing strategic programme development, policy/ technical advisory services and quality assurance support to Multi-Country Offices (MCOs), Country Offices (COs) and Programme Presence Offices (PPOs). The Humanitarian/DRR unit undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation.

The programme “Strengthening Gender-Responsive Disaster Management in ASEAN,” implemented by UN Women in close collaboration with the ASEAN Secretariat aims to ensure that key relevant ASEAN sectoral bodies are supported with evidence based policy research and relevant technical capacity to integrate gender and protection framework to mitigate and prevent sexual and gender-based violence (SGBV). More specifically it aims to ensure that a protection (including SGBV and child protection), gender and inclusion lens is integrated in the design and implementation of the new ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025.

Against this context, UN Women ROAP seeks to recruit a national consultant to provide programme support to both the regional humanitarian/DRR unit, and the “Strengthening Gender-Responsive Disaster Management in ASEAN” project team.

Duties and Responsibilities

Reporting to the Regional Humanitarian Specialist, Humanitarian Action and Disaster Risk Reduction & Programme Specialist, Governance Peace and Security, the Consultant will work with and provide support to the members of the Project Team in the development and implementation of the work of the regional humanitarian and DRR portfolio and the project “Strengthening Gender-Responsive Disaster Management in ASEAN” consistent with UN Women rules and regulations, and ECHO rules and regulations respectively. S/he will contribute to research, financial management and project implementation, including providing necessary operational, administrative and implementation support. The Consultant will work in close collaboration with the operations, programme and projects’ staff in the UN Women Regional Office, the Country Offices and the HQs as required for resolving complex finance-related issues and exchange of information.

Required Skills and Experience

  • Thai nationality
  • Minimum first-level university degree in Business Management, Public Administration, Budget and Finance, Human Resources, Law, Political and Social Science, International Relations or other relevant discipline
  • At least 2 years of relevant administrative or programme/project support experience in international or national organizations/agencies
  • Experience on identification of possible suppliers, canvassing and requesting for quotations, and organizing logistical and financial documentation;
  • Experience on coordination and organization of trainings of trainers, workshops, or other trainings, particularly on interactive virtual modalities;
  • Demonstrated track record of producing high quality documentation reports and safekeeping project documents relevant for donor reporting;
  • Experience working with the UN Agencies or other international organizations is advantageous.
  • Experience in using ERP system, especially Atlas, required
  • Proficient in English

Duration of Assignment and Duty Station

The time required for the consultancy is within the period from 3 January – 15 June 2022 This post is home-based, however, preferably in Bangkok, Thailand.

Contract Supervision:

The consultant will work under the direct supervision of Regional Advisor, Humanitarian Action and Disaster Risk Reduction & Regional Advisor, Governance Peace and Security a.i. who will be responsible for the quality assurance of the deliverables.

Schedule of Payments:

Payment in full upon final submission and satisfactory deliverables submitted.

Financial/Price Proposal evaluation******:

  • All financial proposals must be given in THB.
  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
