Purpose of consultancy

The World Health Organization is looking for an English-speaking experienced consultant to support the Country Office on the prevention and response to sexual exploitation abuse and harassment (PRSEAH) and deliver the services described below between 01 July to 15 December 2022, mainly in our office located at the Ministry of Public Health, Tiwanon Rd, Nonthaburi. The position provides support on the prevention and response to sexual exploitation abuse and harassment (PRSEAH) to the WHO Country Office (WCO).

Background

WHO has zero tolerance for sexual exploitation, abuse and harassment (SEAH), and for inaction against it. In 2021, following allegations of SEA in the 10th Democratic Republic of Congo, the Organization started an intensified WHO-wide effort to prevent and respond to SEAH. The Organization’s current unified framework for addressing SEAH is outlined in the WHO Management Response and its accompanying Implementation Plan. The Plan outlines three overall pillars of work: shifting WHO to a victim- and survivor-centered approach; ensuring accountability of the entire workforce and managers and leaders accompanied by capacity building, and reforming WHO’s structures, systems and cultures. WHO’s Policy Direction on Protection from SEA requires the identification of a focal Point in every office, department and programme. The consultant is recruited to support the WHO Country Office strengthen the PRSEAH accountability and activities in the workplace, based on global and regional plans. The consultant will participate in the global network of PRSEAH experts and officials working for WHO and will keep the WCO updated on the guidance and resources. In addition, the consultant will have opportunity to support in a closely related topic of promoting Gender, Equity, Rights and Disability in WHO programming.

Description of duties

Under the over-all guidance of the WHO Representative, and day-to-day supervision of Medical Officer NCD, the consultant will perform the following tasks:

A. Support to WCO on PRSEAH

1.Support the WCO and its implementing partners on matters and activities related to PRSEAH/GER, keeping them updated on requirements and sourcing support from the regional or global levels as needed.

2.Support the implementation of the Regional Plan on PRSEAH, within the broader framework of WHO’s work on the same.

3.Facilitate the assessment of SEAH risk in the country, and work with relevant colleagues to develop and monitor risk mitigation plans.

4.Support WCO to implement the 10 core in-county PRSEAH activities that address multiple sources of SEAH risks as follows:

a) Embed PRSEAH in programme and response mechanisms and strategies, e.g. strategic preparedness and response plan, cluster strategy and funding mechanisms.

b) Align with the UN and Inter- Agency Standing Committee on PRSEAH work and ensure that WHO implements the agency-specific responsibilities; and ensuring funding proposals and appeals have PRSEAH included in them.

c) Engage government entities at the outset of a community-facing programme or emergency response so that they are aware of WHO’s standards and expectations of PRSEAH from national personnel who work with us; and provide training and other support as needed for government personnel.

d) Conduct SEAH risk assessment and develop, implement and monitor mitigation plans

e) Screen all personnel, staff and non-staff, standing and surge capacity, at a minimum in the UN Clear Check database.

f) Ensure all personnel are familiar with WHO’s policies and Code of Conduct and that they sign these documents as commitment to adhere to them

g) Ensure all personnel have completed mandatory training on SEA and SH, and that they received context-specific briefings, trainings and refreshers.

h) Communicate clearly and repeatedly the obligation of all personnel to raise any concern related to SEAH directly to authorized officials and the WHO Internal Oversight Services (IOS).

i) Assess and build up implementing partner’s PRSEAH capacities and hold them accountable as per the UN Protocol on Allegations of Sexual Exploitation and Abuse involving Implementing Partners

j) Empower communities and adopt a victim and survivor-centred approach for implementing the UN Protocol on the Provision of Assistance to Victims of Sexual Exploitation and Abuse. 5. Support the WCO to complete the SEAH compliance list

B. Coordination with the UN Country Team (UNCT)

6. Ensure communication and coordination of SEAH activities with UN Country Team

7. Facilitate fulfilment of interagency requirements for PSEAH and contribute to joint work such as community engagement, community-based complaints mechanisms, support for joint missions, etc., and bring any gaps to the attention of the supervisor/WHO Representative.

C. Victim and survivor services

8. Work with programme and administrative colleagues in WHO, and in collaboration with the UN Country Team to map victim and survivor services in-country and highlight gaps

9. Support WCO in the process of addressing SEAH complaints, concerns and allegations from victims and survivors, bystanders or witnesses in a safe and confidential manner, and ensure all victims and survivors are referred to the services they need, as necessary

D. Learning and development

10. Document and share lessons learnt and participate in meetings of the WHO global PRSEAH network

11. Conduct a review of Gender, Equity, Rights and Disability (GERD) situation based on WHO Output Scorecard (OSC) and recommend concrete actions to improve WCO’s performance in this biennium.

12. In coordination with SEARO, facilitate and organize tailored trainings on PRSEAH and GER of the WHO staff and implementing partners, as necessary

Deliverables:

1.WCO SEAH Risk Assessment conducted – expected by 30 July 2022

2. WCO SEAH Risk Mitigation Plan developed – expected by 15 August 2022

3. SEAH Compliance List completed – expected by 15 October 2022

4. Mapping of victim and survivor services and gaps developed with UNCT – expected by 15 Dec 2022

5. Documentation of PSEAH work, lessons learned and best practices – expected by 15

6. GER review and recommendations based on OSC completed – expected by 15 November

7. Trainings for WCO staff on GER and PSEAH conducted – expected by 30 October

Qualifications, experience, skills and languages

Educational Qualifications

Essential: A university degree in social sciences, gender, law, human rights, international development, international relations, public health or other development-related fields Desirable: Specialised training in PRSEAH, gender, human rights, gender, or gender-based violence

Experience:

Essential: A minimum of two years of relevant experience in plans and programmes related to gender equality, women empowerment, violence, gender mainstreaming, disability and/or human rights Desirable: Exposure to international development and familiarity with the UN system is an advantage

Skills/Knowledge:

  • Effective time-management skills
  • Strong capacity to embrace cultural diversity and sensitivity to gender issues

Expert knowledge of Thai and English (read, write speak)

Location

On site: The consultant will be working full time at WHO Country Office (Nonthaburi), but with options to work virtually depending on circumstances and requirements.

Remuneration and budget (travel costs are excluded):

a. Remuneration: Payband level - Remuneration currency - Payband range Band level - NO.B (monthly rate range of THB 171,608 – 221,416) b. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): This is a local consultancy and is open to all Thai nationals. c. Expected duration of contract: 1 July – 15 December 2022
