National Consultant, Poland: Data Coordinator for WHO's household survey on Assistive Technology

Purpose of the position The resolution on improving access to assistive technology (WHA71.8) mandates WHO to develop a Global Report on Assistive Technology (GReAT) in the context of an integrated approach, based on the best available scientific evidence and international experience. The global report would be utilized to:

1. Showcase the current global status in terms of access to AT with a comprehensive dataset, description and analysis 2. Draw the attention of governments and civil society about the need for and benefit of improved access to assistive technology, especially the return on investment 3. Make recommendations for concrete actions that will improve access to AT, especially in resource limited settings, based on the best available scientific information and country experience 4. Support implementation of the Convention on the Rights of Persons with Disabilities (CRPD) and making Universal Health Coverage (UHC) inclusive, eventually to meet the Sustainable Development Goals (SDG).

In August 2019, the 1st Global Consultation on GReAT was successfully organized by the WHO with 260 participants and over 80 full manuscripts and illustrations from the global AT stakeholders. These contributions are to be selected and further developed into the chapters in the global report. Nowadays, there is little data available on access to assistive products and services at country level. For the GReAT and consequent development and implementation of national programme to improve access to AT, data on need, unmet need, demand and barriers to access to AT is essential. The WHO has developed a household survey tool– a rapid Assistive Technology Assessment (rATA) and the mobile data collection tool to support countries in collecting such data in a systematic and rapid approach. Technical and financial support to countries for the implementation of data collection are to be provided across WHO HQ, ROs and COs in 2020 - 2021.

Description of duties The following tasks are to be completed in close consultation and collaboration with the WHO technical team.

Objective 1: Coordinate rATA data collection in the country. Task 1.1: Study the rATA data collection materials and participate in the master training workshop organised by WHO HQ. In collaboration with WHO regional and country offices, obtain all necessary official clearance and (ethical) approvals for rATA survey deployment in the country. Task 1.2: In collaboration with WHO technical team, develop rATA data collection workplan, which includes 1) sampling strategy and implementation plan for a national representative data, with sufficient documentation of sample size calculation, sampling frames & design, enumeration areas and households; 2) in-country enumerator training and enumeration plan; 3) required timeline and resources; 4) define the work remit of field supervisors and survey enumerators with quality assurance during the data collection phase. Obtain the sample weights from relevant institute or government agency to facilitate field data collection and later data analysis. Task 1.3: In consultation with WHO technical team, conduct necessary adaptation and testing of the survey prior to in-country enumerator training, including translation to local language and testing of translated survey and mobile data collection tool. Task 1.4: In collaboration with the WHO technical team, lead the design of the in-country survey enumerator training workshop - ensure the survey methodology and implementation process meet the rATA survey deployment guideline/manual and according to the workplan. Task 1.5: In collaboration with WHO technical team, provide technical input in the development of terms of reference for the national statistical agency or other similar research agency for data collection on assistive technology. Task 1.6: With the support from WHO technical team, organize and deliver the in-country training for all enumerators to acquire the necessary knowledge and skills to conduct the data collection in the field. Organize necessary field testing with enumerators prior to data collection to ensure correct use of the mobile data collection tool and understanding of the process. Task 1.7: Arrange logistics (e.g. transportation, accommodation) for enumerators to conduct data collection in the field. Provide guidance and support to the enumerators during field data collection. Monitor process and ensure timely delivery of data with the quantity and quality according to the workplan. Task 1.8: With the support from WHO regional and country office, obtain government review and clearance of publishing the rATA survey data and findings in the World Report on Assistive Technology, and use the data to develop a national assistive technology access factsheet. Task 1.9: Be the correspondent in support to the WHO technical team during the data collection and analysis process.

Task 1.10: Organization of a national workshop on dissemination of the survey findings and development of follow-up action plan. Task 1.11: Contribute in development of a WHO European Region fact sheet on AT.

Contract The contract duration will be 12 months.

Recruitment profile

Education Qualifications

Essential: University degree in health or social sciences Desirable: Advanced university degree in health or social sciences

Work experience

Essential - 5 years relevant work experience in coordinating/leading complex, large scale data collection project, ideally with experience in nation-wide household surveys; - Work experience with relevant collaborating partners, such as research institutes, statistical bureaus and relevant ministries.

Desirable - Experience with population/public health; - Experience with assistive technology; - International experience and/or experience with international collaboration.

Functional knowledge and skills

Essential - Good communication and people management skills; - Problem solving and negotiating abilities to work with multiple stakeholders; - Passionate about improving quality of life of populations, including people with disabilities.

Languages

Essential: Excellent knowledge of English and Polish (both oral and written).

Supervision The consultant will work under the supervision of WHO Representative, Poland.

Location Warsaw, Poland.

Remuneration Remuneration is based on classified requirements of the terms of reference of the individual consultant contract with related academic and professional experience applied for the grade in accordance with WHO’s national consultant’s pay rate. If any field missions are required and approved by the WR, those costs will be covered separately along the WHO Travel policy modalities.

Payment Schedule Payment will be disbursed monthly, upon delivery of services and specified outputs/deliverables, and certification by responsible officer that the services have been satisfactorily performed.
