You have:

  • Fluency in English and Bahasa Indonesia is required.
  • Understanding of gender equality and women’s human rights would be an asset.

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Indonesia, UN Women works with government, civil society organizations, academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Ending Violence against Women (EVAW)

Under Ending Violence against Women (EVAW) portfolio, UN Women works for the enhancement of coordinated quality services for women survivors and the prevention of VAW through information sharing and awareness raising activities. UN Women has been running three main programs to address VAW, particularly among vulnerable groups, including Women Migrant Workers (WMW) and Women Living with HIV (WLHIV).

In order to reduce the vulnerability of women migrant workers from violence against women and trafficking, UN Women is implementing Safe and Fair (SAF) Program, part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls. SAF Program delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. It is implemented in partnership with ILO and engages with government and non-government organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities.

Through Migration MPTF (MMPTF) Program, UN Women also promotes the implementation of Global Compact for Safe, Orderly, and Regular Migration (GCM). This is a joint program with IOM and UNDP to enhance migration governance in Indonesia by supporting the Government of Indonesia’s capacities in evidence-based migration management, with the appropriate gender responsiveness, at the national and sub-national levels as well as to support improved cooperation at the global level. Under this program, UN Women ensures the implementation of GCM is gender responsive and based on human rights principles.

In addition to address VAW in the context of migration, UN Women also works for the prevention and response of VAW among women living with HIV/AIDS. Under UNAIDS Unified Budget, Accountability and Result Framework (UBRAF), in 2021, UN Women is supporting two women-led local NGOs, IPPI (the national network of Women Living with HIV) and SPEK – HAM, to bridge VAW and HIV services, so women living with HIV who experience VAW have increased access to coordinated quality services, including continuing their HIV treatment.

Women’s Economic Empowerment (WEE)

The overall objective of the Women’s Economic Empowerment programme is that more women lead, participate and have access to enhanced business opportunities and leadership within the private sector to advance sustainable and inclusive growth.

One of the women’s economic empowerment programmes is the Together Digital programme funded by the Ant Foundation. The programme aims to support women entrepreneurs (in MSMEs) in China and Indonesia to establish, maintain and expand their businesses through training, support services and knowledge exchange opportunities. The overall objective of the programme is that women-owned SMEs and entrepreneurs have increased capacities and access to markets and financial services including technology based, for start-up and building resilient business. In Indonesia, the programme will focus on capacity building on gender responsive entrepreneurship skills, including on digital skills, and facilitate women entrepreneurs to gain access to funding and market.

To capture the work that has been done and expand outreach, UN Women Indonesia is seeking to engage two communications consultants to support the effective implementation of the communication plans and activities to promote EVAW and WEE in Indonesia.

Duties and Responsibilities

Under the supervision of Advocacy and Communication Analyst and in close coordination of the thematic team lead for Ending Violence against Women and Women’s Economic Empowerment, the consultant will undertake the following tasks:

Assist in the development and implementation of programme’s communication and outreach plan.

  • Support the design and implementation of programmes’ communication and outreach plan.
  • To contribute to the development of communications collaterals, including but not limited to social media contents, human impact stories, event articles, and videos.
  • Ensure effective channels for dissemination of all information products to relevant target audiences identified and distribution supervised.
  • Provide end-to-end support to campaigns and events implemented and/or supported by EVAW and WEE programme and its partners by preparing different communication material, media advisories, concept notes, event scenario, short video clips, drafting talking pointers, speeches etc.
  • Provide advice and guidance to responsible parties to ensure a unified visual identity for all program activities, materials, and events. Oversee the qualitative aspects of production, (e.g. translations, reviews of layout and graphic design).
  • Liaison closely with designer, photographer, videographer to ensure adequate branding and assisting in conceptualizing and coordinating the production of different projects’ visibility materials, (e.g factsheets, video clips, publications).
  • Advise in terms of message formulation and identification of effective communication channels for reaching the target groups.
  • Provide the monthly monitoring communication report.

Manage programme’s media/press relations and external relations.

  • Support the organization of online/offline press conferences and facilitate media interviews related to EVAW and WEE programme.
  • Draft press releases and media kits
  • Assist in day-to-day coordination with UN Women’s partner in executing campaigns
  • Assist UN Women’s outreach strategies to reach and maintain relations with external partners.

Contract Period and Work Location

The period of this consultancy is from 1 November 2022 to 31 March 2023. The consultants will work home-based or at the UN Women Indonesia Office (subject to recent development and regulations related to the COVID-19 pandemic).

Contract period and work location

The period of this consultancy is from 1 November 2022 to 31 March 2023. The consultant will work home-based. The consultant might be requested to attend in-person meetings, participate in in-person events, travel on a mission for which travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.

Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

Contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of above defined technical and financial criteria.

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. The consultant is responsible for their own income taxes and UN Women is not obliged to deduct them.
