You have:
- Master's or higher degree in public policies, development studies, development statistics, economics, finance, or relevant fields.
- At least 5 years of professional working experience in multi-disciplinary country/national level situational analysis.
- Experience in producing Financial Needs and Landscape Analysis in the last five years is desirable.
- Experience working with international organizations on UN Common Country Analysis and related country programming is an asset.
- Fluency in spoken and written English and Mongolian is essential.
- Excellent writing skills and proven ability to produce quality documents/reports.
- Ability to design and implement participatory, inclusive, and innovative methods and tools.
Result of Service Upon the completion of the consultancy service, the selected consultant shall submit below deliverables to the supervisor.
1. Revised/finalized the Partnership and Resource Mobilization Strategy 2. Updated Funding Framework to be reflected to the JWP update for 2024 3. Supports provided to the PRMSG. At least 2 meetings of the PRMSG

Duties and Responsibilities The United Nations General Assembly resolution 72/279 elevated the United Nations Development Assistance Framework (now renamed the United Nations Sustainable Development Cooperation Framework) as “the most important instrument for planning and implementation of the UN development activities at country level in support of the implementation of the 2030 Agenda for Sustainable Development (2030 Agenda)”. The Cooperation Framework guides the entire programme cycle, driving planning, implementation, monitoring, reporting and evaluation of collective UN support for achieving the 2030 Agenda. The Cooperation Framework determines and reflects the United Nations development system’s contributions in the country and shapes the configuration of the UN assets required in and outside the country. The Cooperation Framework represents a commitment to the people and country particularly the most marginalized and vulnerable.
The UN co-signed the new generation of United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023-2027 with the Government of Mongolia last May 2022. The UNSDCF was designed based on the shared vision of development that aims to guide the Government and UN’s joint work in the next five years based on the Vision-2050 of Mongolia and 2030 Agenda.
To inform the new Cooperation Framework for Mongolia, the United Nations completed a UN Common Country Analysis (CCA) in 2021 as the UN system’s independent, impartial and collective assessment and analysis of Mongolia’s socio-economic and developmental situation, progress gaps, opportunities and bottlenecks vis-à-vis Mongolia’s commitment to achieving the 2030 Agenda. The United Nations in Mongolia commenced the UNSDCF implementation since January 2023 and Joint Implementation Plan (JWP) was prepared and reinformed for implementation. The JWP includes the Multi-year Funding Framework for UNSDCF.
A critical part of the UN reform process is the new configuration of the Resident Coordinator Office. Currently, the office in Mongolia is not fully staffed and is missing a Partnership and Development Finance officer who normally would support the processes of establishing the financing framework and the partnership strategy in the UNSDCF.
Qualifications/special skills A Master’s or higher degree in the fields of public policies and development studies, development statistics, economics; finance or other relevant fields; At least 5 years of professional working experience in conducting multi-disciplinary country/national level situational analysis in relevant fields and similar activities as the ones of the terms of reference Experience in the production of Financial Needs and Landscape Analysis, in the last five years is desirable. Experience working with international organizations, particularly on UN Common Country Analysis, country programming related to the 2030 Agenda for Sustainable Development and the SDGs, SDG nationalization and reporting processes is an asset Excellent communication skills, demonstrated ability to facilitate/conduct meetings, ability to communicate with wide range of stakeholders, including government, civil society, senior level UN staff and international development partners. Ability to design and implement participatory, inclusive, and innovative methods and tools;
Languages Fluency in spoken and written English and Mongolian is essential. Excellent writing skills and proven ability to produce quality documents/reports.
