Type of contract: National individual consultancy

Duration: 6 months, approx. 10.02.2023 – 10.08.2023, full-time, home based

As COVID-19 has reshaped the way we work and live, digital engagement has started to play a crucial role in UNICEF's response to global shifts in the fields of communication, fundraising, advocacy and development. Effective use of a variety of digital channels to communicate UNICEF's key messages through relevant content, interactive experiences and dialogue, allow individuals to connect with our work directly, thus creating valuable relationships with both online and offline supporters.

UNICEF in Belarus is present in most of the social media platforms. As youth and children are one of the primary target audiences for UNICEF, the office established the TikTok account in 2021 to galvanize young people’s support and participation as well as reach new and younger audiences and inspiring them to support UNICEF. TikTok has national and international audience, and UNICEF around the world have found TikTok as an engaging platform for youth. Being the sixth largest social network, TikTok has more than 1.65 billion downloads to date.

How can you make a difference?

Under the supervision of the Digital Communication Officer and overall guidance of the Communication Specialist, the consultant will support UNICEF in:

  1. Drafting and editing an engaging content for TikTok
  2. Engaging UNICEF volunteers in content creation (training, assistance in drafting scripts and videos)
  3. Maintaining UNICEF Belarus online presence to support the implementation of the Country Office Communications Strategy, as well as Programme and Fundraising objectives, in line with the Country Programme Document, Global Communication and Public Advocacy Strategy.

KEY TASKS AND DELIVERABLES

Content creation for TikTok:

- Maintain a content plan for TikTok - Participate in different communications and advocacy events and fundraising campaigns to generate (live) social media content - Draft and edit written materials for TikTok; - Adapt multimedia assets from HQ/RO Division of Communication for the local audience

Digital presence maintenance and reporting:

- Actively engage with online audiences through TikTok; - Generate and analyze social media KPIs and analytics reports; - Report on a monthly basis with an agreed template. - Draft tasks and work closely with external designers to make sure all visibility materials designed for TikTok meet UNICEF visibility standards; - Work in close contact with external contractors on digital campaigns

Engagement of UNICEF volunteers in TikTok content creation:

-Providing learning and training for UNICEF volunteers -Assistance in volunteer video production

SUPERVISION, WORK RELATIONS & OVERSIGHT

The consultant will report to the Digital Communication Officer under overall guidance of Communication Specialist.

TRAVEL

No travel is expected under this consultancy.

PAYMENT CONDITIONS

The remuneration amount will be based on the consultant's qualification and paid monthly per daily rate upon certification of deliverables. Payments will be made based on monthly invoices upon submission of deliverables

UNSATISFACTORY PERFORMANCE

Payment of fees to the Contractor under this contract, including each installment or periodic payment (if any), is subject to the Contractor’s complete performance of his or her obligations under this contract about such payment to UNICEF’s satisfaction and UNICEF’s certification to that effect.

UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, work/outputs are incomplete, not delivered, or fails to meet deadlines. All materials developed will remain the copyright of UNICEF, and UNICEF will be free to adapt and modify them. This ToR is an integral part of the contract (SSA) signed with the consultant.

To qualify as an advocate for every child you will have:

- Current student or graduate (over 18 years of age)

- At least 1 year of experience in managing a TikTok account, experience in managing other social media platforms is an asset

- Intermediate knowledge of English

- Experience in using Sharepoint, Outlook, Google docs

PROCESS FOR APPLICATION

A proposal from candidates should include:

  1. A completed UN P-11 form;
  2. Cover letter explaining why a candidate is fit for the consultancy
  3. Financial Proposal, indicating desired monthly rate.

Criteria for selection of proposals:

1) Previous experience and qualifications – 90%

2) Financial proposal – 10%

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
