Background
UN Women, the United Nations entity for gender equality and the empowerment of women, is an active advocate and global champion for women and girls. UN Women assists UN member states in setting international norms and standards for achieving gender equality, works with govern ments and civil society to develop laws, policies, programs, and services needed to implement these standards.
UN Women actively promotes the equal participation of women in all walks of life, with a focus on five priority areas of action: strengthening women's leadership and expanding their participation in society; elimination of violence against women; engaging women in the full spectrum of peace and security issues; empowering women in the economy; ensuring the central role of gender equality in the planning and budgeting of national development. UN Women also coordinates the work on promotion of gender equality across the whole UN system.
UN Women, together with the National Commission for Women Affairs, Family and Demo graphic Policy in Kazakhstan under the President of the Republic of Kazakhstan (hereinafter - the National Commission) and the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan, are implementing a joint program on promotion of gender equality and empowerment women.By the Decree of the President of the Republic of Kazakhstan, the Concept of Family and Gender Policies of the Republic of Kazakhstan until 2030 was approved in 2016. The concept defines the basic principles and approaches in the formation of family and gender policy in the country. The implementation of the Concept is carried out through specific budget programs, as well as through projects financed through the state social order and grant funding (grants for NGOs).
At the same time, in order to achieve the target indicators of the Concept of Family and Gender Policies in the Republic of Kazakhstan until 2030, it is necessary to ensure the uniform coordina tion of the implementation of projects on family and gender issues of central and local executive bodies.
In this regard, it is necessary to determine the permanent topic of socially significant projects on family and gender policy on the basis of a systematic analysis of trends and problematic issues in this area.
In this regard, UN Women plans to hire a national consultant who will conduct a systematic analysis of trends and problematic issues in the field of family and gender policy and develop a list and justification of mandatory project topics under the state social order and grant funding.
Duties and Responsibilities
The tasks of the national consultant include: 1) Developing a work plan for the development of permanent topics of projects within the framework of the state social order and grant financing and monitoring of its implementation; 2) Studying and conducting a systematic analysis of trends and problematic issues in the field of family and gender policy;3) Conducting interviews with partners (Ministry of Information and Social Development of the Republic of Kazakhstan, National Commission for Women Affairs and Family and Demographic Policy under the President of the Republic of Kazakhstan, NGOs, experts, etc.); 4) Based on the analysis, the development of a list of permanent topics of socially significant projects on family and gender policy for state social order and grant financing and monitoring of its implementation, in the context of the implementation of the Concept of Family and Gender Policies of the Republic of Kazakhstan until 2030 and achievement of target indicators, stipulated by this Concept, the Sustainable Development Goals and the 2030 Agenda for Sustainable Development, as well as methods of effective monitoring of the implementation of the state social order (NLA); 5) Presentation of the analysis to national partners and validation of the results. Making changes in accordance with the recommendations; 6) Preparation of the final report in Russian with recommendations attached.

The consultant selection process will be based on the following criteria: Education: - Higher education in political science and international relations, public administration, gender studies, economic/social sciences or interdisciplinary fields. Selection process Applications must meet minimum qualification requirements which will be reflected in technical evaluation form. The next step in the evaluation process will support the cumulative analysis methodology of the candidate's technical proposal (70%) and financial proposal (30%).
