Purpose of assignment:

UNICEF is looking for a consultant (program manager) in the digital department to support the Ministry of Social Policy of Ukraine in the management of digital projects and initiatives that are planned to be developed by the Ministry of Social Policy of Ukraine.

With the support of the program manager, UNICEF plans to support the Ministry of Social Policy of Ukraine in coordinating the digital team under the Ministry from a programmatic point of view. The Program Manager is also expected to be responsible for overseeing digital programs and projects funded by donors.

Main tasks:

1. Management of all digital initiatives that relate to the digitization of social services from a programmatic point of view.

2. Supervision of all digital programs, projects and processes funded by various donors that cooperate with the Ministry of Social Policy of Ukraine.

3. Managing a digital team under the Ministry of Social Policy to achieve established goals under tight deadlines.

4. Ensuring the implementation of the “open data” concept while providing proposals for data that can be shared with the public.

5. Coordination with the Ministry, international donors, and other key stakeholders to ensure alignment on key objectives for digitalization of the social sphere, including the establishment of a new forum.

6. Analysis of global experience of digital initiatives in the provision of social services and implementation of payments and benefits. Initiation and support of the development of unified services, automation for the purpose of optimization and unification of services.

7. Other tasks regarding the development of digital initiatives as agreed with the Ministry of Social Policy of Ukraine.

The Program Manager will work under the guidance of the Social Policy Officer from UNICEF and will be responsible for the results of the work of the digital team under the Ministry of Social Policy of Ukraine. In addition, the program manager must provide all the necessary information about the results of the digital team's work to the general program manager. The program manager will be in constant communication with representatives of the Ministry of Social Policy of Ukraine. It is expected that the program manager will work in the Ministry of Social Policy of Ukraine premises.

All reports and other documents prepared by a consultant must be agreed with a representative of the Ministry of Social Policy of Ukraine and UNICEF.

To qualify as an advocate for every child you will have…

Education: Bachelor's degree (or higher) in Management, Economics, Public management and administration, and other specialties.

Professional experience:

  • At least 7 years of experience working as a program manager in public or private sector;
  • Successful cases of project implementation for the public or private sector;
  • Experience working with a wide range of stakeholders;
  • Experience in managing digital teams;
  • Experience in implementing digital projects will be an advantage.

Language:

  • Ukrainian: Proficient/Native [C2];
  • English: Upper-intermediate [B2].

Deliverable 5. Prepare monthly (total of 6) report on the results achieved by the digital team (all areas: digital projects, cybersecurity, data analysis, and so on) and the results of work with donors, as well as a plan for the team's work schedule for the next 4-5 weeks. The last report (number 6) should also contain recommendations and a description of the next steps that the Ministry of Social Policy needs to take in this direction.

* Deliverable #5 reporting deadlines: (1st report – 5 May 2023, 2nd report – 2 June 2023, 3rd report – 7 July 2023, 4th report - 4 August 2023, 5th report – 8 September 2023, 6th report – 9 October 2023) The total amount of payment will be divided into 6 equal payments, payment will be made after the submission of the report.

Travel plan (10 days): It is expected that the consultant will take part in several trips to the regions of Ukraine in order to get acquainted with the work of USISS, as well as control the implementation of digital systems in the regions of Ukraine. The travel plan will be developed jointly with the Ministry of Social Policy of Ukraine.

Please provide an all-inclusive financial proposal including travels to carry out the deliverables listed above.

i Costs indicated are estimated. Final rate shall follow the “best value for money” principle, i.e., achieving the desired outcome at the lowest possible fee. Consultants will be asked to stipulate all-inclusive fees, including lump sum travel and subsistence costs, as applicable.

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
