Background

UN Women, the United Nations entity for gender equality and the empowerment of women actively advocates and promotes the interests of women and girls at a global level. UN Women assists UN member states in establishing international norms and standards to achieve gender equality, collaborates with governments and civil society in the development of laws, policy approaches, programs, and services necessary to implement these standards.

UN Women actively contributes to the equal participation of women in all areas of life, focusing on five priority areas: enhancing the leadership role of women and expanding their participation in society; eradicating violence against women; engaging women in the full spectrum of peace and security issues; expanding women's economic opportunities; and ensuring a central role for gender equality in national development planning and budgeting processes. UN Women also coordinates efforts to promote gender equality across the entire UN system. In April 2022, by decree of the head of state, the updated Concept of Family and Gender Policy up to 2030 with an Implementation Plan was adopted. The Concept is a multisectoral program document that ensures a comprehensive approach to integrating the principle of equality between women and men into program documents in all areas and at all levels of decisionmaking and implementation.

UN Women in Kazakhstan, together with the National Commission on Women's Affairs and Family-Demographic Policy at the President of the Republic of Kazakhstan (hereinafter referred to as the National Commission), with the support of the Ministry of Culture and Information of the Republic of Kazakhstan (hereinafter referred to as the Ministry), is implementing a project within the linked grant "Supporting Kazakhstan in the implementation of the Concept of Family and Gender Policy, in terms of ensuring gender equality and expanding the rights and opportunities of all women and girls in Kazakhstan and overcoming the consequences of the COVID-19 pandemic crisis" for the period 2022-2024.

The goal of the project is to support the Government of the Republic of Kazakhstan in achieving transformative results for gender equality and the expansion of women's rights and opportunities in Kazakhstan by integrating gender equality and women's rights in the field of human rights into national reforms in accordance with the Concept and its Implementation Plan. The project consists of three components, covering areas such as (1) strengthening national legislation and policy considering gender equality and the expansion of rights and opportunities for women and girls, (2) a gender-sensitive approach in education, and (3) expanding the economic opportunities of women.

One of the activities aimed at strengthening national legislation and policy considering gender equality and the expansion of rights and opportunities for women and girls is the development of an online training course for regional secretaries and members of the National Commission. The course is expected to consist of at least four modules and will be available on the National Commission's website. The purpose of this technical assignment is to create and technically implement a series of training courses that will help improve the gender competencies of the members of the National Commission and regional secretaries.

Duties and Responsibilities

It is expected that under the guidance of the UN Women project manager, with the support of the National Commission, the national consultant will develop online video courses for regional secretaries and members of the National Commission based on the existing normative legal documents, as well as UN standards in the field of gender equality, on the following modules: 1. "Gender Fundamentals" (based on the course "I know gender – ? ???? ??????"). 2. "The Concept of Family and Gender Policy of Kazakhstan".

Requirements for the modules: • The module should be designed for 1.5 - 2 hours of study time. • The module should have the ability to stop and resume at any time. • The module should be animated and/or in the form of a video sequence; • The module should be in the Kazakh and Russian languages; • After each module, there should be a test with questions generated at random; Provide the possibility of generating a certificate after the successful completion of the video course

Required Skills and Experience

Education Higher education in the field of culture, arts/education, pedagogy, law/jurisprudence, or related areas. Experience • Experience in organizing training workshops and developing training programs. • Experience working with UN agencies or other international organizations, as well as with governmental bodies (attach a copy of supporting materials or provide a link to the website where the document can be reviewed) will be an advantage. Language Requirements • Professional proficiency in written and spoken Russian and Kazakh • Professional proficiency in written and spoken English will be an advantage Functional skills: • Proficiency in computer and IT applications (Microsoft Office, Microsoft Teams, ZOOM, etc.).

Applicants must meet the above minimum eligibility requirements, which will be included in the technical evaluation process in the future. The next stage of the evaluation process will support the methodology of combined analysis of the technical proposal (70%) and financial proposal (30%) of the applicant.

Only candidates with a minimum of 490 points will be eligible for financial evaluation.

Financial assessment:

The evaluation of the submitted financial proposals will be made on the basis of the following formula:

C low / C x 300, where

C is the price of the evaluated offer; and

C low - this is the lowest price of all evaluated offers among the corresponding offers; 300 is the maximum financial point you can get.

The winner is the candidate who scores the highest score on the total score (according to the results of the technical assessment + financial assessment). The maximum possible score, according to the technical assessment, is 700 and 300 for the financial proposal.

Candidate selection:

The contract will be offered to the candidate with the highest score in the cumulative evaluation.
