KEY AREAS AND QUESTIONS FOR REVIEW

The consultant will focus on the following areas and questions: Relevance

  • Is the project design and logic including the theory of change relevant and appropriate to the situation of the beneficiaries in the project areas?
  • Is the project targeting the right group of stakeholders to achieve the project’s objectives?
  • To what extent is the size and regularity of the cash transfer adequate to the needs of the beneficiaries in the project areas?
  • How well is this project complementing other partners’ interventions in the project areas to address the needs of women and their children?

Effectiveness

  • To what extent and how has the cash transfer been used for better consumption (quality, quantity, and diversity) of the mother?
  • How adequate have the field operational processes been, including training, community sensitization, beneficiary outreach, enrolment, payments, and the complaints and feedback mechanism?
  • How effective have the awareness raising SBCC sessions been delivered by the programme?

Efficiency

  • How well has the delivery process been managed, considering the time and resources at each stage of implementation and coordination?
  • How well has the financial management system been established, including reporting and reconciliation?
  • How well are the monitoring and other reporting mechanism functioning?

SCOPE OF WORK

The consultant will perform the following tasks:

a) Review project documents, guidelines, protocols, and operational manuals to gain a comprehensive understanding of the program's objectives, processes, and procedures. b) Conduct key informant interviews with relevant stakeholders, including program managers, implementing partners, and beneficiaries, to gather qualitative insights and perspectives. c) Organize focus group discussions with selected beneficiaries to gain their perspectives on the program's delivery processes, targeting mechanisms, payment systems, and overall satisfaction. d) Analyze program data, including beneficiary registration data, payment records, monitoring reports, and program evaluations, to assess the effectiveness and efficiency of the processes. f) Prepare a comprehensive performance review report, presenting the findings, analysis, and recommendations. g) Develop a set of actionable recommendations for enhancing the efficiency, effectiveness, and adherence of the Social Protection Cash Transfer Project, addressing identified strengths, weaknesses, and areas for improvement.

PRODUCTS TO BE PRODUCED

The consultant will deliver the following outputs:

a) Review Plan: A detailed review plan, including the methodology, data collection tools, and analysis framework, approved by the contracting organization.

b) Combined Performance Review Report: A comprehensive report presenting the findings, analysis, and recommendations based on the evaluation objectives and methodology of both projects of WFP and UNICEF. The report should include an executive summary, introduction, methodology, findings, analysis, recommendations, and annexes.

c) Separate Performance Review Report: A separate comprehensive report presenting the findings, analysis, and recommendations based on the evaluation objectives and methodology for each project of WFP and UNICEF. The report should include an executive summary, introduction, methodology, findings, analysis, recommendations, and annexes.

d) Recommendations: A set of actionable recommendations for enhancing the efficiency, effectiveness, and adherence of the Social Protection Cash Transfer Project, addressing identified strengths, weaknesses, and areas for improvement.

e) Dissemination: Organize presentations to share the findings and recommendations with relevant stakeholders, fostering a culture of learning and improvement.

QUALIFICATIONS AND EXPERTISE

Education: Advanced degree with experience in statistics, research methodology, social sciences, or related technical field Experience: Three or more years of Social Protection and Social protection cash transfer project and Five or more years of Research Experience Language: Intermediate in both oral and written communication in English and Myanmar languages are required.

QUALIFICATIONS AND EXPERTISE

The consultant should possess the following qualifications and expertise:

a) Advanced degree with experience in statistics, research methodology, social sciences, or related technical field b) Strong understanding of social protection policies, processes, and best practices. c) Expertise in qualitative and quantitative research methods, including data collection, analysis, and reporting. d) Familiarity with the specific context of the social protection cash transfer project being reviewed is an asset. e) Demonstrated ability to work independently, meet deadlines, and deliver high-quality outputs.

REPORTING AND COORDINATION

The consultant will closely coordinate with the team-leaders of Peri-urban Teams of WFP and UNICEF in Yangon, activity-7 manager, social protection focal in WFP Myanmar country office and assigned person from UNICEF. Regarding reporting, the consultant will report to the head of Nutrition unit in WFP Myanmar country office.
