Background

UN Women, the United Nations entity for gender equality and the empowerment of women, is a strong advocate and advocate for women and girls at the global level. UN Women assists UN Member States in setting international norms and standards to achieve gender equality, and works with governments and civil society to develop the laws, policies, programmes and services needed to implement these standards.

UN Women actively promotes women's equal participation in all spheres of life, focusing on five priority areas: strengthening women's leadership and participation in society; the elimination of violence against women; the involvement of women in the full range of peace and security issues; the empowerment of women in the economic sphere; ensuring the central role of gender equality in the planning and budgeting processes of national development. UN Women also coordinates work to promote gender equality across the UN system.

UN Women, together with the National Commission on Women and Family and Demographic Policy under the President of the Republic of Kazakhstan (hereinafter referred to as the National Commission) and the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, is implementing a joint program to empower women.

Kazakhstan has joined the fundamental documents of the UN in the field of empowerment and protection of women's empowerment. A number of fundamental documents in the field of family and demographic policy of the country were adopted. In 2006, the Gender Equality Strategy for 2006-2016 was adopted and implemented, which made it possible to define an even approach to the issues of empowerment not only of women, but also of men.

In 2016, the Concept of Family and Gender Policy of the Republic of Kazakhstan until 2030 was approved by the Decree of the President of the Republic of Kazakhstan. The concept defines the basic principles and approaches in the formation of family and gender policy of the country.

In the sphere of state gender policy, measures are being taken to achieve parity rights, benefits, duties and opportunities for women and men in all spheres of society, overcoming all forms and manifestations of discrimination on the basis of sex. The country's family policy is primarily aimed at strengthening and protecting families, creating the necessary conditions conducive to the physical, intellectual, spiritual and moral development of families and their members, and protecting motherhood, fatherhood and childhood.

In order to increase the general awareness of the population about the existing measures of the state to implement family and gender policy, protect women from all types of violence, expand women's economic opportunities, promote women to the decision-making level, it is necessary to actively use the resources of the media space: the media, the Internet, social networks. In this regard, within the framework of this project, it is expected that the national consultant implement the communication strategy for 2021 and provide information coverage and promotion of the activities of the National Commission within the framework of this terms of reference, which in turn contributes to the achievement of the goals Concepts of family and gender policy of the Republic of Kazakhstan until 2030. The purpose of the project is to provide expert and technical support to the National Commission for the Implementation of the Communication Strategy for 2022 and to provide information coverage and promotion of its activities to raise citizens' awareness of the measures taken in the field of family and gender policy in the Republic of Kazakhstan.

Under the leadership of the UN Women Project Manager and the National Commission, the National Consultant is expected to provide information coverage and promotion of the National Commission's activities.

Duties and Responsibilities

The tasks of the national consultant will include the following tasks and responsibilities:

  1. Drawing up a plan for an information campaign on the activities of the National Commission (for the period from March 2022 to December 30, 2022) as part of the Information Strategy of the National Commission for 2022;
  2. Ensuring full-fledged content of the communication channels of the National Commission in the state and Russian languages through the weekly release / publication of at least one material in the state and Russian languages;
  3. Ensuring full adaptation of the content of communication channels, including the constant functioning of social networks in the state language;
  4. Maintenance and filling of the official pages of the National Commission in social networks: Facebook, Telegram, Instagram, as well as promotion of pages, weekly filling with relevant content to reach a wide audience;
  5. Implementation of the Communication Strategy of information coverage and promotion of its activities;
  6. Organization of participation in television and radio programs of the Chairman of the National Commission;
  7. Preparation of review materials on the activities of the National Commission;
  8. Preparation and submission of an interim report in Russian language with annexes confirming the execution of the task and the achievement of results;
  9. Preparation and submission of the final report in Russian language.

Required Skills and Experience

The process of selecting a consultant will take place according to the following criteria:

Education:

- Higher education/bachelor's degree.

Experience:

- Must have at least 3 years of professional experience in the development of communication and PR strategy and media planning;

- Must have at least 3 years of professional experience in conducting PR campaigns and events for the media (preparation of press releases, official statements, organization of briefings and press conferences);

- Must have at least 1 year of experience in information support of the National Commission;

- Mandatory experience in the preparation and adaptation of the content of information materials in the social sphere;

- Mandatory experience and excellent skills in communication channels such as: Facebook, Instagram, Telegram;

- Experience in working with UN agencies or other international organizations, as well as with state bodies in the field of information materials in the social sphere (Attach a copy of the supporting materials or provide a link to the site where you can get acquainted with the document) will be an advantage;

Languages:

- Excellent writing and speaking skills in Russian mandatory and/or Kazakh language desirable.

  1. Evaluation team

Applicants must meet the above minimum qualification requirements, which will be included in the technical assessment process in the future. The next stage of the evaluation process will support the methodology for the cumulative analysis of the technical proposal (70%) and the financial proposal (30%) of the candidate.

Only candidates with a minimum of 490 points will be admitted to the financial assessment.

Financial valuation:

The financial proposals submitted will be evaluated on the basis of the following formula:

B = T + Clow / C x 300, where

T is the universal technical point awarded to the evaluation of the proposal (only those proposals that pass 70% of the technical evaluation);

C is the price of the estimated offer; and

C is the lowest price of all evaluated offers among the relevant offers;

300 is the maximum financial point you can get.

The winner is the candidate who scores the highest score on the aggregate of points scored (based on the results of technical evaluation + financial evaluation).

Selection of a candidate:

The contract will be offered to the candidate who received the highest number of points according to the results of the cumulative assessment.

Payment will be made upon achievement of the expected results and the provision of an agreed package of documents and reports approved by UN Women.

  • Financial offer* in Kazakhstani tenge per month, including the total amount requested to perform all tasks under the ToR.
