Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women work in Ukraine is aligned to its corporate priority areas: increasing women’s leadership and participation; engaging women in all aspects of peace and security processes; and making gender equality central to national development planning and budgeting. As a part of the United Nations Country Team UN Women supports the government and the civil society in implementation of the international commitments on women’s rights and gender equality.

Ukraine has made a considerable effort to address gender inequalities that were pervasive at all levels of society. Political and institutional changes were introduced to strengthen the national gender mechanisms and mainstream gender equality in the national reforms.

UN Women’s web presence is the organization’s online window to the world, the go-to place for large global audiences who want to learn about the organization. It is therefore a crucial tool for UN Women to position itself as the premier advocate of gender equality and women’s empowerment globally and to present the results of its work for women around the world.

To enhance its communication with state and non-state partners, as well as the general public, in Ukraine the UN Women Ukraine Country Office aims at developing its official country website. The website will serve as a tool for UN Women Ukraine to provide up-to-date information to partners, donor organizations, media, private sector, academia and the general public, about gender equality, women’s empowerment, UN Women worldwide, UN Women Ukraine Country 2 Office, in particular. Thus, UN Women Ukraine Country Office seeks a Web Management and Editorial Consultant for the period of 5 months, to set up and launch a website.

Duties and Responsibilities

Under the overall guidance of the UN Women Representative in Ukraine and a direct day-to-day supervision of the UN Women Programme Coordinator and Communication and Advocacy Analyst, the National Consultant will implement a set of tasks, including, but not limited to:

  • Work with the regional office and UN Women headquarters to plan the information architecture and prepare the editorial content of the website, and work on setting up the website structure
  • Set up corporate web content management system (CMS), which is administered by the Communications and Advocacy Section in headquarters
  • Take part in specific training in the use of the CMS, provided by the HQ web team
  • Evaluate and test website to verify website function according to corporate rules and requirements
  • Validate that website performs to established guidelines
  • Participate in review of standards, procedures, tools and process
  • Work with the Website Specialist and web developers at headquarters to identify, troubleshoot and resolve technical issues on the WCMS
  • Prepare and develop test strategies and test plans
  • Update and modernize the website regularly and as needed
  • Assist UN Women communications team in solving quality assurance issues
  • Work collectively to solve defects
  • Assist in disaster recovery testing
  • Train the Communications and Advocacy Analyst and communications team on the use of WCMS website content adding/editing
  • Carry out any other appropriate associated work that may be requested to run smoothly the website.

  • All reports on Deliverables should be submitted in English languages (the supporting documents can be submitted in Ukrainian language).
  • The Consultant is expected to work remotely using her/his own computer but may access the UN Women office for printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

Inputs

  • UN Women will provide the Consultant with background materials related to the assignment.

Performance evaluation:

  • The Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager after receiving and accepting monthly reports and Deliverables which will also be the basis for payment on a monthly basis to the consultant.

Financial arrangements:

  • Payment will be disbursed upon receipt of the deliverables (as per above matrix) and their certification by UN Women Programme Coordinator that the services have been satisfactorily performed.

Required Skills and Experience

Qualifications Education:

  • Master’s degree in a relevant field (for example, web management, development or web communications). An undergraduate degree in combination with 2 additional years of qualifying experience may be accepted in lieu of a master’s degree.

Experience:

  • At least 3 years’ experience with managing websites using web-based content management systems, preferably Drupal.
  • Proven experience with web taxonomies to categorize and tag web content, preferably with an understanding of gender-related issues.
  • Proven experience in coding HTML and CSS according to the latest web standards.
  • Proven experience providing training and technical support to WCMS users.

Languages and other skills:

  • Proficient Ukrainian and English
  • Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria - 70% of total evaluation. Total max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on desk review and following technical qualification evaluation criteria:

Financial/Price Proposal evaluation****:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.
  • The total number of points allocated for the financial/price component is 30.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 50 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30
  • (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
