Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS). In partnership with the Office of the Deputy Prime Minister on European and Euro-Atlantic Integration, UN Women provides support to the national security sector institutions, including the Ministry of Interior Affairs (MoIA), in implementation of the UN Security Council Resolution 1325 and the subsequent resolutions on Women, Peace and Security. UN Women supported the state institutions with development of a National Action Plan for Implementation of UNSCR 1325 on WPS for 2021-2025 (NAP 1325), which was adopted in October 20201, and updated on 16 December 20222, and stands ready to provide technical support in its implementation.

To further support the consolidated efforts of the Parliament, Government, women’s groups and civil society organizations (CSOs) to meet the state commitments on gender equality and women’s rights, including CEDAW, UNSCR 1325 and SDGs, through governance reforms and peace and security processes, UN Women launched the project “Building democratic, peaceful and gender equal society in Ukraine – Phase II”, funded by Norway. The project goal is for women to meaningfully participate in and equally benefit from peace and security processes at all levels in Ukraine. This will be achieved via supporting meaningful participation of women and their organizations in conflict prevention, resolution, and recovery and by supporting government at all levels in implementing and monitoring WPS commitments in sustainable and inclusive ways.

The national security sector is one of the priority national reforms under the Strategy for Sustainable Development. The Government implements the National Security Strategy, adopted on 14 September 20203, which aims to achieve the national security priorities, the reforms envisaged by the Association Agreement between Ukraine and EU, as well as partnership with NATO. It also includes gender equality provisions for the first time: ensuring equal opportunities for women and men in full realization of their potential; effective implementation of state policy on ensuring equal rights and opportunities for women and men; zero tolerance to gender-based discrimination.

To ensure comprehensive gender mainstreaming, as well as to institutionalize implementation of the gender equality and women’s empowerment commitments, UN Women supported the Ministry with the development of their sectorial plan on implementation of NAP 1325, which has been adopted by the Ministry in 2021.

The Russian full-scale invasion of Ukraine in February 2022 raised new challenges and needs in protecting women’s and girls’ rights and ensuring their equal and meaningful participation in peace processes. To support the MoIA to respond to the new challenges and to further integrate and implement the gender equality and women’s empowerment commitments, including WPS agenda, UN Women will providing expert advice through the National Consultant on WPS for further institutionalization of WPS agenda in the Ministry and its coordination bodies.

Therefore, UN Women is looking for a WPS expert who will work as a National Consultant on WPS with the focus on the following areas of responsibility: providing support with gender analysis and policy advice on implementation, monitoring and evaluation of the Ministry’s sectorial plan on NAP 1325 implementation, methodology development and conducting gender-related research initiatives (including but not limited to audits, assessments, questionnaires), design and implementation of information awareness raising initiatives and supporting with institutionalization of capacity building initiatives in the Ministry.

Year 2022 has been one of the most complicated periods in gender sensitive security sector reform and in implementing WPS commitments and priorities in Ukraine given the ongoing war and Russian military aggression that has negatively impacted especially on women’s and girls’ personal safety and security, their dignity and rights to live in peaceful society and participate equally and meaningfully in security sector related reforms and policy implementation. In order to better equip the MoIA to prevent and response to the conflict related sexual violence it is proposed to continue supporting the MoIA by providing ongoing technical and expert support for the Ministry. While protection of women and girls' safety during the time of war is one of the key priorities of the MoIA and amendment NAP 1325 is anticipated to be signed by the Government of Ukraine in coming weeks to provide the MoIA with a sufficient technical and expertise support in implementation of NAP 1325 and its respective commitments it is proposed to amend SSA with 137 additional working days.

Duties and Responsibilities

The National Consultant will work under the overall guidance of the UN Women Project manager (Project Coordination Analyst) and direct supervision by the Programme Analyst, and th? supervision by designated supervisor by the Deputy Minister of Internal Affairs of Ukraine and the Gender Unit by providing technical advice and expertise on the implementation of the MoIA Action Plan on the implementation of the NAP 1325.

The National Consultant will be responsible for implementing of a set of tasks, including, but not limited to:

  • Under the direct supervision of the Deputy Minister of Internal Affairs, develop a results-based work plan for the provision of advisory services, including tasks, indicators to measure progress, and a timeline of deliverables.
  • Prepare an Analytical Report "Satisfaction with Service Conditions in the MoIA" covering the 2021 and 2022 surveys and containing specific recommendations for improving working conditions, especially for women employees, and submit it to the Deputy Minister of the MoIA for consideration.
  • Develop recommendations on ways forward and opportunities for women's career development in the MoIA in the form of a short report and submit it for discussion and consideration to the Head of the Gender Unit of the MoIA (recommendations are based on the observations and monitoring of the appointment of women to senior positions, with recommendations for eliminating identified gaps).
  • Develop indicators for monitoring cases of sexual harassment and gender discrimination in the workplace and submit them to the Gender Unit of the MoIA for approval.
  • Develop recommendations on the use of ethical and survivor-centred approaches as relates to information on conflict-related sexual violence. Recommendations have strong focus on confidentiality, prevention of re-traumatisation of the survivors and the use of correct terminology in the MoIA’s publications and communication developed. Recommendations are discussed and the MoIA communication specialist are sensitized to the use of recommended terminology.

  • Develop informational materials on the implementation of the MoIA gender equality policy and promotion of a positive image of women in the security and defense sector, which are submitted to the Head of the Gender Unit for comments.

  • Develop a Matrix of early warning indicators of CRSV in close cooperation with thematic experts and submit it to the Head of the Gender Unit of the Ministry of Internal Affairs for feedback.
  • Prepare a Final Report on progress and achievements, lessons learnt and recommendations for the implementation of all the above deliverables.

The information materials, taking into account the comments of the Head of the Gender Unit, are posted on the websites of the Ministry and its main departments and units.

Inputs

  • UN Women and the Ministry of Interior Affairs of Ukraine will provide the Consultant with background materials related to the assignment.

  • The Ministry of Interior will provide the consultants with the space and access to the internal institutional documents.

  • The consultant is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery to the consultant.

  • Payment will be disbursed on monthly basis upon receipt of the deliverables (as per above matrix) and their certification by the Ministry of Interior Affairs of Ukraine and UN Women Project Coordination Analyst that the services have been satisfactorily performed:

Required Skills and Experience

Qualifications Education:

  • Advanced (Masters) degree in social sciences, law, public policy/administration, economics, development studies, gender studies or similar.

Experience:

  • Minimum 3 years of relevant experience providing gender mainstreaming policy advice and technical support to the government, parliament, civil society, and/or international organizations on Women, Peace and Security agenda;
  • Proven experience in conducting gender analysis, gender researches and assessments of legislation, policies and institutions;
  • Proven knowledge of UNSCR 1325 and gender perspectives in security sector;

  • Proven experience with organization and facilitation of learning sessions, like trainings, workshops and round tables with multiple stakeholders’ participation;

  • Previous professional experience with the United Nations would be considered an asset.

Languages and other skills:

  • Fluent Ukrainian and English;

  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.

  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30.
