UNICEF Indonesia is seeking the services of a dedicated individual consultant to provide expert guidance and support in the development and implementation of a comprehensive water quality management framework, comprising of Water Quality Monitoring Guidelines, National SDG-6 Plan, Provincial SMDW Road Map, Capacity Building Modules, Water Quality Monitoring Platform, and Communication Material.

How can you make a difference?

Indonesia is the world's fourth most populous country, with a population of over 270 million people. However, access to safe drinking water remains a significant challenge in the country, with approximately 28 million people lacking access to basic water services. The situation is even worse in rural areas, where only 45% of the population has access to safe drinking water. The poor water quality in Indonesia has led to a range of health problems, including waterborne diseases such as diarrhea and cholera.

To address these challenges, the Indonesian government has launched several initiatives to improve water quality and access to safe water, including the National SDG-6 Plan, which aims to ensure access to clean water and sanitation for all by 2030. Additionally, the government has developed Safely Managed Drinking Water Road Map to provide guidance for local governments in developing water management strategies. This consultancy support aims to strengthen the government efforts in the development and implementation of a comprehensive water quality management framework, including the Water Quality Monitoring Platform and Communication Material, to improve the quality and accessibility of safe drinking water in Indonesia.

Scope of Work The consultant's scope of work includes providing technical expertise and support in the development and implementation of a comprehensive water quality management framework in Indonesia. This involves working closely with the government to ensure that the outcomes are effective, sustainable, and aligned with regional priorities, goals, and standards. The work also includes facilitating the development of Water Quality Monitoring Guidelines, Provincial SMDW Road Maps, Capacity Building Modules, Water Quality Monitoring Platform, and Communication Material. The goal of these initiatives is to improve water quality and increase access to safe drinking water for all Indonesians.

To qualify as an advocate for every child you will have…

Education - A Master’s degree in Drinking Water related areas Skills: - Should be able to communicate and prepare documents in both Bahasa and English - Ability to work effectively with diverse stakeholders, including government officials, contractors, and local communities. Experience: - At least 5 years of experience of working in Drinking Water sector, with a specific focus on Water Quality. - Experience in publishing research documents and papers for broader audience (please share evidence) - Broad sectoral experience on Water, Sanitation and Hygiene - Experience of working with government, and UN agencies (desirable)

Remarks:

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
