Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women Philippines is jointly implementing the Bridging Recruitment to Reintegration in Migration Governance Programme (BRIDGE) with the International Organization for Migration (IOM) and the International Labour Organization (ILO) to support the Philippine government in achieving Objectives 6 and 21 of the Global Compact for Migration, on fair and ethical recruitment, decent work, dignified return, and sustainable reintegration.

This will be accomplished by ensuring a) Government initiatives to promote fair and ethical recruitment as well as reintegration services are evidence-based, gender-responsive and coordinated through a people-centered, whole-of-government and whole-of-society approach and b) the Government establishes mechanisms to translate evidence into policy and best practices pertaining to recruitment and reintegration through the migration cycle. Both results seek to that ensure human mobility in the Philippines is fully utilized and facilitated in a regular, safe and orderly manner that contributes towards sustainable development effects for migrants, their families and even communities.

UN Women Philippines will contribute to the project by engaging government and non-government actors and organizations to ensure gender-responsive mechanisms specifically addressing gender differentiated needs of migrants as well as coordinate partnership meetings, policy and knowledge exchange to further learn and understand the circumstances of migrant women.

To strengthen the implementation of BRIDGE, UN Women seeks a National Consultant on Strengthening Migration Governance through Local/Indigenous Perspectives to provide technical and advisory support to the project team, and assist in the delivery of relevant capacity-building interventions to BRIDGE partners.

Geddes (2021) observes that governance, including migration governance, can be regarded “as an imposition if it is associated with…certain kinds of templates for action or 'good governance’ that emerge from regional or international settings within which certain powerful states and other influential actors and their ideas tend to predominate.”1 This underscores the need to ground approaches to migration governance in local and indigenous perspectives that take into account the particular historical, social, cultural and economic realities of countries, as well as the culturally-inflected experiences and imaginaries of the migrant workers they intend to benefit.

The establishment of the new Philippine Department of Migrant Workers presents a unique opportunity to mainstream local/indigenous perspectives and approaches in Philippine migration governance.

Duties and Responsibilities

Services Required

The National Consultant on Strengthening Migration Governance through Local/Indigenous Perspectives shall work with the BRIDGE/Migration Programme in the Philippines, especially the BRIDGE Programme Officer and Programme Assistant, to 1) design a webinar in the particular form or area of indigenous knowledge systems and practices (IKSP) in which they specialize; 2) produce two policy briefs on how said IKSP can inform migration policies and programs; and 3) serve as resource speaker on the said IKSP at a conference to be organized by the BRIDGE Programme.

Webinars - The half-day (2-3 hours) webinar is intended to introduce migration practitioners from government and civil society to the particular IKSP and how it can inform and enhance Philippine labor migration policies and programs, especially those surrounding migrant data collection and management, consular and other assistance abroad, and reintegration of Overseas Filipino Workers (OFWs) upon their return to the Philippines. The Consultant will deliver the webinar four (4) times between June and July 2022, with 40-50 participants anticipated per webinar. Target participants are entry- to mid-level personnel of government agencies and civil society organizations working in the migration space. UN Women and its BRIDGE Programme partners will handle the invitation of participants and the technical side of the activity (eg. providing online platform, registering participants, etc).

Policy Briefs - The two (2) policy briefs to be formulated by the Consultant should spur reflection and conversation among Philippine migration practitioners, including those involved in the establishment of the new Department of Migrant Workers, on how local/indigenous approaches can strengthen Philippine labor migration governance, particularly 1) migration data collection and management; and 2) migrant worker assistance, especially in the area of reintegration. Each policy brief should be between 1,200 and 1,500 words long, and the briefs are expected to be completed in July and August 2022, respectively.

Conference Participation - As part of its BRIDGE Programme activities, UN Women will organize a series of conferences (in virtual/hybrid format) related to gender-responsive migration governance. Drawing on their research, the Consultant will be invited to serve as a resource person in one of these conferences, to speak on one or both topics covered by the policy briefs detailed above.

The particular needs and challenges, as well as opportunities and strengths, of women OFWs, as well as those with intersecting vulnerabilities, should be foregrounded the above activities.

Required Skills and Experience

  • Master’s degree or higher in Migration Studies, Gender Studies, Indigenous Studies, Psychology, Sociology, Public Policy, Development, Economics, or other fields of Social Science;

    • At least 5 years’ experience working on indigenous knowledge systems and practices, gender and/or migration issues;
    • At least 3 years’ experience conducting training and/or teaching on indigenous knowledge systems and practices, gender and/or migration issues (please list training/teaching activities conducted);
    • Strong writing skills (please submit 2-3 writing samples); and
    • Fluency in written and oral English and Filipino.

    Contract period and work location

The total duration of the engagement is for a period from 01 May 2022 – 30 September 2022. The consultant will have the possibility for remote work in consultation with the supervisor.

Evaluation

Applications will be evaluated based on the cumulative analysis:

  • Technical qualification (100 points); weight: (70%)
  • Financial proposal (100 points): weight (30%)

A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

  • Master’s degree, or equivalent, in Gender and Development Studies, Migration Studies, Economics, Social Science, or other related field of studies is required.

  • At least 5 years’ experience working on gender and/or labour migration issues, preferably including experience related to migration data collection and/or reintegration;
  • Broad knowledge and deep understanding of Philippine labour migration governance from the local to the national level, including the roles of various actors, such as the government, civil society, and the private sector, and familiarity with Philippine national development plans and priorities;
  • Previous working experience with UN agencies, civil society organizations, and/or women’s rights organizations in the Philippines is an asset;
  • Strong professional report-writing skills, including data visualization as needed;

Financial/Price Proposal evaluation:

· Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.

· The total number of points allocated for the price component is 100.

· The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
