How can you make a difference?

In responding to COVID-19, UNICEF remains committed to ensuring support to poor and the most vulnerable families with children in Ukraine. COVID-19 being first and foremost a public health emergency, also has a significant (both immediate and long term) socio-economic impact.

In March-April 2020 UNICEF Ukraine conducted a series of studies to estimate the magnitude of the impact of COVID- 19 on poverty and to analyse inequality in the country. The studies provided first and much needed evidence and supported policy dialog in Ukraine. Based on the microsimulations, poverty was expected to increase significantly due to income contracting as a result of COVID-19. Under the less severe scenario absolute poverty was expected to increase from 27.2 per cent to 43.6 per cent. The impact on child poverty was estimated to be even larger: under the less severe scenario absolute child poverty was expected to increase from 32.9 per cent to 51.3 per cent. According to UNICEF estimates, everything else being equal under the less severe scenario Ukraine could have expect 6.3 million more people to be living in property of whom 1.4 million would have been children. In addition, the study "COVID-19 Exacerbates Inequality in Ukraine: Internet Access, Availability of Computers and Living Conditions" revealed striking inequality across families with children even during 2019 pre-COVID year.

In this context and based on the earlier analysis, UNICEF Ukraine commissions to engage a national consultant to conduct the following:

(i) Analyse actual poverty, incl. child poverty based on the household survey data of the first 9 months of 2020 and compare with pre-COVID levels and April 2020 UNICEF projections.

(ii) Update the study on inequality the data from the first 9 months of 2020 and conduct comparison with pre-COVID inequality levels. Supplement with analysis on income inequity.

(iii) Update UNICEF report "Child Poverty and disparities" with 2019 annual data.

Deliverable: In collaboration with UNICEF Social Policy section analyze actual poverty level, incl. child poverty based on the household survey data of the first 9 months of 2020 and compare with pre-COVID levels and April 2020 UNICEF projections (by key national poverty indicators). Analytical note submitted (in Ukr) (incl. technical results of calculations, do.files, etc). Deadline: 30 may 2021 (14 days). Deliverable: Update the study on inequity with the data from the first 9 months of 2020 and conduct comparison with pre-COVID inequality levels. Supplement with analysis on income inequity. Updated study on inequality submitted (in Ukr). Deadline: 15 June 2021 (7 days).

Deliverable: Update UNICEF report "Child poverty and disparities" with most recent 2019 household annual data (Chapters 1-4). Updated Ch 1-4 of the report submitted. Deadline: 1 August 2021 (25 days).

Deliverable: Update UNICEF report "Child poverty and disparities" with most recent 2019 household annual data (Chapters 5-9). Updated Ch 5-9 of the report submitted. Deadline: 10 September 2021 (25 days).

To qualify as an advocate for every child you will have…

Education: Master's degree in economics, math, socio-economic development and a relevant field.

Professional experience: At least 5 years of experience and skills working with Ukraine household budget data; Proven knowledge and expertise conducting child poverty/inequality analysis.

Language: Ukrainian - Advanced [C1]; English is an advantage.

Skills and competencies: Strong analytical and microeconomic modelling skills; Strong planning, communication and writing as well as

networking skills.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
