Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women office in Ethiopia plays a dual role, representation to the African Union (AU) and United Nations Economic Commission for Africa (UNECA) and representation to Ethiopia. In this regard, under its regional function, the Ethiopia country office engages with the AU and its various organs, the United Nations system particularly ECA, regional CSOs and international NGO, as well as the diplomatic community and in particular, delegations to the African Union.

Through the office, UN Women provides technical support to Member States in collaboration with UN Women Country offices where available , the AU and ECA in the adoption, implementation and monitoring of commitments on gender equality and women’s empowerment (GEWE) at the regional level, and in accordance with its mandate. Furthermore, the Ethiopia Country Office (ECO) will represent UN Women in the UN Liaison Team and contributes to gender mainstreaming in UN System in the context of the Regional Coordination Mechanism (RCM) Africa to advance the GEWE agenda on the continent.

In 2020, UN Women Ethiopia through its Liaison Unit commenced the implementation of the Spotlight Initiative Africa Regional Program (SIARP) – which has a continental scope –and will focus on three pillars: (1) Legislations and policies, (5) Quality and reliable data and (6) Strengthening the women’s movement in its relations with the African Union and other regional players. The four-year programme is implemented in two streams whereby UN Women will lead the overall coordination of Stream I that aims to promote regional response to addressing Sexual and Gender-Based Violence (SGBV), Harmful Practices (HP) and Sexual and Reproductive Health and Reproductive Rights (SRH&RR) in Africa. UN Women will also be leading the implementation of activities under Pillar 6 of Stream I in close collaboration with the UNDP and UNFPA.

In implementing its Strategic Note (2017-2020) and other program commitments, the UN Women Ethiopia through its Liaison function to the AU and ECA aims at providing technical assistance to the African Union Commission through the Women, Gender and Development Directorate (WGDD) to effectively mainstream gender issues in AU and its programs and policy processes. UN Women will also collaborate with relevant departments of the AUC for gender responsive development and implementation of regional initiatives. In addition, UN Women continues to establish and strengthen strategic partnerships with relevant UN agencies, INGOs and regional CSOs to implement catalytic initiatives in supporting the continental GEWE agenda.

In this regard, the UN Women Ethiopia Liaison Unit will coordinate regional GEWE related policy platforms, generate knowledge and evidence and carry out UN Coordination related activities towards the full implementation of global and continental legal and policy frameworks. Accordingly, the unit proposes to establish and strengthen strategic partnerships to catalyze the adoption and implementation of gender responsive regional policies which inform programming, policy and partnerships at different levels in Africa.

To this end, UN Women Ethiopia proposes to engage the services of a national consultant who will contribute to and support program implementation, coordination and advocacy actions in close consultation with other teams members in the Liaison unit including the Spotlight Initiative Africa Regional Program to deliver on the tasks sand responsibilities outlined below

Duties and Responsibilities

Under the overall guidance of the Senior Liaison Adviser and the supervision of the Liaison Specialist, the Program Assoicate will undertake the following tasks:

Program management, monitoring and implementation

  • Support the implementation of regional programs and initiatives including the Spotlight Initiative Africa Regional Program Stream I relevant activities
  • Contribute to the preparation of annual work plans and budgets and follow up for timely delivery including through a proper record of budgets and spending
  • Prepare the quarterly, annual and activity/project specific reports of the Liaison programme
  • Identify and provide technical assistance to build the capacity of partners to implement regional programs and initiatives
  • Contribute to design Project proposals and concept notes to support resource mobilization efforts
  • Make pertinent logistical arrangements for the prompt and effective implementation of activities

    Coordination and advocacy

  • Participate and contribute to relevant regional policy processes and technical working groups

  • Support the coordination of UN Women led GEWE forums including high-level multi-stakeholder continental consultations to showcase, network and promote cross-learning among CSOs under the Spotlight Initiative Regional Program Stream I
  • Maintain communication with regional women’s rights networks to facilitate information sharing and the engagement of CSOs in regional opportunities including under the Spotlight Initiative Africa Regional Program to influence policy decisions of significance for GEWE
  • Participate in UN inter-agency coordination meetings, meetings with AU partners and prepare the notes for file and minutes

    Knowledge Management and Communication

  • Provide support to the documentation and sharing of good practices and dissemination of lessons learned in the implementation of led initiatives

  • Support the development of policy briefs and the coordination of dialogue forums on regional GEWE priorities and programs
  • Contribute inputs to knowledge products and policy documents
  • Support in collecting data for talking points, briefing notes and researches to be conducted on the regional level activities of the office

  • Contribute to the write up of pre and post event press releases

Required Skills and Experience

Education and certification

  • A first level university degree in Gender Studies, International Relations, Law, Social Sciences or development-related area of study.

Experience

  • At least 2 years of relevant experience in advocacy, program management and coordination, partnership building experience in gender, women’s and human rights related programs
  • Good interpersonal, networking and communication skills
  • Strong familiarity working with UN agencies or other regional organisations in the development sector
  • Proven advocacy, analytical and writing skills
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others)
  • Experience in a multilateral or international organizations (Desirable)

Language

  • Fluency in spoken and written English is required.
  • Working knowledge of French language is an advantage.
